Although Proposal #28 is unusual, it is perfectly valid.
If and when Proposal #28 is accepted, the rules will not change (except for the addition of the "Fix it NOW!" spell). If and when a player adds that spell to his spell book and casts it, then the effects of the spell will take place (which would consist of re-writing some rules and removing that very spell from existence).
