IgNomic - Current Ruleset

This is the set of rules that was in effect at the beginning of the current week.


Rule 1: Ruleset Scope and Validity (Rules)
All players must abide by all of the rules in effect at the time they post, in the form that they are in effect at that time. No rule shall be enacted which holds retroactive effect over any player or over any other Rule. No rule shall be amended, repealed, erased, or nullified in a retroactive fashion. No rule may have an effect dependant on actions or conditions that ocurred before the rule was enacted.

Rule 2: Becoming a player (Player)
A person may become a player by publically declaring himself one. His status as a player is effective immediately upon making the announcement. A player may cease to be a player by publically declaring himself no longer a player, the change taking effect immediately upon making the announcement.

Rule 3: Domain of influence on the game
Only statements posted publically to the mailing list by players have any direct effect on the game. private communications are permitted between any players and any non-players on any subject not specifically prohibited, but have no direct effect on the state of the game. Public statements by non-players have no direct effect on the game, except for the process of becoming a player.

Rule 5: Proposing rule changes (Proposition, Rules)
Players (and only players) may propose changes to the rules at any time. The proposal is open for voting for the period of one game week, starting at the beginning of the next game week after the game week in which the proposal was posted. Votes cast before or after the voting period are not valid.

Rule 6: Voting on proposals (Voting, Proposition)
  1. Each player may cast no more than one valid vote on any given proposed rule change.
  2. Only players may vote.
  3. A valid vote may be "Aye", "Nay", or "Abstain", and must unambiguously identify the proposal the vote is being cast for.
  4. A valid vote cannot be retracted or changed once cast.
  5. At the end of the voting period, the proposed rule change comes into effect if both of the following are true:
    1. There are more valid votes of "Aye" than there are valid votes of "Nay".
    2. There is more than one valid vote.

Rule 7: Types of rule changes that may be proposed (Proposition, Rules)
  1. A proposition may repeal an existing rule, amend an existing rule, reenact a repealed rule, or to add a new rule.
    1. A proposition to repeal an existing rule must identify the rule to be repealed by its rule number and title and clearly state that the rule is to be repealed. Only one rule may be repealed per proposition. Upon the enactment of a proposition to repeal a rule, the repealed rule is immediately removed from the ruleset and no longer has any effect on the game.
    2. A proposition to amend an existing rule may add, remove, or replace any number of the paragraphs and sub-paragraphs of the existing rule. The rule to be amended must be identified by its rule number and title, and the proposition must clearly state that the rule is to be amended. Paragraphs and sub-paragraphs to be added or replaced shall be numbered in the proposition as they will appear in the amended version of the rule. Paragraphs and sub-paragraphs to be removed shall be identified by their numbers. An amendment that changes only the classification of a rule is known as a reclassification proposition.
    3. A proposition to reenact a previously repealed rule shall identify the rule to be reenacted by its rule number and title and must clearly state that the rule is to be reenacted. When a proposition to reenact a rule is enacted, the repealed rule shall immediately return to the ruleset and come into effect.
    4. A proposition to add a new rule to the ruleset shall include the title and full text of the new rule, and must clearly state that the rule is to be added to the ruleset.
  2. Propositions can be changed or retracted by the player that proposed it before its voting period begins, but cannot be changed or retracted once its voting period begins. A proposition that has been retracted before its voting period begins cannot be enacted.

Rule 8: Record keeping (Recordkeeping)
All rules and proposals shall be consecutively numbered for reference purposes. Proposals shall be numbered by their proposers in the order that they are posted, and new rules shall be numbered in the same order as the proposals that give rise to them as soon as they are adopted. Numbers shall never be reused within their categories. Proposals must include a one-line title summarizing the topic of the proposal, and proposed rules must include a one-line title summarizing the topic of the rule. Proposals which do not conform to the rules are invalid, and cannot be adopted.

Rule 9: Nitpicking
Unambiguous synonyms shall be considered to be equivalent for purposes of interpreting these rules. Likewise, spelling errors that are obviously not inentional and differences in capitalization are not relevant to the meaning of these rules. Errors of grammar are not accorded the same benefit of the doubt as errors of spelling.

