I. What is McNomic?

I.A. Introduction [Stone]

McNomic is a game about itself. Starting from a base Ruleset, participants engage in a process of refining and enhancing those Rules, evolving them. These Rules do not currently specify any manner in which this game can be won.

I.B. McNomic Access Points

I.B.1. The McNomic Forum [Stone]

The McNomic Forum (or, simply "the Forum") is the "McNomic" Topic of the Live Games Forum message board on Delphi. The Live Games Forum can be reached via www.delphi.com/livegames.

The Forum is used for official notices regarding ongoing McNomic activity, including announcements, questions, answers, and discussion concerning how the game is played, and what is going on in it.

Official postings may be required by Rule to appear in the Forum, and any other McNomic-related postings are encouraged here as well.

I.B.2. The McNomic Website [Paper]

A simple Website will be maintained providing links to web-based pages which contain any Official Documents required by Rule. The current address of this Website is: www.xnet.com/~dmckenna/McNomic.html.

I.C. Language [Stone]

Any and all usages of gender specific words such as "he", "she", "his", "hers", etc, will be understood to apply to all genders and the usage of either is freely permitted within McNomic.

I.D. Time [Stone]

When time itself is a relevant issue, current Eastern (US) Time will be used, regardless of its Daylight Savings status. Whatever time it is in Washington D.C. is what time it is in McNomic.

I.E. Players [Stone]

All participants of McNomic are called "Players".

I.E.1. Active Players Roster [Stone]

The following is a list of current players. It will be modified without comment when each new player is activated and their name is added to it.

I.E.2. Player Activation [Stone]

People wishing to become Players must send an EMail to the Moderator. The Subject Line of the EMail must say "McNomic: Join Request". The body of the EMail must contain the Player Name, the Delphi User Name, and the preferred EMail address. Upon Approval of the Moderator, the person will be activated as a Player, and the Moderator will post a message in the Forum informing other Players of the addition.

I.E.3. Player changes

I.E.3.a. Deactivation [Paper]

Players wishing to leave the game must send an EMail to the Moderator with a Subject Line of "McNomic: Deactivation". The Moderator will Deactivate the Player, announcing this change in the Forum.

I.E.3.b. Modification [Paper]

Players wishing to change their Player information must send an EMail to the Moderator. The Subject Line of the EMail must say "McNomic: Info Change". The body of the EMail must state that the Player would like to change one of the pieces of information as required by Rule I.E.2. The Email must also state the current and new information. Upon Approval of the Moderator, the Player's information will be changed and the Moderator will post a message in the Forum informing other Players of the Change. I.E.4. Big Brother

I.E.4.a. Getting a Big Brother [Paper]

New Players may petition for a Big Brother (or Sister). A Big Brother or Sister is another Player, approved by the Moderator, who can review proposals before they are submitted for clarity and content (usually, via EMail).

To request a Big Brother, an EMail must be sent to the Moderator with the subject line of "McNomic: Big Brother Request", and the Moderator will assign the requesting Player to the Big Brother with the smallest caseload.

The list of currently approved Big Brothers or Sisters which follows will be updated without comment upon the addition or deletion of a new Big Brother or Sister:

A Player may break off their relationship with their assigned Big Brother by notifying both the Moderator and the Big Brother via EMail with the subject line "McNomic: Thank's, Big Brother".

I.F Definitions

I.F.1. Majority [Paper]

A majority occurs during a vote whenever the number of FOR votes is greater than the number of AGAINST votes.

I.F.2. Supermajority [Paper]

A supermajority is when the following two conditions occur:

I.F.2.a. The number of FOR votes is greater than the sum of the number of AGAINST votes and the number of UNDECIDED votes.

I.F.2.b. The number of FOR votes is at least twice the number of AGAINST votes.

I.F.3 Unanimous [Paper]

A vote is Unanimous when there is at least one FOR vote and no AGAINST votes received.


