If the target has a Dark Cookie and a Light Cookie it grabs both.
So if the player has at least one of each cookie, you get both.
If the target has three or more Cookies of both types then the Bork grabs one of each.
I would interpret this as meaning "three or more cookies of each type". After all, if it was three or more total cookies, grabbing one of each wouldn't necessarily work (ie. if the player had 3 Dark Cookies and no Light Cookies). But this can't happen unless the player already has one of each cookie, so as The Founder said, this statement would have no effect.
So basically, if the target player has only one type of cookie, you get one of those cookies. If the target player has at least one of each type of cookie, you get one of each.