Rule 10: Players, Non-Players, and the Great Unwashed (Player)
Non-players are automatically exempted from any rights, powers, or privileges given to players, unless non-players are specifically so awarded. Non-players are also constrained to any limitations or prohibitions set upon players, unless non-players are specifically so exempted.

The Great Unwashed shall have no rights, powers or privileges within the scope of this game, until such time as an Unwashed may subscribe to the Ignomic Mailman, at which point becoming a non-player. No legislation (other than this one) may have any effect on the Great Unwashed.

For purposes of this and other Rules, non-players are defined as those persons registered to receive mail from the IgNomic Mailman, but who are not declared as players.

For purposes of this and other Rules, the Great Unwashed are defined as those persons not registered to receive mail from the Ignomic Mailman, who are not already declared as players."

Rule 11: The No-Name Rule (Proposition)
No rule may be enacted that grants priviledges or imposes restrictions on a player or non-player based upon that player or non-player's name. Any other property of players or non-players is permitted as a condition for such grants or impositions, including properties defined by other rules (offices, titles, posessions, etc.).

Rule 13: Conflict Resolution (Rules)
In the event that a Proposal is passed successfully, and language in the new Rule is in direct conflict with a previous passed Rule, the new rule shall be reclassified as "Inactive". A proposition to reclassify the rule as non-Inactive is not valid if a conflict between that Rule and a previously-passed Rule remains.

Rule 15: Bundling Propositions (Proposition)
A single proposition may contain proposed revisions, additions, and removals of multiple rules. These changes must be clearly distinguished from each other within the proposal itself, and the rules to be affected must be unambiguously identified as per the existing guidelines in rules 7 and 8. A proposition containing multiple rule changes is voted upon as a single unit according to rule 6; ie, one vote per player with the proposal either passing or failing in its entirety.

Rule 16: The Ignomic Mailman (Recordkeeping)
In all disputes over matters of record, the IgNomic Mailman Archive shall be considered the highest court of authority. No message which does not appear on the archive shall be considered on legal record unless sufficient evidence of computer error can be brought to light.

Rule 18: Elections (Offices, Voting)

a. Elections Defined

Elections are hereby defined for all purposes of selecting a specific player or players to serve in the capacity of an elected official. An office may be held by any player not otherwise prohibited from holding that office, or by any player not otherwise prohibited from holding any office.

Proposals are not regulated by the process of Election; proposals are regulated as per Rule 6, or current rules regarding Voting.

b. Announcing Candidacy

An election for any office may be announced by any player who must simply declare that he is seeking the position. During the same game week in which a player opens an election, any other player may announce his own eligibility for that office; or any player may declare herself ineligible for that election for that office. No player may volunteer another player for office.

c. Concurrent Offices and/or Campaigns

No player may be eligible for any more than one office concurrently. If a player is eligible for one office and announces he is running for the second, he is automatically assumed to no longer be running for the first office. No player may hold more than one office simultaneously. It is possible, however, for a player to hold a single office and announce his eligibility for re-election to that same office, or to any other available office.

d. Fewer Than Two Candidates

No election for a given office shall be considered valid unless there are at least two player-candidates running for that office. If multiple elections are taking place for multiple offices during the same week, and a player-candidate is running unopposed in one race, only such unopposed races will be declared invalid; the other races shall not be affected. However, if all active (non-Idle) players declare they are not interested in the position, the player-candidate for that office may be considered to have won by default. If there are no player-candidates for that office remaining by the beginning of the Election Week, then no election shall take place for that office.

e. Election Week

After the player-candidates have declared themselves, the period of Election will take place during the following game week. Each player may cast one valid vote during Election Week for each office to be voted upon. A valid vote consists of clearly naming the player-candidate for that office for which the player is casting his vote. Write-in votes, or votes for any not considered a player-candidate, shall not be considered.

