The Postal Code was created by Proposal 1698 on 6 Feb 1997 by /dev/joe (Joseph DeVincentis):
[...]
{{The Postal Code now reads as follows:

All addresses below which end in @wilma should be treated as having ".che.utexas.edu" appended to the name. All mailing lists mentioned below are public forums unless otherwise specified.

ackanomic@wilma is the official mailing list.
ackanomic-digest@wilma is the digest version of this list.
acka-priv@wilma is an alternate form of ackanomic@wilma, suitable for messages desiring a private reply.

acka-games@wilma may only be used for actions pertaining to Games & Contest games, treasure hunts, Grab-a-Donkey, and The Machine that Goes *ping*.
acka-games-priv@wilma is an alternate form of acka-games@wilma, with the same restrictions, but suitable for messages desiring a private reply.
ackanomic-digest@wilma is also the digest form of acka-games@wilma

acka-chess@wilma may only be used for actions in Party Chess.

acka-financial@wilma may only be used for trades or gifts of entities.

Proposal 1742, authored by /dev/joe (Joseph DeVincentis), amended the Postal Code on 28 Feb 1997:

[...]

{{ The Postal Code is amended as follows:

Change "ackanomic@wilma is the official mailing list" to "ackanomic@wilma is the official mailing list; actions pertaining to Games & Contest games, Grab-a-Donkey, and The Machine that Goes *ping*, or anything else besides treasure hunts described in the rules as a subgame are not allowed on this list"

At the end of the limits on acka-games@wilma, change "*ping*" to "*ping*, or anything else described in the rules as a subgame"

Change "ackanomic-digest@wilma is also the digest form of acka-games@wilma" to "acka-games-digest@wilma is the digest form of acka-games@wilma"

Add to the end the following:
"acka-voting@wilma is the official voting list; proposal distributions, proposal result posts, and CFJ-related posts are the only actions allowed on this list (but CFJ's pertaining to matters of interest to non-voting players should go to the official list instead). acka-voting-digest@wilma is the digest version of this list. Players are requested (but not required) to join this list in digest form if that doesn't bother them, to prevent a huge backlog of mail queueing up on wilma when a lot of proposals/results are distributed.

acka-research@wilma and acka-discuss@wilma may not be used for any action. acka-research-digest@wilma and acka-discuss-digest@wilma are the digest versions of these lists and are subject to the same restrictions."

Postal Code Change 101 - Thu 6 Mar 1997 04:01:49
/dev/joe (Joseph DeVincentis)
Result: Accepted

If there are not two objections in the next three days, the following changes will be made to the postal code:

Before the period at the end of the sentence beginning with acka-games@wilma, insert ", or trades or gifts of entities"

Before the period at the end of the sentence beginning with acka-chess@wilma, insert ", purchases of party chess pieces, and trades involving only Party Chess Pieces and Ackadollars."

Change
"acka-research@wilma and acka-discuss@wilma may not be used for any action."
to
"acka-research@wilma and acka-discuss@wilma may only be used for trades and gifts of entities, but it is preferred to perform these on acka-finance."

Postal Code Change 102 - Tue 11 Mar 1997 18:08:41
/dev/joe (Joseph DeVincentis)
Result: Accepted

Add to the end:

jorendor@odin.cbu.edu is a public list usable only for submitting votes and proposals to the Tabulator and Promoter, respectively. Messages sent directly to this list (i.e., not through another mailing list) are public messages only if they perform one of the actions described in the previous sentence.

Postal Code Change 103 - Wed 19 Mar 1997 23:13:11
/dev/joe (Joseph DeVincentis)
Result: Accepted

Delete:
"jorendor@odin.cbu.edu is a public list usable only for submitting votes and proposals to the Tabulator and Promoter, respectively. Messages sent directly to this list (i.e., not through another mailing list) are public messages only if they perform one of the actions described in the previous sentence."

[This is no longer necessary, now that the rule has been fixed.]

Postal Code Change 104 - Wed 19 Mar 1997 23:13:11
/dev/joe (Joseph DeVincentis)
Result: Accepted

Change:
"acka-financial@wilma may only be used for trades or gifts of entities."
To:
"acka-finance@wilma may only be used for trades or gifts of entities, and for auction announcements and bids."

[Fix the spelling error, and we need a list with replies back to the list for the purpose of having auctions. This one fits.]

