I'm surprised I'm doing it, but I'm actually going to vote AGAINST this.  
Your original law may have had a questionable method of resolving ties, but 
there was a method.  A small Nomic might, indeed, end with a 1-1 tie.  (In 
fact, if this passes, I might try to create one.  Win by paradox, even if 
it's not in this ruleset.)