f. Tallying Results

The player-candidate who receives a majority of votes cast for that office shall assume the duties of that office immediately following the end of the Election Week. In the event of an inconclusive or tie vote for an election to a given office, no player shall be considered to have won that office and may, of course, re-declare candidacy according to (b).

g. Number of Officers

If at any time the number of officers is equal to the number of players, all officers shall be automatically removed from office. There may, of course, be as many vacant offices as desired.

h. Campaigning

No prohibition is here made to the nature of messages which may be sent through the IgNomic Mailman regarding campaign promises, or campaigning in general, other than those prohibitions made elsewhere in the Rules.

i. Previous Officeholders

If an election for a given office removes a player from the duties of that office, the outgoing officer will turn over all duties at the end of the Election Week, and all records (if any) to the incoming officer with all due speed in accordance with whatever rules govern Power Transferrence for that office. If an election results in a tie vote, or an inconclusive election is held, the previous officeholder for that office may choose to continue to hold that office until a more conclusive election is held, or abdicate the position (as permitted by whatever rules govern the departure of said office).

Rule 19: Judgements and Rulings (Proposition, Rules)

(a) A Judgement is a special kind of Proposal, voted upon, numbered, and enacted into a Rule in the manner defined in Rules 6 and 8; once enacted, it becomes a Ruling, a special kind of Rule. Any Rule which affects Proposals may be considered to affect Judgements as well, except as noted below; and any Rule which affects Rules may be considered to affect Rulings as well, except for the following:

i. that Rulings themselves may never be directly repealed or erased unless the Rules they are called upon to review are themselves repealed, erased, or amended to eliminate the conflict; Rulings may only be reviewed and amended (even reversed);

ii. Rulings always have precedence over the Rules which they are called upon to review; and

iii. Judgements may only be proposed by a valid player holding the office of Honky Honk.

(b) The proper format for a Ruling is to append it as text to the Rule or Rules which it is called upon to review, surrounded in brackets [], labeled and numbered appropriately. It may also be found in its regularly numbered order within the List of Rules for record-keeping purposes. A Judgement or Ruling may not be in the form of an amendment; it may only clarify the existing language or establish clear hierarchy of enforcement.

(c) A Judgement which does not adhere to the Ruling format is not considered valid and may not be enacted.

Rule 20: The Honky Honk (Offices, Salaries)
There exists an office known as the Honky Honk, to be held by one player at a time as described by the rules governing offices.

Duties of the Honky Honk:

The Honky Honk shall be called upon to render judgement in the following cases of rule conflict:

1 - when a previous Ruling is called into review or appeal by a player

2 - when a player's action is called into question with regard to the legality of the Rules, and a general Judgement is called for, for the type of action in question

Limitations:

The Honky Honk shall make no Judgement or otherwise rule (except as allowed in the capacity of a normal player) for or against a specific action by a specific player as defined by Rule 11, not even by citing real incidents by way of example. The Honky Honk shall not have the power to personally amend, repeal, erase or nullify any Rule (except as permitted during the course of voting as a player). The Honky Honk shall not render a Judgement on any Rule, or to any conflict in the Rules, for which a player has not seconded the Call for Honk as per "Calling for Honk". The Honky Honk's Judgement shall be limited exclusively to resolving conflicts only about those same Rules, in which the perceived conflict exists, for which the Call for Honk was made.

Calling for Honk:

Any player other than the Honky Honk may call upon the Honky Honk to render a Judgement when any perceived case of rule conflict or ambiguity arises. Once a Call for Honk has been made, any other player (except the Honky Honk) may second the Call for Honk. Once the Call for Honk has been seconded, the Honky Honk must prepare a Judgement in the approved form and present it, as soon as possible, in the same manner prescribed for Proposals (although labeled as a Judgement).

The Effect of Judgement:

The Judgement of the Honky-Honk shall take effect immediately, although only provisionally; the Judgement is subject to the approval of the IgNomic populace during the following game week, when it is voted upon in accordance with current rules on voting for propositions. Upon passage, the Judgement becomes a Ruling as per current rules on enactment of Rules, and is added to the Rules in the approved manner.