II. The Ruleset

II.A. Definition and Jurisdiction [Wooden]

This document will henceforth be refered to as "The RuleSet". The presiding version of the Ruleset at any point in time is that which is clearly marked as "most current" directly on, or via a link from the McNomic Website specified in Rule I.B.2.

A "Named Rule" is any Ruleset heading which has been given a name prior to the text to which it refers. While Players are encouraged to Refer to Rules in Proposals based on the currently enforced numbering scheme, uniquely Named Rules may freely be refered to by name alone. All Named Rules will be displayed within the Official Ruleset Posting with their full Hierarchical "Path" numbering.

II.B. Application [Paper]

Where Rules are in conflict, Stone Rules take precedence over Wooden and Paper Rules, and Wooden Rules take precedence over Paper Rules. If two Rules of the same material conflict, and neither states its own precedence, the more specific takes precedence. If neither is more specific, the one nearest the top of the Ruleset takes precedence. Any remaining conflicts will be decided upon by the Moderator.

II.C. Modification [Paper]

The Ruleset specifies the conditions under which it may be changed, and under NO OTHER CONDITIONS may it be changed.

II.D. Custodianship

II.D.1. Responsibility [Wooden]

The Moderator is the Custodian of the Ruleset. The Moderator will post modifications to the Ruleset at the McNomic Website at the very moment they take effect. The Moderator will announce in the forum when any non-trivial change has been posted to the Ruleset.

II.D.2. Backup [Paper]

In the event the Moderator is unable to fulfill the duties listed in section B, a replacement will be assigned to make such changes. The Moderator will have final say in who is posting any changes, and only as deemed by the Moderator will a replacement be made in the case of an emergency unless the Moderator is unable to make such determination, then follow part II.D.3, as follows.

II.D.3. Emergency Replacement Moderator [Paper]

In the event the Moderator is unable to fulfill the duties listed in section II.B, and the Moderator is also unable to assign a replacement, then a replacement will be voted upon immediately in the following manner:

II.D.3.a. As soon as the Moderator makes known, or a Player has verifiable indication that the Moderator is unable to assign a replacement in event of emergency, this information will be posted on Delphi with the heading "EMERGENCY Replacement Moderator Vote Imminent".

II.D.3.b. Five (5) days will pass during which time Players may discuss possible Emergency Moderators, and potential Moderators may voice their wish to become or intention of turning down any Moderator-ship bestowed upon them.

II.D.3.c. At the end of 5 days, a new heading will be created in the Forum with the title "VOTE on Replacement Moderator". All Players who wish to vote on their pick for new Moderator will do so there, on open. There will also be 5 days allowed for voting.

II.D.3.d. After the voting period is complete, the votes will be tallied and the person with the most votes shall be considered officially the new Moderator Pro Tem.

II.D.3.e. In the case of an elected Emergency Moderator unable or unwilling to fulfill their duties, the individual with the second greatest number of votes will be considered the Replacement Moderator. In the same event with that individual, then the process MUST begin again with Step A.

II.D.3.f. In the case of a tie, the two (or more) who have tied may choose to split duties, or the process may begin again starting with Step A and appending the number '2' to each Forum heading.

II.E. Paper, Wood and Stone [Paper]

Each Named Rule which presides over actual textual Rule Language in the Ruleset is considered to be either printed on Paper, carved into Wood or engraved in Stone - this status is given after the name of the Rule, in square brackets (eg. "A. Introduction [Stone]"). This characteristic is referred to as "Materiality", and Named Rules subject to this distinction are referred to as "Material Rules".

Whenever a new Rule is enacted, it enacts as a Paper Rule.

At the end of each Cycle, the Moderator should select a rule at random; if it is a Paper Rule, it becomes a Wooden Rule. If it is a Wooden Rule, it becomes a Stone Rule. (If it is a Stone Rule, nothing happens.)

II.E.1. Antimatter [Paper]

The tables or lists maintained within the Ruleset, by virtue of their obvious potential fluidity, are NOT subject to materiality as defined in this section, II.E: "Paper, Wood, and Stone". Any text which is included in the Rule in which the table or list appears has materiality; the table or list itself does not.

