Re(4): Have you read the section on proposals rule 4 carefully

I agree that the new rule is taking precedence. But, that is always the case for any proposal. Hardly any of the proposals explicitly specify that they are modifying a rule, and I have interpreted Proposal #41 as being a modification of the current voting rules, not a contradiction.
That is my honest opinion on this situation, and I was expecting that I would have to make a difficult judgement like this at some point during the game. If for no other reason, I suppose that this is Nomic, and things like this happen.