Previous Rulings

The Honky Honk shall give appropriate weight to previous Rulings with similar conflicts as is deemed appropriate, and consider previous legal precedent in preparing all Judgements.

Salary and Pension

A player holding the office of Honky Honk shall be entitled to a salary of G27. A player holding the office of Honky Honk for more than eight consecutive weeks shall be entitled to a pension of G5 upon leaving the office.

Rule 21: The Currency of IgNomic (Economy)
There exists in IgNomic a currency which may be possessed by any player not otherwise prohibited from owning currency. The currency of IgNomic is called the Iggy (plural: Iggies) and may be traded in any whole-number amount. The symbol for the Iggy is the upper-case G, accompanied by a numeric value (as in G42). Iggies may not be created or destroyed, except where explicitly permitted by the Rules. Iggies may be freely subdivided and recombined into any whole-number amount, without restrictions.

Rule 22: The First Bank of Ignomic (Economy)

There exists an resource known as the First Bank of IgNomic (FBI) which regulates all currency.

The total value of the FBI is G700,000,000. It is not permitted for any player to withdraw or otherwise obtain monies from any account in the FBI for which he is not entitled (e.g., theft, robbery, graft, embezzlement, etc.). The total money supply shall always be the same, and may not change, unless the voting population elects to alter the amount of Iggies in circulation.

The head of the First Bank of IgNomic shall be the Igczar.

All salaries, found on the Schedule of Salaries, are paid from the funds of the First Bank of IgNomic (Account #000). All fines and penalties not awarded to a specific player are paid to the First Bank of IgNomic.

All transactions between players must be public (as per Rule 3) specifying the number of Iggies being given, and to whom they will be given, although it is not necessary to specify a reason for the transaction. Transactions between players and non-players is not permitted. Debt transactions (such as an I.O.U.s and loans) are not prohibited between players, but remain up to the discretion of the payee and payor to accept, if at all, and under what conditions.

The First Bank of IgNomic shall tender no loans until such time as Rules are devised to account for the loss of revenue, and penalties occuring therefrom, if a player should default on a loan (by becoming a non-player, or some other action).

The First Bank of IgNomic is not required to hold an amount in its main account (Account #000) which may be subdivided into legal demoninations, although it must conduct all transactions in legal denominations.

Rule 23: The Economy of Ignomic (Economy)

Every player in IgNomic is considered to have a private bank account at the First Bank of Ignomic, numbered consecutively in the order he was declared as a player. Each player may keep track of his own funds, but shall be double-checked by the office of Igczar. In the event of a discrepancy, the Igczar shall rely upon the IgNomic Mailman Archives as the final arbiter of player transactions. In the event of a discrepancy in the Igczar's personal account, the IgNomic Mailman Archives shall be consulted for accuracy, and a general consensus among the voting population shall determine the accurate amount.

No player account, and no other account, is required to hold a balance that can be evenly subdivided into legal denominations, although all transactions must be in legal denominations.

Each player in IgNomic also draws a specified salary per game week, with the exception of players who have declared themselves but have taken no actions. Players who have taken no actions since declaring themselves players are not eligible for salary until such time as they take action, whereupon salaries commence the following week. Salaries to be paid by the First Bank of Ignomic (account #000) are to be listed on the Schedule of Salaries.

Salaries for private business may be paid by players, but these funds are not drawn from the FBI's main account (account #000).

Each non-player who declares himself a player in IgNomic begins with G9. Each player who declares himself a non-player must divest himself of all monies in some fashion prior to declaring himself a non-player, or shall automatically transact all monies back to the First Bank of IgNomic (account #000). Upon declaring himself to be a non-player, all that player's debts, if any, are considered to be erased; and a note in the bank's ledger shall indicate the reason for the default (if any is given).

At the time this proposal takes effect, each current player begins with G52.

