This is a list of all propositions that have ever been voted on in IgNomic.


Proposition 1: Players, Non-Players, and the Great Unwashed
Non-players are automatically exempted from any rights, powers, or privileges given to players, unless non-players are specifically so awarded. Non-players are also constrained to any limitations or prohibitions set upon players, unless non-players are specifically so exempted.

The Great Unwashed shall have no rights, powers or privileges within the scope of this game, until such time as an Unwashed may subscribe to the Ignomic Mailman, at which point becoming a non-player. No legislation (other than this one) may have any effect on the Great Unwashed.

For purposes of this and other Rules, non-players are defined as those persons registered to receive mail from the IgNomic Mailman, but who are not declared as players.

For purposes of this and other Rules, the Great Unwashed are defined as those persons not registered to receive mail from the Ignomic Mailman, who are not already declared as players."

Proposal 2: Properties of Players.
Any Player may make a statement about himself. The statement needs to be made publically on the ignomic mailing list and be clearly visible and marked as a statement about a Player Truth.

If that statement is not contradicted by any other player within the normal voting period for rule proposals made at the same time, the statement becomes a Truth.

The player is responsible to list all Truths about himself in any post he makes to the list.

Should a player forget to list a Truth, any other player may declare that Truth to be no longer valid or insist on holding the other player to the truth.

A Player is bound by all Truths about himself and any Truths about any other player should these affect any of his actions or proposals.

Proposal 3: Gender-Neutral pronouns
All further Rules and Proposals must use the following gender-neutral pronoun set when referring to an indefinite third person:

Nominative case: zie
Accusative case: zim
Genitive case: zir
Reflexive case: zirself

All Proposals subsequent to this one that fail to use the appropriate pronouns may not become Rules. Their authors must rewrite them and may not resubmit them until the next voting period, at which time they must be resubmitted as "Gender-Neutral Rewrite of [name of Proposal].

Proposition 4: The No-Name Rule
I propose the following rule:

"The No-Name Rule

No rule may be enacted that grants priviledges or imposes restrictions on a player or non-player based upon that player or non-player's name. Any other property of players or non-players is permitted as a condition for such grants or impositions, including properties defined by other rules (offices, titles, posessions, etc.)."

This is to ensure that there is a certain degree of egalitarianism within the rules, so that any office that is created will have to come with general-purpose rules for deciding who holds it. It doesn't stop rules from imposing conditions that only one particular player fulfils at the time the rule is proposed, but it ensures that it doesn't necessarily _look_ like that's the case. :)

Proposal 5: Rule Erasure
A Proposal may be made to erase an existing rule. If a rule is erased, and a subsequent Proposal to erase or repeal the rule erasing an existing rule passes, the original rule is not returned to the current rule-set. If a rule is repealed, and a subsequent Proposal to erase or repeal the rule repealing an existent rule passes, the original rule is returned to the current rule-set. An erased rule, to be returned to the current rule-set, must be reproposed and voted upon, at which time it will be issued a new rule number. A repealed rule may NOT be re-proposed; instead, a rule to erase or repeal the rule repealing that rule must be proposed, and retains its original rule number if later returned to the current rule-set.

Proposition 6: Conflict Resolution
In the event that a Proposal is passed successfully, and language in the new Rule is in direct conflict with a previously passed Rule, the new Rule shall not be considered valid.

However, in the event that a more formal conflict-resolution system is devised and approved by the voters of IgNomic, this Rule is automatically suspended in preference of the new system. If the new system is abolished and no replacement system is put into place, this Rule automatically is reinstated.

Proposition 7: amendment to Rule 8 - Record keeping
"Rule 8 - Record Keeping

All rules and proposals shall be consecutively numbered for reference purposes. Proposals shall be numbered in the order that they are posted, based on the "Date:" header of the email that contains them, and new rules shall be numbered in the same order as the proposals that give rise to them as soon as they are adopted. Numbers shall never be reused within their categories.

Proposals must include a one-line title summarizing the topic of the proposal, and proposed rules must include a one-line title summarizing the topic of the rule. Proposals which are labelled with incorrect numbers on posting shall have those numbers automatically corrected as soon as the error occurs. Any archive of proposals must include the name of the player that proposed each proposal, as well as the date of the week in which each proposal was made.

Proposals which do not conform to the rules are invalid, and cannot be adopted."