III. Titles

III.A. Definition [Wooden]

Players may have one or more Titles, which carry with them certain Obligations. Some Titles were in existance prior to the enactment of this language. New Titles will be created via the Proposal and Voting processes described elsewhere.

III.A.1. Offices [Paper]

Some Titles, by their nature, will imply that only a single Player may hold them and such Titles may also be referred to as Offices. Each Office description in section III.D (Defined Titles) will include the identity of the current Officer.

III.A.2. Honors [Paper]

Some Titles may be acquired by any/all Players; such titles may also be referred to as Honors. Each Honor Description in section III.D (Defined Titles) will include a list of current Honorees.

III.B. Acquisition

III.B.1. Granted upon Enactment [Wooden]

Titles may be awarded to specific Players by the language of the Proposal through which they are enacted.

III.B.2. Granted for Achievement [Paper]

Honors may be awarded to Players who fulfill requirements stated within the Rule that defines the Honor.

III.B.3. Elective Office

III.B.3.a. Initialization [Paper]

Newly enacted Offices which describe themselves as being Elective Offices, and those Offices which do not specifically define how they are initially filled, will be enacted as Vacant; the Moderator is free (but not required) to assume that Office's responsibilities while proper Elective Procedure is carried out.

III.B.3.b. Elective Procedure

III.B.3.b.i. Nominations [Paper]

Upon the enactment of a Vacant Office, or the announcement of a Vacancy within any given Office, Players are free to nominate themselves for the Office, by openly stating their desire in a posting to The Forum. Nominations will be accepted until the end of the Period in which the initial Enactment is empowered or the Announcement of Vacancy is made, and the Moderator may discresionarily extend that period as a result of late-period Vacancy Announcements. Elections will commence the following Period.

III.B.3.b.ii. Compiling the Ballot [Paper]

If an Election is pending, the McNomic will enter an Interlude state between Periods (even if one is not already defined) during which time, the Moderator and/or the Minister of Elections will create and Post the Election Ballot.

III.B.3.b.iii. The Election

III.B.3.b.iii.A. Uncontested Nominations [Paper]

Elective Offices with only one Nomination will immediately be awarded to the sole nominee.

III.B.3.b.iii.B. Contested Seats [Paper]

Players will vote ONCE in The Forum for the Nominee of their choice during the Period which follows the Nominations Period.

At the end of that Period, during an Interlude (which will occur even if not defined elsewhere) the Moderator and/or the Minister of Elections will Tally and Post in the Forum the result of the vote.

The Elected Player will assume the rights and duties of the Office upon inception of the next Period.

In the case of a tie, the Office will be awarded to the Player who nominated himself first.

III.B.3.c Salary [Paper]

The first time any given player holds a specific Elective Office for an entire cycle he is awarded 10 Krona, 5 Karma, and 3 Kudos. Any subsequent cycle during which that same player holds that same office, he is awarded 2 Krona.

III.C. Vacating Office [Paper]

Officers wishing to vacate an Office may do so by stating their intention openly in the Forum, causing the current Period (or the following one, at the Moderator's discression, should that make more common sense) to become a Nomination Period for that Office.

III.D Defined Titles

III.D.1. The Moderator [Wooden]

One Player is named the Moderator. The current Moderator of this McNomic is:

III.D.1.a.iv.B. Update the Ruleset for New/Leaving Players, misspellings, awkward wording, or more sensible ordering or layout of the Rules.

III.D.1.a.iv.C. Apply the results of legislated changes to the Ruleset.

III.D.1.a.v. Final interpreter: If a conflict arises in the interpretation of the Rules, decides the outcome of the conflict.

III.D.1.a.vi. Must be an active Player.

III.D.1.b. Communication [Paper]

All McNomic-related EMail communication with the Moderator must have a subject line beginning with "McNomic:".

III.D.2. Back-Up Moderator

III.D.2.a. Appointed by the Moderator. [Paper]

III.D.2.a.i. The Moderator will request by email, one Player to be his/her Back-up Moderator.

