Each Army may make one move per week to any square with a distance of one from their current square. All moves are executed simultaneously at the end of the week they were made. An Army must have at least 100 Soldiers to move from their Nation's capitol city. When an Army moves, all of its Soldiers move from their current square to the destination square. Each Nation shall receive 100 soldiers at their capitol city when it first establishes a capitol city. Such a CFJ must be declared within 48 hours of the time when the rule has been declared passed. This rule does not apply to the initial rule set, nor to any rule that took effect at the same time or before Rule #344. If the passage of the rule in question is judged to be legal then the rule will return to being in effect and the Judge must try to restore the game to the state it would have been in had the rule been in effect since passage. If the passage of the rule in question is judged to be illegal then the rule does not take effect and the Judge must try to restore the game to the state it would have been in had the rule never been in effect. Loyalty may be altered only as stated in the Ruleset. If an effect would cause Loyalty to exceed 95%, Loyalty shall equal 95%. If an effect would case Loyalty to be less than 5%, Loyalty shall equal 5%. At the beginning of each month, the Chairman shall determine a random integral number between 1% and 100%, inclusive, for each Nation in existance. If the number is less than or equal to the Nation's Loyalty, the Nation shall receive 1 extra Gold Coin per map square it controls, as a tribute to the beneficial leadership of the player.