This will save us from all the reposting the same thing over and over to get the numbers right. I was planning on recording the name of the proposer and the week the proposal was made in anyways, but this makes it "official".

Proposal 8: Amendment of Rule 8: Record keeping
The following text shall replace Rule 8 in its entirety:

All rules shall be consecutively numbered for reference purposes. Rules shall be numbered in the sequence the proposals for said rules are posted to the ignomic mailing list.

Proposals shall be uniquely numbered by their proposers in the following manner:

Proposal <initials of player>-YYYYMMDD-<# of proposal the player made this day> <One-line title summarizing the topic of the proposal>

This proposal would thus (as an illustration) be labeled:

Proposal TH-20000127-3: Amendment of Rule 8: Record keeping

Any proposal not labelled such or incorrectly labeled shall not be recorded nor be introduced into the voting process. Proposed rules can include a one-line title summarizing the topic of the rule. In case the player does give such a title, the title of the proposal shall be by default the title of the rule.

Proposals which do not conform to the rules are invalid, and cannot be adopted.

Proposal 9: The Snoot Surveyor
(a) The Office of Snoot Surveyor Shall Be An Elected Position

There exists an officer known as the Snoot Surveyor, to be held by at most one player at a time. The Snoot Surveyor shall take office in accordance with current rules regarding elections, if any. If there are no rules governing the election of officers, then no player may hold the office of Snoot Surveyor until such time as such rules are approved and an election is held. If a player holds the office of Snoot Surveyor when rules governing the election of officers are repealed or otherwise nullified, the Snoot Surveyor shall be considered to have abdicated as in (b).

(b) Term Of Office

A player may hold the office of Snoot Surveyor until such time as another player is elected to the position; until the Snoot Surveyor is declared to be a non-player; or until the Snoot Surveyor abdicates the position. In the event the Snoot Surveyor either abdicates or is declared to be a non-player, then no player shall hold the office of Snoot Surveyor until a replacement is elected. In the event that another player is elected to the position, that player will take over the office in accordance with (a).

(c) Duty: Player Census

The Snoot Surveyor shall maintain an accurate list of all players currently declared active.

(d) Duty: Invalid Proposals

In the event that a proposal is made by a non-player, the Snoot Surveyor shall announce to the list that the proposal in question is not to be considered valid. The proposal may, of course, be resubmitted by a valid player in accordance with Rule 7. See also (h).

(e) Duty: Invalid Votes

In the event that a vote is cast by a non-player, the Snoot Surveyor shall announce to the list that the vote in question is not valid and is not to be counted. The non-player may, of course, be declared a player in accordance with Rule 2, and subsequently follow current rules on voting. See also (h).

(f) Duty: Tracking Player Punishment

If any rule requires a player to be stripped, in whole or in part, of the right to post public messages which affect the game, for a specified duration of time, the Snoot Surveyor shall keep track of the duration of punishment, and in the event of a violation by that player, shall inform the list as per (d) or (e) that an invalid proposl, vote, or action has been taken as if the violating player were considered for these purposes to be a non-player, and further remind the list of the nature of the violation in question.

(g) Duty: Tracking Idle Players

If any rule requires that a quorum be achieved for certain types of voting, the Snoot Surveyor shall maintain records indicating which players have not contributed to IgNomic for more than four (4) game periods. Such players are considered Idle, and will not be counted toward quorum. Contributions to IgNomic, for these purposes, shall be considered to be the posting of any public message to IgNomic regarding IgNomic business.

(h) Limitation of Powers

The Snoot Surveyor shall have no power to declare any proposal or vote invalid. The announcements to IgNomic residents regarding invalid proposals as per (d) and invalid votes as per (e) are to be considered only as friendly reminders.

(i) Power Transference

The duties and powers of the office of Snoot Surveyor may not be transferred, in whole or in part, to any other player, except by election.

(j) Transfer of Records

Every Snoot Surveyor who assumes office will turn over all records of the office to whichever player immediately succeeds to the office of Snoot Surveyor, at that appropriate time.

Proposition 10: A new rule regarding the bundling of rule-change propositions
Bundling Propositions:

A single proposition may contain proposed revisions, additions, and removals of multiple rules. These changes must be clearly distinguished from each other within the proposal itself, and the rules to be affected must be unambiguously identified as per the existing guidelines in rules 7 and 8. A proposition containing multiple rule changes is voted upon as a single unit according to rule 6; ie, one vote per player with the proposal either passing or failing in its entirety.