III.D.2.a.ii. If the Player refuses the Moderator's request in an email, then the Moderator will choose another Player, make the request again, until a Player accepts the responsibility.

III.D.2.b. Responsibilities [Paper]

III.D.2.b.i. To assist the Moderator in whichever ways the Moderator and the Back-up Moderator deem necessary.

III.D.2.b.ii. In the event the Moderator is unable to fulfill the duties as defined by the Ruleset, the Back-up Moderater will fulfill any and/or all of these duties, as needed, due to emergency.

III.D.3. Big Brother [Paper]

Players of sufficient experience may volunteer to tutor new players. Players wishing to have tutors should consult Rule I.E.4: Big Brother, where the list of currently active Big Brothers will be maintained by the Moderator.

III.D.3.a. Being a Big Brother [Paper]

Players who are comfortable with the Nomic concept may apply to the Moderator via EMail, subject line "McNomic: Big Brother Application", and upon approval, their names will be added to the list.

III.D.3.b. Responsibilities [Paper]

The roll of the Big Brother is defined very broadly. The Primary duty of the Big Brother is to review proposals from newer players before they are submitted for possible advice concerning how to "polish 'em up". The Big Brother is not limited, however, to proofreading proposals. They will often project possible ramifications of a proposal that had not been considered.

The Brotherhood's Agenda is very simple: Turn new Players into Interesting Players.

III.D.3.c. Leaving the Brotherhood [Paper]

Players who become inactive will also cease to be Big Brothers. Big Brothers wishing to continue playing but who no longer wish to be Big Brothers must submit notice via EMail to the Moderator with the Subject: "McNomic: Big Brother Resignation". The Moderator will remove them from the list and redistribute their caseload.

III.D.4 Minister of Elections

III.D.4.a Current [Fluid]

This Elective Office is currently vacant.

III.D.4.b Responsibilities [Paper]

The Minister of Elections will oversee the Defined Titles nomination process in the Forum, compose a ballot for Elective Offices in the Forum, and tally votes, announcing results in the Forum.

III.D.4.c Vacancy [Paper]

If this Office is vacant, the Moderator will assume its responsibilities to the best of his ability and/or seek a volunteer to hold or assist with this Office's duties temporarily.

III.D.5 Minister of Proposals

III.D.5.a Current [Fluid]

This Elective Office is currently vacant.

III.D.5.b Responsibilities [Paper]

The Minister of Proposals will recieve all proposal submissions and consolidate them into a ballot. This ballot may or may not be formatted for HTML posting, but the Minister will forward the Ballot, via EMail, to the Moderator for review and inclusion on the McNomic website.

The Minister will highlight any proposals to which the "amend or repeal a Stone Rule" language of Rule IV.A.4 "Ruleset Impact" might apply.

III.D.5.c Vacancy [Paper]

If this Title is vacant, the Moderator will assume its responsibilities to the best of his ability.

III.D.6 Minister of Voting

III.D.6.a Current [Fluid]

III.D.6.b Responsibilities [Paper]

The Minister of Voting will record all votes cast on Proposals and create a Document at the end of each Cycle. This document will be submitted via EMail to the Moderator for review and inclusion at the McNomic Website. It may, but does not have to be an HTML marked-up document.

III.D.6.c Vacancy [Paper]

If this Title is vacant, the Moderator will assume its responsibilities to the best of his ability.

III.D.7 Minister of the K's.

III.D.7.a Current [Fluid]

III.D.7.b Responsibilities [Paper]

The Minister of K's will, after the results of Proposal voting are announced, compile all changes to the various Player scoring mechanisms which occured during the Cycle, and create a document reporting same.

This document may be a webpage that the Moderator will link to from the McNomic Website, or submission of the document to the Moderator via EMail for review and inclusion via linkage at the Website.

III.D.7.c Vacancy [Paper]

If this Title is vacant, the Moderator will assume its responsibilities to the best of his ability.

III.D.8 Minister of Travel and Evolution

III.D.8.a Current [Fluid]

This Elective Office is currently vacant.