Postal Code Change 105 - Sat 29 Mar 1997 13:00:43
/dev/joe (Joseph DeVincentis)
Result: Accepted; mr cwm objected at Mon 31 Mar 1997 11:09:59

Change the paragraph that begins with acka-research@wilma to read:
"acka-research@wilma may only be used for game actions related to current proposals.
acka-research-digest@wilma is the digest version of this list and is subject to the same restrictions."

Add to the end of the paragraph that begins with acka-finance@wilma:
"acka-finance-digest@wilma is the digest version of this list and is subject to the same restrictions."

mr cwm's Comment:

By this message I publically object. If "game actions related to current proposals" means what I think it means, then it is yet another list to which one must subscribe if one is to track the game state. If it doesn't mean what I think it means, then I object to its ambiguity.

Postal Code Change 106 - Tue 29 Jul 1997 14:01:23
/dev/joe (Joseph DeVincentis)
Result: Accepted

Change the first sentence in the postal code from:

All addresses below which end in @wilma should be treated as having ".che.utexas.edu" appended to the name.

to

All addresses below which end in @wilma should be treated as having ".che.utexas.edu" appended to the name. The addresses created by instead replacing "@wilma" with "@muppetlabs.com" are all public forums subject to the same restrictions as their "@wilma" counterparts.

Postal Code Change 107 - Tue 16 Dec 1997 05:49:50
breadbox (Brian Raiter)
Result: Accepted; Alfvaen objected at Wed 17 Dec 1997 19:53:09.

{{[This change, besides finally removing wilma from the Postal Code (sorry, /dev/joe), also makes acka-research completely unavailable for game actions. Not only does this reflect current usage, but it makes things a little easier on the Harfers. I've also removed all restrictions on the main list - that is, any game action that is possible to make on some mailing list is also possible to make on ackanomic. This doesn't make it easier on the Harfers, but it definitely reflects current usage, and it seems to be what most people want. As with my predecessor, I am always open to suggestions.]}}

Replace the current text of the Postal Code with the following:

All addresses below which end in @ should be treated as having "muppetlabs.com" appended to them.

ackanomic@ is the official mailing list. It is an unrestricted public forum [but if a message would be more appropriate on a different mailing list, players are encouraged to use that one instead].

acka-voting@ is the official voting mailing list. It is a public forum meant for game actions involving proposals. [Thus the Promoter and Tabulator would send most of the messages on this list, but it is also appropriate for other voting player actions (such as retracting a proposal).]

acka-research@ is a public forum meant for discussion only. It cannot be used for public actions or any other game actions. [In short, no one *needs* to be subscribed to this list.]

acka-finance@ is a public forum meant for financial actions (trades, gifts, auction proceedings, etcetera). [In short, actions that the Financier must track.]

acka-chess@ may only be used for game actions in Party Chess.

acka-games@ is a public forum meant for game actions involving other subgames. [For example: Grab-a-Donkey, the Machine That Goes *ping*, and anything in the Games & Contests Rule Suite.]

ackanomic-digest@ is the digest version of ackanomic@.
acka-voting-digest@ is the digest version of acka-voting@.
acka-research-digest@ is the digest version of acka-research@.
acka-finance-digest@ is the digest version of acka-finance@.
acka-games-digest@ is the digest version of acka-games@.

acka-priv@ is an alternate form of ackanomic@.
acka-games-priv@ is an alternate form of acka-games@.
[These are used for public messages needing a private reply.]

Alfvaen's Comment:

I object strongly to this. Far from making my job(as one of the people who has to sift through the mail looking for game actions the most)easier, it will make it more difficult because I will have to check the headers to see whether the action succeeded or not. I will usually forget, and the result will be a lot of actions discovered days later not to have occurred (although two-week retroactivity will come to our rescue there, thank Jara).

It is easier on the Harfers, IMHO, if any action can take place on any list. It is easier on the _players_ if it is the other way around, because a player can potentially pick and choose what aspects of the Game e cares about. E may not care about games, so e can unsubscribe to acka-games without fear that e will get penalized for missing a message thereon. But the Financier has to watch acka-games so that e knows when e has to award a trophy to a winner or a fee to a referee.

Specifically, I think that acka-research is the most _logical_ place to retract a Proposal, because that is where the discussion that results in the author realizing the problems with the Proposal are most likely to occur.

Personally, I'd prefer it if acka-finance went the way of the Dodo, although not for its high traffic or anything.

Proposal 3111, authored by saaremaa (Randy Hall), amended the Postal Code on 29 May 1998:

[...]

Amend the Postal Code to add the following text to the end of the paragraph that begins with "acka-games@":

"
IRC servers are legal fora in lieu of acka-games@ provided the server in question is specified, and used as described in the rules.
"