Rule 24: Schedule of Salaries (Economy)
a) Salaries shall be paid at the beginning of each week, according to those rules governing Salaries.

b) The salary of an officer shall be paid instead of, rather than in addition to, the salary of a player. Salaries shall be designated according to the rules that establish each office.

c) An officer that has held a single office for more than eight consecutive weeks shall be paid a pension upon leaving that office. Pensions shall be paid in addition to, rather than instead of, other salaries or income to which a player is entitled.

d) A player shall only be entitled to collect a maximum of three pensions for which he is qualified, but each player entitled to more than three pensions shall have the right to select which of those pensions to collect.

Rule 27: The Office of Igczar (Economy, Offices, Salaries)
(a) The Office of Igczar Shall Be An Elected Position

There exists an officer known as the Igczar, to be held by at most one player at a time. The Igczar shall take office in accordance with Rule 18. If there are no rules governing the election of officers, then no player may hold the office of Igczar. If a player holds the office of Igczar when rules governing the election of officers are repealed or otherwise nullified, the Igczar shall be considered to have abdicated.

(b) Term Of Office

A player ceases to hold the office of Igczar when another player is elected to the position, or when the Igczar is declared to be a non-player, or when the Igczar abdicates the position. In the event that another player is elected to the position, that player will take over the office in accordance with (a) and (c).

(c) Power Transference

The duties and powers of the office of Igczar may not be transferred to any other player except by election. Upon turning over the office of Igczar, the outgoing officer shall present the incoming officer with the most current list of player accounts and transactions to the incoming Igczar.

(d) Absentee Igczar

In the event that no player holds the office of Igczar, or the current Igczar is unwilling or unable to respond to the IgNomic mailing list, no transactions of any kind shall be permitted until a new Igczar takes office, at which point all fines should be considered due, back salaries paid, and any outstanding transactions be finalized.

(e) Duty: Tracking of Accounts and Transactions

The Igczar shall accurately track all player accounts and transactions by date, including the total amount transacted, the payor and the payee, and the reason given for the transaction (if any). The Igczar shall also track the remaining balance in the First Bank of IgNomic (account #000).

f) Duty: Tracking of Salaries

The IgCzar shall announce in a public message at the beginning of each week which players are receiving salaries defined by the rules of IgNomic covering Salaries, and in which respective amounts.

(g) Duty: Collection of Fines

The Igczar shall collect any fines, fees, or taxes levied against any player which are to be paid to the First Bank of Ignomic and deposit the funds in the main account of the First Bank of Ignomic (account #000), deducting the amount from the account of the payor. The Igczar shall also collect any fines or fees levied against any player which are to be paid to another player, and deposit the funds in the account of the rewarded player, deducting the amount from the account of the payor.

If the balance of the fine exceeds that available to the paying player, or if the denomination required is impossible, the Igczar will deduct such amount as is possible, if any, forward the balance of the fine to the following week, and garnish the player's salary, if necessary, toward payment of the fine.

(h) Limitation of Powers

The Igczar shall have no power beyond those of a non-Igczar player to alter the amount of Iggies in circulation, to mint additional denominations of Iggy currency, to collect fees or award payments and salaries not defined by the rules, to alter the payment schedule, or to alter the balances in any account in the absence of a valid transaction.

i) Salary and Pension

A player holding the office of IgCzar shall be entitled to a salary of G31. A player holding the office of IgCzar for more than eight consecutive weeks shall be entitled to a pension of G5 upon leaving the office.

Rule 28: Individual Rights (Rules)

I - An indivual right is defined to be a property of an individual player of Ignomic that is not necessarily shared by the other players. This right cannot be derived from a player's name as per rule 11, nor can it be gained from means outside of public posts to the Ignomic mailing list as per rule 3. An individual right may only be granted be either rules of Ignomic, or by being elected to an office should the players of Ignomic vote to have such an office, and rules regarding election shave been enacted.

II - No indivudal right will allow a player of Ignomic to change any of the rules of Ignomic. A player possessing an individual right may continue to propose changes to the rules in accordance with rules 5 and 7.

III - Should a player possessing an individual right become a nonplayer, then they no longer possess that right, and any records regarding the individual rights of players, should they be created, are required to be updated accordingly. A player who possesses an individual right who then becomes a nonplayer, and then after any period of time declares themself a player again will not possess that right again after their declatarion unless the receive the individual right again through the normal course of Ignomic.