Proposal 11: Rules regarding the election of offices for Ignomic.
Governing Elections:

Should it be so enacted, the following rules will be observed to elect officers over Ignomic, should the players at any time create such offices. No one shall hold any elected position without the proper application of the guidelines contained herein.

a) A player may only be elected to an office if said player receives a majority of votes cast from the other players. A request to vote must be called in accordance with rules for requesting votes should they be devised and accepted by the players. This request may be called at any time, and may be called by any player. The voting procedure will obey these principles:

i) Voting will commence at the start of the week following the request to vote.

ii) All players must abide by rule 6 when voting in a called election

iii) The voting period will last one week, any player who has not voted in this time will be considered to abstain.

iv) A self-referential vote is illegal, and any player who casts one will be subject to penalties desrcribed in rules pertaining to the violation of rules.

v) Only players will be allowed to vote in an election. Nonplayers who cast a vote will be disallowed from declaring themselves players until the following week.

vi) All votes pertaining to an election must be cast in clearly delineated separate emails. If an election vote isincluded in an email containing either a player declaration, a proposal, or a vote on a proposal, it will be considered invalid, and the player will be unable to vote in the election of that office. All votes for other offices that were not voted as described will be legitimate.

b) Only a player who meets the electability criterion may be elected to any office. Until such time as the aforementioned criterion are enacted, no player may be elected to any office.

c) No nonplayer may be elected to an office under any circumstances governed by the rules of Ignomic.

d) If at the end of the voting period, no player has a majority, the office will remain unfilled, until such time a new election is called for that office, and a majority of the players cast their votes for a single individual. If in the event that noplayer receives votes, no election may be called for that office until the following week.

e) If a player receives a majority of the votes, said player will assume office at the beginning of the week immediately following the voting period. If aforementioned player is not currently holding that office, the former officeholder must follow the proper procedure governing the transfer of offices.

f) No officeholder has the power to unilaterly change the rules governing elections. If such an office is proposed, it must be declared an illegal proposal, and no player may hold that office.

g) All results of elections must be publically maintained for all players to review for a time period no less than one month, and not exceeding a year.

Proposal 12: The Ignomic Mailman
In all disputes over matters of record, the IgNomic Mailman Archive shall be considered the highest court of authority. No message which does not appear on the archive shall be considered on legal record unless sufficient evidence of computer error can be brought to light.

No rule shall be enacted which holds retroactive effect over any player or over any other Rule. No Rule shall be amended, repealed, erased, or nullified in a retroactive fashion.

Proposal 14: Elections

a. Elections Defined

Elections are hereby defined for all purposes of selecting a specific player or players to serve in the capacity of an elected official. An office may be held by any player not otherwise prohibited from holding that office, or by any player not otherwise prohibited from holding any office.

Proposals are not regulated by the process of Election; proposals are regulated as per Rule 6, or current rules regarding Voting.

b. Announcing Candidacy

An election for any office may be announced by any player who must simply declare that he is seeking the position. During the same game week in which a player opens an election, any other player may announce his own eligibility for that office; or any player may declare herself ineligible for that election for that office. No player may volunteer another player for office.

c. Concurrent Offices and/or Campaigns

No player may be eligible for any more than one office concurrently. If a player is eligible for one office and announces he is running for the second, he is automatically assumed to no longer be running for the first office. No player may hold more than one office simultaneously. It is possible, however, for a player to hold a single office and announce his eligibility for re-election to that same office, or to any other available office.

d. Fewer Than Two Candidates

No election for a given office shall be considered valid unless there are at least two player-candidates running for that office. If multiple elections are taking place for multiple offices during the same week, and a player-candidate is running unopposed in one race, only such unopposed races will be declared invalid; the other races shall not be affected. However, if all active (non-Idle) players declare they are not interested in the position, the player-candidate for that office may be considered to have won by default. If there are no player-candidates for that office remaining by the beginning of the Election Week, then no election shall take place for that office.

e. Election Week

After the player-candidates have declared themselves, the period of Election will take place during the following game week. Each player may cast one valid vote during Election Week for each office to be voted upon. A valid vote consists of clearly naming the player-candidate for that office for which the player is casting his vote. Write-in votes, or votes for any not considered a player-candidate, shall not be considered.