III.D.8.b Responsibilities [Paper]

The Minister of Travel and Evolution will compile all changes of Player Residency, Country leadership and Evolutionary Status, and create a document recording same.

III.D.8.c Vacancy [Paper]

III.D.9 Minister of Offices

III.D.9.b Responsibilities [Paper]

The Minister of Offices will create a document which displays all McNomic Titles, as well as current and former holders of same.

This document may be a webpage that the Moderator will link to from the McNomic Website, or EMail submission of the document to the Moderator for review and inclusion via linkage at the Website.

III.D.9.c Vacancy [Paper]

If this Title is vacant, the Moderator will assume its responsibilities to the best of his ability.

III.D.10 Minister of Cosmetics

III.D.10.a Current [Fluid]

This Elective Office is currently vacant.

III.D.10.b Responsibilities [Paper]

The Minister of Cosmetics (A.K.A "Mary Kay McNomic") will periodically review the Ruleset for typos and to assist in the overall verbal aesthetics of the Ruleset for easier interpretation by current and/or any new Players. All suggested changes due to typos or insignificant wording will be submitted to this Minister via EMail in detailed form as to which section it is under.

The Minister will then consolidate these changes in a document which will be EMailed to the Moderator, and said changes will be made to the Ruleset at the Moderator's conveninece.

III.D.10.c Vacancy [Paper]

If this Title is vacant, then it is vacant, and these responsibilities are not carried out.

III.D.11 Minister of Color

III.D.11.a Current [Fluid]

This Honorary Office is currently open to VickiLyn.

III.D.11.b Responsibilities [Paper]

The Minister of Color (AKA "The Evil WebPage Designer") is responsible for choosing the text and background colors used for the "Current Ruleset" Website (and all related pages) for each Cycle.

III.D.11.c Determination

At the end of the Voting period of each Cycle, the Player with the greatest (absolute) change in Karmic score will be named the Minister of Color for the next Cycle. In the event that two Players have their Karmic score change by the same amount, the one who is closest to a Karmic score of zero shall be declared the Minister of Color. If two or more Players had the greatest change and are equally close to zero, then the previous Minister of Color shall continue in that office. The Moderator shall announce the name of the new Evil WebPage Designer when all appropriate Karmic events for a Cycle have been reported.

III.D.11.d. Duties [Paper]

The Evil WebPage Designer shall inform the moderator within 2 days of the beginning of the new Cycle what the new text and background colors of the Ruleset and attendant documents shall be. He shall do so in an email with the subject heading of "McNomic: New Colors" The email shall clearly state the colors that will be used by using the hexidecimal numbers for the Red, Green, and Blue components of both the background and the text. Only browser safe colors of 00, 33, 66, 99, CC, and FF are permitted. (Corresponds to decimal 0, 51, 102, 153, 204, and 255, respectively).

In the event that the Evil WebPage Designer fails to inform the Moderator his color choices within the given time, the Moderator is free to select the colors for the next cycle.

III.D.12 The Minister of Consolidation

The Minister of Consolidation (AKA "The Tallymaster") will monitor all McNomic activities and records documents, watching for changes in score, office, honor, residence, evolutionary state, Calviball possession, etc.

The Minister will then consolidate these changes in a document which lists each active Player and their various scores or characteristiics at a glance.

This document may be a webpage that the Moderator will link to from the McNomic Website, or submission of the document to the Moderator via EMail for review and inclusion via linkage at the Website.

III.D.12.c Vacancy [Paper]

If this Title is vacant, then it is vacant, and these responsibilities are not carried out.

IV. The Nomic Cycle

IV.A. Definition [Wooden]

Time within the Nomic game will begin at 0.0 and be measured by its position within the Nomic cycle. The number to the left of the decimal point designates which Nomic Cycle is in progress, and the number to its right will designate the current Period. The Cycle is divided into 4 Periods, the duration of each period is set by the Moderator upon its initiation. The end of each period may be changed by the Moderator as a result of general consensus among Players participating in the Forum. The Periods are defined as follows:

IV.A.1. Reactions and Informal Proposals [Wooden]

This is intended as a recovery period - when Players may react to the most recently passed or unpassed laws in a conversational manner. Possible initial Proposals may be floated informally during this period to be discussed openly. Floating of initial Proposals is VOLUNTARY, and does not constitute Official Proposal Submission.

