There shall exist an entity known as a Bill of Correction, which can be issued at any time by any player. The player issuing a Bill of Correction must specify in said document language flaws and errors made by other players and provide documentation correcting the flaws and errors. Players named in the Bill can either Accept Guilt and pay The Fine, or Call for Arbitration. The Call for Arbitration applies only to the player issuing the call and does not negate other players Acceptance of Guilt. If a Call for Arbitration is made, the language flaw or error in question immediately becomes a standard Proposal (phrased so that "yes" resolves in favor of the player issuing the Call and "no" resolves in favor of the Bill of Correction) and is voted on in the current legal manner for resolving Proposals. If the player's Call for Arbitration does not pass, the player issuing the call is assessed double The Fine. If the player's Call for Arbitration does pass, then the rules of the English language are officially ammended for use in Terra Nomic so that the original specified flaw/error is now the correct, accepted language use. The Fine shall be 2 Gold Coins per specified language flaw; one-half of every assessed fine shall go to the player issuing the Bill of Correction, and the other half shall return to the Royal Exchequer. Finally, no player can ever be assessed a fine more than once for the same language flaw or error in the single game entity. It shall be a title that may be bestowed upon only one player at a time. The title of Independent Council may be bestowed upon a player only if a proposal is submitted to do so, and if that proposal passes with at least twice as many YES votes as NO votes (a condition henceforth known as a two-thirds majority). The title of Independent Council may be removed from a player currently holding the office if a proposal is submitted to do so, and if that proposal passes with at least a two-thirds majority. The previous two sentences supersede other rules regulating how proposals are usually passed. The office of Independent Council may never be held by The Chairman. Whenever a player makes a Call for Judgment, the Chairman may, if he so chooses, declare the Independent Council to be the judge instead of choosing one at random according to Rule #207. The Independent Council must accept this decision and must then act according to all rules concerning the behavior of judges with the exception that, in order to overrule an Independent Council's decision, a proposal to do so must pass by a two-thirds majority. If an Independent Council is so overruled, he/she is immediately stripped of his/her title, and is forced to pay 20 gold coins (or the full amount of coins he/she possesses if this amount is less than 20) back to the Royal Exchequer. The office of Independent Council will initially be held by Caesar. At the beginning of each month, the Chairman shall determine a random integral number between 1% and 100%, inclusive, for each Nation in existance. If the number is less than or equal to the Nation's Loyalty, the Nation shall receive 1 extra Gold Coin per map square it controls, as a tribute to the beneficial leadership of the player. Each Nation, when formed, shall initially have a Loyalty of 70%. Each Nation in existance when this rule takes effect shall have its Loyalty set to 70%, then this sentence shall remove itself. Pesants make up the members of the Nomic population that are under the control of a player. Each player controls 1% of the population times the number of sqaures they control. The 25 solders raised each turn are here by subtracted from the number of peasents you control. IF a nation controls less than 25 peasants, the solders can't be rasied. Each turn a player must pay a sertain amount of Gold for "Terra Nomic Cheese" to feed the peasants. Terra Nomic cheese costs one gold coin per square you control. Under this system, the leader of a nation is to be refeared to as "King" or "Monarch." Under this system, the leader of a nation may raise an amount of soldiers less than or equal to the population of his/her nation as he or she wants. They may also gain an addtional three gold coins equal to the percent of the total Nomic populaion that they control. (i.e. 1%= +3 gold coins). Fuedalism has a down side however. Each week, using a random number generator, the leader of that nation must preform a loyality check against a lord causing an upriseing in a square. If the check succeeds, then the square stays in that leader's control. If it fails, then the Lord starts it's own nation that is not controled by any other player. The capital of a nation cannot rebel. Also, Fuedalist societyies are less efficent. Therefore, Terra NOmic chesse costs 2 gold coins per square a turn. This is in addition to allowed movement described by the Royal Highways rule. Any army must still end its movement in one specified map square, and an army only takes control of the square it ends in (not the ones it passes through). Any square in which an army engages in any kind of battle must always be the last square of the movement, and if the combat is unsuccessful but the army survives it will automatically fall back to the immediately previous valid square in the stated movement. For example: Army A makes a single movement from (-10,-1) to (0,-1); Army B makes a single movement from (-8,-5) to (-8,5). The route of the armies intersect at (-8,-1). If either army destroys the other, then the victorious army ends its movement there. If neither army is able to destroy the other, then both end their movements at the previous valid square: (-9,-1) for Army A, and (-8,-2) for Army B.