f. Tallying Results

The player-candidate who receives a majority of votes cast for that office shall assume the duties of that office immediately following the end of the Election Week. In the event of an inconclusive or tie vote for an election to a given office, no player shall be considered to have won that office and may, of course, re-declare candidacy according to (b).

g. Number of Officers

If at any time the number of officers is equal to the number of players, all officers shall be automatically removed from office. There may, of course, be as many vacant offices as desired.

h. Campaigning

No prohibition is here made to the nature of messages which may be sent through the IgNomic Mailman regarding campaign promises, or campaigning in general, other than those prohibitions made elsewhere in the Rules.

i. Previous Officeholders

If an election for a given office removes a player from the duties of that office, the outgoing officer will turn over all duties at the end of the Election Week, and all records (if any) to the incoming officer with all due speed in accordance with whatever rules govern Power Transferrence for that office. If an election results in a tie vote, or an inconclusive election is held, the previous officeholder for that office may choose to continue to hold that office until a more conclusive election is held, or abdicate the position (as permitted by whatever rules govern the departure of said office).

Proposal 15: Judgements and Rulings; The Office of Honky Honk
Part A: Judgements and Rulings

(a) A Judgement is a special kind of Proposal, voted upon, numbered, and enacted into a Rule in the manner defined in Rules 6 and 8; once enacted, it becomes a Ruling, a special kind of Rule. Any Rule which affects Proposals may be considered to affect Judgements as well, except as noted below; and any Rule which affects Rules may be considered to affect Rulings as well, except for the following:

i. that Rulings themselves may never be directly repealed or erased unless the Rules they are called upon to review are themselves repealed, erased, or amended to eliminate the conflict; Rulings may only be reviewed and amended (even reversed);

ii. Rulings always have precedence over the Rules which they are called upon to review; and

iii. Judgements may only be proposed by a valid player holding the office of Honky Honk.

(b) The proper format for a Ruling is to append it as text to the Rule or Rules which it is called upon to review, surrounded in brackets [], labeled and numbered appropriately. It may also be found in its regularly numbered order within the List of Rules for record-keeping purposes. A Judgement or Ruling may not be in the form of an amendment; it may only clarify the existing language or establish clear hierarchy of enforcement.

(c) A Judgement which does not adhere to the Ruling format is not considered valid and may not be enacted.

Part B: The Honky Honk

(a) The Office of Honky Honk Shall Be An Elected Position

There exists an officer known as the Honky Honk, to be held by at most one player at a time. The Honky Honk shall take office in accordance with current rules regarding elections, if any. If there are no rules governing the election of officers, then no player may hold the office of Honky Honk until such time as such rules are approved and an election is held. If a player holds the office of Honky Honk when rules governing the election of officers are repealed or otherwise nullified, the Honky Honk shall be considered to have abdicated as in (b).

(b) Term Of Office

A player may hold the office of Honky Honk until such time as another player is elected to the position; until the Honky Honk is declared to be a non-player; or until the Honky Honk abdicates the position. In the event the Honky Honk either abdicates or is declared to be a non-player, then no player shall hold the office of Honky Honk until a replacement is elected. In the event that another player is elected to the position, that player will take over the office in accordance with (a) and (c).

(c) Power Transference

The duties and powers of the office of Honky Honk may not be transferred, in whole or in part, to any other player, except by election. Upon turning over the office of Honky Honk, the outgoing officer shall present the incoming officer with a list of current Calls for Honk that have not yet been addressed. As the transfer of office takes place at the precise end of the game week, the incoming officer shall have no power to amend, retract, or rewrite any Judgements posted by the outgoing officer the previous week.

(d) Duty: Rendering Judgement

The Honky Honk shall be called upon to render judgement in the following cases of rule conflict:

i. when one or more Rules contain language which is ambiguous or contradictory, within itself or with other Rules, but for which there is no established Ruling or precedence of enforcement

ii. when a previous Ruling has been superceded by newer Rules and a newer, more up-to-date Judgement is called for

iii. when a previous Ruling is called into review or appeal by a player

iv. when a player's action is called into question with regard to the legality of the Rules, and a general Judgement is called for, for the type of action in question

(e) Limitation of Powers

The Honky Honk shall have no authority to bar a specific player from a specific vote, proposal, or other action. The Honky Honk shall make no Judgement or otherwise rule (except as allowed in the capacity of a normal player) for or against a specific action by a specific player as defined by Rule 11, not even by citing real incidents by way of example. The Honky Honk shall not have the power to personally amend, repeal, erase or nullify any Rule (except as permitted during the course of natural voting as a player). The Honky Honk shall not render a Judgement to any conflict in the Rules for which a player has not seconded the Call for Honk as per (f).