IV.A.2. Final Proposals [Wooden]

Final Proposals must be sent to the Moderator and Minister of Proposals by EMail with the subject line "McNomic: Cycle x Proposals" where "x" is the number of the current cycle. Each proposal must have:

a) cute little title

b) specific description of how The Ruleset will be modified if the proposal passes

In addition, each final proposal may include comments, enclosed in "(**" and "**)" which are not intended for inclusion into the Ruleset, and clarify the Proposer's intentions beyond the language of their Proposal.

There will be a limit of 5 proposals per Player which may be submitted during any Cycle. If a Player does submit more than 5 Proposals, the Moderator shall include only the first 5 proposals from the Player for that cycle and shall ignore all other proposals.

When the deadline for Proposal Submission has passed, the McNomic enters an Interlude state while the Moderator and Minister of Proposals compose the ballot. This Interlude will last as long as it takes for the Moderator to post the official ballot.

IV.A.2.a Selfless Gestures [Paper]

When a Player makes a Proposal, he or she may mark it as being a "Selfless Gesture" by putting such text in square brackets after the Proposal name. Selfless Gestures do not count towards a Player's Proposal limit, and their passage or failure is ignored by Rule V.B (Tilting the Balance).

IV.A.3. Voting

IV.A.3.a. The Ballot [Wooden]

At the end of the Final Proposals Period, the Moderator will post each Final Proposal in its entirety, assigning a number to it's Title. The Moderator reserves the right to clean up the language of any given proposal for grammar and punctuation mistakes.

Each Proposal will be identified by a Cycle number and a Proposal number. The Moderator will establish an end of the Voting Period upon its inception. The posting of the Ballot by the Moderator signifies the beginning of the Voting Period.

IV.A.3.b. The Vote [Wooden]

To cast ballot, an Email must be sent to the Moderator and the Minister of Voting. The subject line must be "McNomic: Cycle x Votes", x being the number of the current cycle. For each proposal, votes of FOR, UNDECIDED or AGAINST should be listed in the body of the EMail, along with the numbers of the Proposals they correspond to. A vote must be cast for each Proposal in the Cycle for the ballot to be considered valid. Players may vote ONCE during each Cycle.

Example voting ballot, sent via EMail to the Moderator and Minister of Voting, assuming 4 proposals:

When the deadline for Vote Submission has passed, the McNomic enters an Interlude state while the Moderator tallies the results of voting. This Interlude will last as long as it takes for the Moderator to tally and post the results of the voting, and to make and post the necessary changes to the Ruleset. The Interlude, Period and Cycle all end upon the announcement by the Moderator of the publication of the revised Ruleset.

IV.A.4. Ruleset Impact [Wooden]

Proposals receiving more FOR votes than AGAINST votes will pass. Proposals that do NOT receive more FOR votes than AGAINST votes will fail. In other words, in case of a tie, the proposal fails.

If a Proposal to amend or repeal a Stone Rule received at least one AGAINST vote, however, it automatically fails.

After the end of the designated voting period, the Moderator will:

IV.A.4.a. Post the voting results

IV.A.4.b. Revise and Post the resulting ruleset,

IV.A.4.c. establish the beginning of the next Nomic Cycle and the ending date of the next Nomic Period.

Rules which require the re-evaluation of an existing game metric each cycle will not actually cause that re-evaluation within the cycle in which they are first proposed and passed. (For Example, Rule Materiality, Player Karma, etc.)

