Rule #101/0 - Thou Shalt Have Someone to Run the Game

Rule #103/0 - Thou Shalt Play Nice

All players must always abide by all the rules then in effect, in the form in which they are then in effect. The rules in the Initial Ruleset are in effect when the first game begins. The Initial Ruleset shall consist of rules 100 - 118 and 200 - 213, inclusive.

Rule #104/0 - They Aren't Carved in Stone

Initially rules in the 100's are immutable and rules in the 200's are mutable. Rules subsequently enacted or transmuted (that is, changed from immutable to mutable or vice versa) may be immutable or mutable regardless of their numbers, and rules in the Initial Set may be transmuted regardless of their numbers.

Rule #105/0 - Thou Shalt Not Make Weird Proposals

A proposal must consist of any of the following: (1) the enactment, repeal, or amendment of a mutable rule; (2) the enactment, repeal, or amendment of an amendment of a mutable rule; or (3) the transmutation of an immutable rule into a mutable rule or vice versa.

All proposals proposed in the proper way shall be voted on. They will be adopted if and only if they receive the required number of votes.

Rule #107/0 - Thou Shall Vote

Every player is an eligible voter. Valid votes shall be YES, NO or ABSTAIN. Votes may not be changed once cast. Any player who does not cast any votes within a three week period shall be removed from the game.

Rule #108/0 - Thou Shalt Vote Promptly

The voting period for a proposal shall be one week from its distribution. No votes cast after that time are valid.

Rule #109/0 - The Pen Shall Be Mighty

All proposals shall be written down before they are voted on. If they are adopted, they shall guide play in the form in which they were voted on.

Rule #110/0 - Thou Shall Not Fool Father Time

No proposal may take effect earlier than the moment of the completion of the vote that adopted it, even if its wording explicitly states otherwise. No proposal may have retroactive application.

Rule #111/0 - Making Book

Each proposal shall be given a number for reference. The numbers shall begin with 300, and each proposal proposed in the proper way shall receive the next successive integer, whether or not the proposal is adopted. A rule retains its number regardless of amendments, transmutations, repeals or reenactments.

Each rule shall have an amendment number, which shall be initially 0. Each time a rule is amended, repealed or reenacted, its amendment number shall be incremented by one.

Rule #112/0 - Thou Shall Not Beat Around the Bush

Rule-changes that transmute immutable rules into mutable rules may be adopted if and only if the vote is unanimous among the votes cast. Transmutation shall not be implied, but must be stated explicitly in a proposal to take effect.

Rule #113/0 - All Shall Worship the Mighty

In a conflict between a mutable and an immutable rule, the immutable rule takes precedence and the mutable rule shall be entirely void. For the purposes of this rule a proposal to transmute an immutable rule does not "conflict" with that immutable rule.

Rule #114/0 - Thou Shall Make Nice Rules

If a proposal as proposed is unclear, ambiguous, paradoxical, or destructive of play, or if it arguably consists of two or more proposals compounded or is an amendment that makes no difference, or if it is otherwise of questionable value, then it shall be considered to have no effect.

A player always has the option to forfeit the game rather than continue to play or incur a game penalty. No penalty worse than losing, in the judgment of the player to incur it, may be imposed.

Rule #117/0 - Biting the Hand that Feeds You

Rule-changes that affect rules needed to allow or apply rule-changes are as permissible as other rule-changes. Even rule-changes that amend or repeal their own authority are permissible. No rule-change or type of move is impermissible solely on account of the self-reference or self-application of a rule.

Whatever is not prohibited or regulated by a rule is permitted and unregulated, with the sole exception of changing the rules, which is permitted only when a rule or set of rules explicitly or implicitly permits it.

Mutable Rules

Rule #200/0 - Thou Shall Remain Active

Rule #201/0 - We Shall Abide by Majority

A proposal is adopted if and only if more YES votes were cast than NO votes, and if quorum was reached.

Rule #202/0 - Quorum Definition

Quorum is hereby defined as 50% of eligible votes or 3 votes, whichever is greater.

Rule #204/0 - The Head Count

Rule #205/0 - The Pecking Order

If two or more mutable rules conflict with one another, or if two or more immutable rules conflict with one another, then the rule with the lowest ordinal number takes precedence.

If at least one of the rules in conflict explicitly says of itself that it defers to another rule (or type of rule) or takes precedence over another rule (or type of rule), then such provisions shall supersede the numerical method for determining precedence.

If two or more rules claim to take precedence over one another or to defer to one another, then the numerical method again governs.

Rule #206/0 - Complaint Department Now Serving #53

Any player who has a question or complaint about any matter concerning the laws and their interpretation may make a statement that is distribute it to the rest of the players. A call for judgement is then incurred on the statement.

Rule #207/0 - Eenie, Meenie, Miney, Moe

When a judgement has been called for, a Judge is randomly selected from among the other registered players by the Chairman. The player selected has 3 days in which to accept or refuse the appointment by posting to the Chairman. Any player who does not respond to selection in 3 days is deemed to have refused appointment. If a selected player refuses appointment, then a further random selection is made from the remaining pool.

Rule #208/0 - What You Do With That Black Robe

There are only three possible judgements: TRUE, FALSE or UNDECIDED. A judgement may be accompanied by reasons an arguments, but any such reasons and arguments form no part of the official judgement itself. If a judgement is UNDECIDED, then the player calling for judgement may request another judgement. In such a case, the new Judge shall not be a Judge who has previously rendered a judgement on this call for judgement.

Rule #209/0 - This is Not Rule #203

Having accepted the appointment, a Judge has exactly one week in which to post an official judgement. A Judge who fails to deliver judgement within that period shall be considered to have judged UNDECIDED.

Rule #210/0 - Judges Are Mere Mortals, Too

All judgements must be in accordance with all the rules then in effect. When the rules are silent, inconsistent, or unclear on the statement in question, however, then the Judge shall consider currently existing game custom and the spirit of the game in reaching a decision.

Rule #211/0 - This is a Rule

If a statement on which judgement has been called is judged to be true, and that judgement is not overruled, it does not thereby become a rule, or any part of a rule. It merely becomes an explicit part of currently accepted game custom.

Rule #212/0 - So You Don't Like Your Judge?

At any time in the week following the posting of a judgement of TRUE or of FALSE, any player may propose that the judgement be overruled and changed to UNDECIDED. If that proposal is adopted, according to whatever rules are currently in effect for the adoption of proposals, then the judgement is overruled.

Rule #213/0 - Rule Twisters are Game Winners

If the rules are changed so that further play is impossible, or if the legality of a move cannot be determined with finality, or if by the Judge's best reasoning, not overruled, a move appears equally legal and illegal, then the first player unable to complete a turn is the winner. This rule takes precedence over every other rule determining the winner.