(f) Calling for Honk

Any player (except the Honky Honk) may call upon the Honky Honk to render a Judgement when any perceived case of (d) arises. Once a Call for Honk has been made, any other player (except the Honky Honk) may second the Call for Honk. Once the Call for Honk has been seconded, the Honky Honk must prepare a Judgement in the approved form and present it, in the same manner prescribed for Proposals (although labeled as a Judgement), to the IgNomic populace during the following game week. It is then voted upon in accordance with current rules on voting, and upon passage, becomes a Ruling as per current rules on enactment of Rules, and is added to the List of Rules in the approved manner.

(g) Previous Rulings

The Honky Honk shall give appropriate weight to previous Rulings with similar conflicts as is deemed appropriate, and consider previous legal precedent in preparing all Judgements.

(h) Absentee Honky Honk

In the event that a Call for Honk is made by a player, and the Honky Honk is unwilling or unable to respond within the specified time frame, a new election may be held calling for a new Honky Honk, if any player declares himself eligible as per current rules on election. Until such time as a new Honky Honk is elected, or the old one returns, the Call for Honk remains outstanding.

Proposal 16: the IgNomic Economy
Part A: The Currency of IgNomic

There exists in IgNomic a currency of limited circulation which may be possessed by any player not otherwise prohibited from owning currency.

The currency of IgNomic is called the Iggy (plural: Iggies) and is minted in the following integer denominations: 3, 5, 9, 13, 30, 52, and 96. Other denominations may be minted in the future for larger transactions, at the will of the voting public.

No amount may be transacted within the bounds of IgNomic that can not be constructed by the above combinations. The symbol for the Iggy is the upper-case G, accompanied by a numeric value (as in G42).

Iggies may not be destroyed outright by any one player, but the will of the voting populace may choose to alter the amount of Iggies in circulation. Iggies may also not be counterfeited or subdivided into illegal denominations. Though no denomination is so minted, it is possible to own zero (0) Iggies.

Iggies may be freely subdivided and recombined into legal denominations, without restrictions.

Part B: The First Bank of Ignomic

There exists an resource known as the First Bank of IgNomic (FBI) which regulates all currency.

The total value of the FBI is G700,000,000. It is not permitted for any player to withdraw or otherwise obtain monies from any account in the FBI for which he is not entitled (e.g., theft, robbery, graft, embezzlement, etc.). The total money supply shall always be the same, and may not change, unless the voting population elects to alter the amount of Iggies in circulation.

The head of the First Bank of IgNomic shall be the Igczar.

All salaries, found on the Schedule of Salaries, are paid from the funds of the First Bank of IgNomic (Account #000). All fines and penalties not awarded to a specific player are paid to the First Bank of IgNomic.

All transactions between players must be public (as per Rule 3) specifying the number of Iggies being given, and to whom they will be given, although it is not necessary to specify a reason for the transaction. Transactions between players and non-players is not permitted. Debt transactions (such as an I.O.U.s and loans) are not prohibited between players, but remain up to the discretion of the payee and payor to accept, if at all, and under what conditions.

The First Bank of IgNomic shall tender no loans until such time as Rules are devised to account for the loss of revenue, and penalties occuring therefrom, if a player should default on a loan (by becoming a non-player, or some other action).

The First Bank of IgNomic is not required to hold an amount in its main account (Account #000) which may be subdivided into legal demoninations, although it must conduct all transactions in legal denominations.

Part C: The Economy of Ignomic

Every player in IgNomic is considered to have a private bank account at the First Bank of Ignomic, numbered consecutively in the order he was declared as a player. Each player may keep track of his own funds, but shall be double-checked by the office of Igczar. In the event of a discrepancy, the Igczar shall rely upon the IgNomic Mailman Archives as the final arbiter of player transactions. In the event of a discrepancy in the Igczar's personal account, the IgNomic Mailman Archives shall be consulted for accuracy, and a general consensus among the voting population shall determine the accurate amount.

No player account, and no other account, is required to hold a balance that can be evenly subdivided into legal denominations, although all transactions must be in legal denominations.