IV - Possessing an individual right does not entitle a player to an income should an economy be devised and adopted by the players of Ignomic, unless the right specifically states so.

Rule 29: The Office of Suzeraite (Offices, Salaries)

I - The Office of Suzeraite shall be an Elected Position: The office of Suzeraite shall exist, and only one player may hold the office of Suzeraite at any time. The Suzeraite shall take office in accordance with rules reagarding elections, if such exist. No player shall take the office of Suzeraite if no such rules exist. Any player holding the office of Suzeraite will be considered to have stepped down as in (II) if at any time the rules regarding elections are repealed or rescinded in any lawful way.

II - Term of Office: Any player holding the office of Suzeraite shall continue to hold it until either a new player is elected, the Suzeraite becomes a nonplayer, or the Suzeraite steps down. If any of these circumstances come to pass aside from a new player being elected, then the office of Suzeraite will remain unfulfilled until such time as a new election is held, and a player is elected to the position in accordance with rules governing elections, if such exist. If a new player is elected, that player shall take the office as per (I)

III - Duty - Tracking Individual Rights: The Suzeraite shall at all times maintain a record of individual rights possessed by players. This list must be made freely available to the players of Ignomic should another player so direct the Suzeraite as in (VI)

IV - Duty - Enforcing Individual Rights: The Suzeraite has the power to declare an action that exceeds the individual rights of a player as invalid. Should a dispute arise over this declaration, then the office that renders judgement over such disputes must be called upon in the appropriate manner to settle the dispute, if such an office exist, and rules regardings it function are adopted. If the player who the Suzeraite has declared is in violation of their individual rights holds the office which renders the aforementioned judgements, then the Suzeraite's decision will stand.

V - Limitation of Powers: The Suzeraite does not have any power to change the rules of Ignomic except through proposals as per rule 5 and 7. The Suzeraite may not make any declarations affecting the game of Ignomic unless to specify that an indivudal right has been broken or used improperly, except through the normal means of voting and proposing rules as per rules 5, 6, and 7.

VI - Requesting the Rights: At any time, any player may request that the current listing of individual rights be posted publically to the Ignomic Mailing List. Should the Suzeraite decline such a request, the player holding the aforementioned office will be inelligible to run for reelection to his office when a new election is held in accordance with rules regarding elections, should they be adopted.

VII - Recording New Rights: If a player gains a new individual right at any time during the course of Ignomic, then the Suzeraite is required to append this to the records.

VIII - Stipend: Any player olding the office of Suzeraite shall be paid 25 units of the currency in effect at the time the player holds office, is such a currency exists. If any player holds the office of the Suzeraite for eight ocnsecutive weeks, then upon leaving that office, they will be due 3 units of the currency in effect thereafter, should such a currency exist.

IX - Power Transferece: The Powers of the Suzeraite may not be given to any other player except through the course of an election. No individual right can mimic the powers of the Suzeraite.

X - Transfer of Records: The Suzeraite shall turn over all records pertaining to that office to the player succeeding to that office at the appropriate time.

XI - Salary and Pension. A player holding the office of Suzeraite shall be entitled to a salary of G25. A player holding the office of Suzeraite for more than eight consecutive weeks shall be entitled to a pension of G3 upon leaving the office.

Rule 30: Proposal Limitations (Proposition)
I - Each player of Ignomic has the individual right to make at most three proposals during the course of an Ignomic week, including bundled proposals. Each player has the right to include five parts to any bundled proposition said player makes.

A - There is no restriction on the number of times a player may ammend their proposal during the course of the week before it enters the voting period in accordance with Rule 7.

B - If a player retracts a rule from consideration before the voting period begins, then the retracted propsal does not count towards said player's proposal limit.