V. Karma, Kafka, Krona, Kudos

V.A. Measurement [Paper]

Each Player has a Karma Score (measured in Millikarms, representing a Player's karmic energies), a Kafka Score (measured in Ks, representing a degree of often-unintentional alienation), a Krona Balance (measured in krs, representing wealth) and a Kudos Score (measured in Kudos, representing a Player's power and esteem).

Each of these values are integer numbers, and shall be logged automatically by the Moderator in Rule V.A.1. The list will be ordered numerically with the highest-valued Kudos listed at the top and the lowest-valued Kudos listed at the bottom.

When a new Player joins McNomic, all of eir Scores are set to zero, and he or she is given a Krona Balance of 30kr.

If a Player's Krona or Kafka Score should drop below zero, it becomes zero. (** The following Rule is to be removed from the Ruleset, and placed on its own page, upon the appointment of of a Tally Master. Until said office is filled, I will leave it in the Ruleset Document, commented out.

VI. The World

VI.A. Countries [Paper]

A number of Countries exist in the world of McNomic. Each Player is considered to be resident in one of these Countries.

VI.B. Travel [Paper]

A Player may, at any time, announce to the forum that they are leaving the Country they live in and joining a new one, naming this new Country. If the Country doesn't already exist in the world of McNomic, it is created. Either way, the Player takes up residence in that Country.

When a Player creates a new Country in this manner, they become its Leader. When a Leader leaves their Country, they cease to be its Leader and a random member of that Country (if any remain) becomes its new Leader.

The Leader of a Country currently has no special powers or abilities.

VI.C. International Politics [Paper]

Each Country may have a stance towards another Country - this stance may be Friendly, Neutral or Hostile, and is listed in the Rule "Current International Relations". (Where no stance is listed, it is assumed Neutral. Countries may be listed as "Friendly to all" or "Hostile to all", if such shorthand is appropriate.)

The Leader of a Country may, at any time, announce a change in the stance of their Country towards any other Countries, by announcing this fact in the "McNomic World Travel" discussion. These changes in stance take effect when the Moderator updates the International Relations rule.

If a Country has no Leader, for whatever reason, its stance to all other Countries immediately becomes Neutral.

VI.C.1 Current International Relations [Fluid]

Iceland has a Friendly stance towards Malapropos.

VII. Player evolution.

VII.A. In the Beginning ... [Paper]

A player can evolve in status by submitting proposals which pass:

0-25 passed proposals = Eukaryote 26-50 passed proposals = Tetrapod 51-100 passed proposals = Primate 101-250 passed proposa1s = Human 251+ passed proposals = Immortal

Each player's status shall be listed in a table, contain within these rules. this table will contain each players name, amount of passed proposals, and their current status.

VIII. A Bit of Culture

VIII.A. Penning [Wooden]

One Player has the Honorary Title of "The Balladeer". Under any circumstances when it is unclear which Player is the Balladeer the Moderator is assumed to be The Balladeer. (The Moderator will continue to be the Balladeer during the Cycle in which this Proposal is initially empowered, after which, this parenthetical will vanish from the Ruleset.) Any Player other than the Balladeer may, during the Final Proposals or Voting Period of any Cycle, email a Ballad Submission to the Balladeer - if there are currently an odd number of lines in the McNomic Ballad, this Submission must rhyme and scan with the last line of the Ballad, or be rejected. At the end of the Voting Period of the current Cycle, the Balladeer should select a Submission, if any were made, announcing the Submission and it's author in the Forum. The Moderator will add it to the end of the Rule called "The Ballad of McNomic" during the Cyclic revision of the Ruleset. The writer of the chosen Submission shall gain five Millikarms and will be named the Balladeer for the following Cycle.

IX. Calvinball

IX.A. The Calvinball [Paper]

The Calvinball is a patched and battered leather football, and may, at any given time, either be in the possession of a Player or On The Floor.

Any message to the "CALVINBALL!!!" forum which includes an explicit Calvinball action is taken to signify performance of that action, unless it would be illegal (a Player throwing it when they weren't carrying it, or whatever). This is the only way a Player may perform Calvinball actions.

