Have you read the section on proposals rule 4 carefully

Some of you may find this interesting in the rules. read it very carefully.


If the number of players who vote Yes on a proposal is greater than the number of players who vote No, the proposal is accepted, the current rules are modified accordingly, the player who made the proposal receives a card, and each player who votes Yes on the proposal receives a card. If the proposal does not receive the required number of votes, the proposal is rejected and is discarded.