II - A player may purchase the individual right to make a proposal beyond the standard allotment of three for 100G, multiplied by two for every proposal that said player already possess the right to make past the standard allotment of three. A player may purchase the individual right to make bundled proposls containing a part past the standard allotment of five for 20G, multiplied by two for every part that said player already possess the right to include past the standard allotment of five.

III - This limitation on proposals will be considered inactive if no rules regarding currency exist.

Rule 31: Votes of No Confidence (Voting)
A player may, at any time, call a Vote of No Confidence against an elected official. The player must cite at least one specific instance wherein the elected official failed to adequately fulfill the duties of the office in which that player serves, or the Vote of No Confidence shall be considered invalid. During the next voting period, the elected official so challenged must make a rebuttal of the charges, or the Vote of No Confidence will pass by default. A Vote of No Confidence which has been rebutted must be voted upon, as per Rule 6 or any other rules governing voting. In the event that a Vote of No Confidence passes, the elected official against whom the vote is called will be removed from the office, and the office will be considered vacant until such time as an election is held, as per rules governing Elections.

Rule 32: Abandonment of Offices (Offices, Rules)

Should any office defined under the rules of IgNomic be vacant for three full consecutive IgNomic weeks without a valid election being held, the rule defining that office shall be classified as Inactive (as established by Rule 43) immediately after the third consecutive week ends. The duration of vacancy of the office is reset to 0 weeks immediately after the rule defining it is removed from the Inactive classification.

Rule 37: Officer Power Transference (Offices)
The duties and powers of an office may not be transferred in whole or in part to any other player except by the election of that player to that office as described in Rule 18. Rule 42: The Inactive Rule Classification (Rules)
There exists a rule Classification (as established by Rule 40) named "Inactive". Any rule belonging to the Inactive rule classification shall be considered to have been repealed for as long as it is classified Inactive, and shall be considered to have been reinstated at the moment that it is removed from the classification Inactive.

Any proposition that would classify this rule as Inactive is invalid, though this rule may be repealed in any other legal way.

There exists a classification of propositions called Transient Propositions. Transient Propositions enact changes in the game of IgNomic but do not become Rules upon their passing. Rule 46: The Anatomy of a Rule (Rules, Propositions)
  1. A Rule shall consist of one or more paragraphs. Each paragraph shall be consecutively numbered, beginning with the number one.
    1. Any number of sub-paragraphs may follow each paragraph. Sub-paragraphs should relate in some manner to their parent paragraph, for example listing special cases of a more general directive. Sub-paragraphs shall be consecutively numbered, beginning with the number one under each new paragraph. Any number of sub-sub-paragraphs may follow each sub-paragraph, in the manner described above, and so on to any depth of recursion.
    2. A specific paragraph of a Rule may be referred to in the form "Rule 40, paragraph 2, sub-paragraph 1, sub-sub-paragraph 3" or in the more compact but equivalent form "Rule 40.2.1.3."
    3. To remove a paragraph or sub-paragraph while retaining the numbering of subsequent paragraphs or sub-paragraphs, replace the content of the removed paragraph or sub-paragraph with the text "removed."
  2. A paragraph or sub-paragraph may contain text, tables, and lists in any combination. Line-breaks within the text of a paragraph are permitted but not encouraged.
  3. A proposition to enact a rule that does not conform to this format is invalid. A proposition which would amend a rule in such a way that it does not conform to this format after the enactment of the amendment is invalid.
  4. No rule in effect when this rule is enacted shall be invalidated by this rule. The format of existing rules, even if in violation of the guidelines listed above, is beyond the scope of this rule. This rule shall only affect the validity of propositions made subsequent to its enactment.

Rule 47: The Taxman Cometh! (Economy)
  1. For each G20, rounded down to the nearest whole divisor of twenty, that a player receives in a given week for salary and pensions, that player shall pay G2 in income tax back to the First Bank of IgNomic.
  2. For each G10, rounded down to the nearest whole divisor of ten, that a player receives in a given week for voting on proposals, that player shall pay G1 in poll tax back to the First Bank of IgNomic.
  3. For each G10, rounded down to the nearest whole divisor of ten, that a player recieves in a given week for passed proposals, that player shall pay G3 in red-tape tax back to the First Bank of IgNomic.