IX.B. Throwing [Paper]

If a Player has the Calvinball, he or she may Throw it to another Player. The Calvinball is passed successfully to the cited player upon the occurrence of a legal Calvinball action on the part of the cited player, within all time constraints as noted.

IX.B.1 Bouncy, Bouncy, Bouncy [Paper]

A player may not under any circumstances pass the Calvinball directly back to the last player that passed the ball to them. If this rule is broken, the ball is considered "fumbled".

IX.C. Pouncing [Paper]

If the Calvinball is On The Floor, any Player may Pounce it. That Player takes control of the Calvinball.

IX.D Grabbing [Paper]

If the Player carrying the Calvinball has taken no actions in the game for the past ninety-six hours, any other Player may Grab the Calvinball from that Player. The Grabbing player gains Possession of the Calvinball.

IX.E. Dropping the Ball [Paper]

If a Player has the Calvinball, he or she may place the ball on the floor by announcing this in the "Calvinball" discussion. Once the post has been made, the Calvinball is considered to be On The Floor.

IX.F. Passing the Gnarly, Red, Leathery Calvinball [Paper]

IX.F.1. When performing any legal action upon a ball when it is in the player’s possession, the player must add an adjective to the description of the ball. This list of adjectives is cumulative and must be repeated completely in each legal action of the ball

Legal words are any words that can be found in the Oxford English Dictionary.

IX.F.2. If this rule is not followed, the Calvinball is considered "fumbled" and is available for interception or pick-up by any player as allowed by the relevant rules.

IX.F.3. If a player accepts and acts on a ball in play that has been "fumbled" (i.e. does not notice that there has been a fumble or break in the rules), then that player is considered a "co-fumbler" and takes on all penalties attributed to being a fumbler. This does not remove any penalties given to the original fumbler.

IX.F.4. The set of adjectives associated with the Calvinball is reset whenever a new proposal submission cycle ends.

X. Don't Spill the Beer

X.A. The Game [Paper]

X.A.1. There is in existance in the world of Mcnomic, a 48 oz Pitcher, which contains 17oz of Beer.

X.A.2. All Players have an unlimited supply of Beer, however cannot drink any of this Beer unless it is from the Pitcher.

X.A.3. The start of the Beer Party will begin with the Moderator, who will either drink from the Pitcher, or pour Beer into the Pitcher, choosing from the following amounts:

X.A.3.a. A player must either pour : 4oz 7oz 16oz 23oz into the pitcher

X.A.3.b. Or drink: 3oz 9oz 18oz 32oz

X.A.4. After the moderator initiates play he will "tag" another player by posting the following:

X.A.4.a. The amount he drank from, or poured into the pitcher,

X.A.4.b. The name of the next person who is to take a turn,

X.A.4.c. The current amount in the pitcher.

X.A.5. The players shall be called in the order it appears on the Roster in the Ruleset.

X.B. The Karma Effect

X.B.1. A Player must reply within 24 hours of the time the previous Player's turn was posted.

X.B.2. A Player, upon his turn, must either drink from, or pour into the pitcher, one of the preset amounts, and "Pass it on."

X.B.3. In the event a player does not respond within 24 "real time" hours, the play shall be passed on to the next Player and the Player that missed his/her turn will lose 1 millikarma.

X.B.4. If a Player "drains the pitcher" by drinking the exact amount left in the pitcher, he receives 1 Millikarm, pours one of the set amounts into the pitcher and "tags" the the next Player, by posting the name of the next Player down on the roster list, located at the Mcnomic Website.

X.B.5. If a Player "spills the beer" by pouring too much beer into the pitcher, he/she loses 1 millikarm, must drink a preset amount (listed as X.A.3.b) out of the pitcher and "tag" the next Player, by posting the pitcher and it's new amount and the next Player on the roster.

X.B.6. If A player "tops off" the pitcher by pouring one of the preset amount, and having it fill the pitcher Exactly to 48OZ, They will receive 2 millikarms, drink one of the preset amounts out of the pitcher, post the pitcher and it's new amount along with the name of the next Player on the Roster list.