Rule 48: Proposition Urging
  1. An proposing ignomic player can provide an incentive to pass his proposition, e.g. "proposition x: about something. Incentive 10 iggies until 2 days before end of voting period, after that only 5 iggies"
    1. PAYMENT
      If a voting ignomic player votes aye, the voting ignomic player can opt out on the incentive. In that case the incentive will be payed to the bank. If the voting ignomic player doesn't opt out, he immediately gets the incentive, even when the proposition doesn't pass after all. This incentive will always be paid by the proposing ignomic player.
    2. TIMING
      The incentive can have a time dependency added to it. This time dependency is limited to:
      1. the valid period must start the moment the proposing ignomic player proposes his proposition
      2. if no period is specified, the incentive will be valid from the moment of posting the proposition to the end of the voting period.
      3. it is possible to amend a proposition to include an incentive, but the incentive will immediately get paid to the ignomic players, who did vote aye already.
      4. if the amount does change during the time the incentive is valid, either by amendment or by initial timing specification, either:
      5. higher, then all voters, who already received an incentive, will be paid the difference between the higher incentive and de lower incentive, if their initial incentive was lower than the raised incentive.
      6. lower, then all new 'aye'-voters will receive the lower incentive. (So it is possible to raise the incentive, but the proposer will pay for it)

Rule 49: Rebellion/Protest (Players)
  1. Definition
    1. There exists a player status known as Protest, or alternatively recognized as "Rebellion", herein identified as "Rebellion/Protest".
    2. Any player may enter Rebellion/Protest status by declaring himself or herself as being in Rebellion/Protest status and declaring the reasons and objective for Rebellion/Protest.
    3. All Rebellion/Protest declarations MUST be accompanied by:
      1. the Object Of Rebellion/Protest which the player opposes, and
      2. the Objective Of Rebellion/Protest - what the player hopes to ultimately accomplish.
    4. A Rebellion/Protest state Ends when either of the following occur:
      1. the Player declares himself or herself to no longer be in a state of Rebellion/Protest (no reason need be given). In such a case, the state of Rebellion/Protest continues until the end of the IgNomic Week in which the Player declared himself or herself to no longer be in that State, or
      2. the Objecive Of Rebellion/Protest is seen to be resolved in the eyes of the office defined below as being responsible for such judgments.
    5. The ability of a Player to declare his or her state of Rebellion/Protest is defined as a Individual Right as per rules governing such.
  2. Effects
    1. A Player in a state of Rebellion/Protest is entitled to protection against Player-determined adverse effects of the Player's Object Of Rebellion/Protest.
    2. A Player in a state of Rebellion/Protest, by entering this state, temporarily forefits his or her rights to any interaction with the IgNomic community, excepting emailed communication, proposition of legislation, and official discussions, until such time as the state of Rebellion/Protest is ended.
      1. If the Player in a state of Rebellion/Protest holds an Office, he or she is considered to have stepped down, Upon termination of the state of Rebellion/Protest, the player must run for re-election to his or her former office.

Rule 50: Endgame Thru Lack of Interest (rules, players)
  1. The game of IgNomic is declared over thru lack of interest if the following condition is true:
    1. There are six consecutive inactive voting periods, that being defined as a voting period in which there are no new proposals to be voted on.
  2. If the game of IgNomic is ended thru lack of interest, then:
    1. The conditions for winning the game, as defined or to be defined elsewhere, have not been met.
    2. All losers are returned to the Great Unwashed.
    3. All iggies revert to the First Bank of IgNomic.
    4. All officers lose their offices.
    5. All other forms of property and status revert to the game of IgNomic.
    6. The game of IgNomic is declared over, and all rules become null and everything ends.
    7. And everyone moves on with their lives.
  3. Moreover, if the game of IgNomic ends thru this rule:
    1. All players, as no-one has one, are declared IgLosers.
    2. All officers will be forbidden from joining or beginning another game of Nomic for at least two years.
    3. Everyone should feel guilty!