Each player in IgNomic also draws a specified salary per game week, with the exception of players who have declared themselves but have taken no actions. Players who have taken no actions since declaring themselves players are not eligible for salary until such time as they take action, whereupon salaries commence the following week. Salaries to be paid by the First Bank of Ignomic (account #000) are to be listed on the Schedule of Salaries.

Salaries for private business may be paid by players, but these funds are not drawn from the FBI's main account (account #000).

Each non-player who declares himself a player in IgNomic begins with G9. Each player who declares himself a non-player must divest himself of all monies in some fashion prior to declaring himself a non-player, or shall automatically transact all monies back to the First Bank of IgNomic (account #000). Upon declaring himself to be a non-player, all that player's debts, if any, are considered to be erased; and a note in the bank's ledger shall indicate the reason for the default (if any is given).

At the time this proposal takes effect, each current player begins with G52.

Part D: Schedule of Salaries

The Igczar shall pay salaries according to the following schedule, per week:

Declared player who has yet taken no action: G0
Declared player who has taken action:        G13
Office of Snoot Surveyor:                    G22
Office of Igczar:                            G31
Office of Honky Honk:                        G27

Note 1: Salaries of officers are paid instead of, not in addition to, those of regular players.

Note 2: If the Proposal for the Office of Honky Honk shall not be approved by the voters of IgNomic, the salary for the Office of Honky Honk shall be stricken from this Rule.

If any player shall have held a single office for more than eight (8) consecutive game weeks, he shall be further entitled to a pension only upon leaving that office.

Pension of Former Snoot Surveyor:   G3
Pension of Former Igczar:           G5
Pension of Former Honky Honk:       G5

Note 1: Pensions of officers are paid in addition to, not instead of, any other salaries or income to which the player is entitled.

Note 2: If the Proposal for the Office of Honky Honk shall not be approved by the voters of IgNomic, the pension for the Office of Honky Honk shall be stricken from this Rule.

Note 3: A player shall only be entitled to collect a maximum of three Pensions for which he has previously qualified, although it is the player's option to select which three Pensions, from among those he is eligible, that he shall collect.

Part G: The Office of Igczar

(a) The Office of Igczar Shall Be An Elected Position

There exists an officer known as the Igczar, to be held by at most one player at a time. The Igczar shall take office in accordance with current rules regarding elections, if any. If there are no rules governing the election of officers, then no player may hold the office of Igczar until such time as such rules are approved and an election is held. If a player holds the office of Igczar when rules governing the election of officers are repealed or otherwise nullified, the Igczar shall be considered to have abdicated as in (b).

(b) Term Of Office

A player may hold the office of Igczar until such time as another player is elected to the position; until the Igczar is declared to be a non-player; or until the Igczar abdicates the position. In the event the Igczar either abdicates or is declared to be a non-player, then no player shall hold the office of Igczar until a replacement is elected. In the event that another player is elected to the position, that player will take over the office in accordance with (a) and (c).

(c) Power Transference

The duties and powers of the office of Igczar may not be transferred, in whole or in part, to any other player, except by election. Upon turning over the office of Igczar, the outgoing officer shall present the incoming officer with the most current list of player accounts and transactions to the incoming Igczar.

(d) Absentee Igczar

In the event that no player holds the office of Igczar, or the current Igczar is unwilling or unable to respond to the IgNomic mailing list, no transactions of any kind shall be permitted until an election for a new Igczar may be held, at which point all fines should be considered due, back salaries paid, and any outstanding transactions be finalized.

(e) Duty: Tracking of Accounts and Transactions

The Igczar shall accurately track all player accounts and transactions by date, including the total amount transacted, the payor and the payee, and the reason given for the transaction (if any). The Igczar shall also track the remaining balance in the First Bank of IgNomic (account #000).

(f) Duty: Payment of Salaries

The Igczar shall announce in a public message at the beginning of the game week which players are receiving salaries from the Schedule of Salaries, and in which respective amounts. These salaries shall be deducted from the total of the First Bank of IgNomic (account #000). Salaries paid by a player do not come from the FBI.

(g) Duty: Collection of Fines

The Igczar shall collect any fines, fees, or taxes levied against any player which are to be paid to the First Bank of Ignomic and deposit the funds in the main account of the First Bank of Ignomic (account #000), deducting the amount from the account of the payor. The Igczar shall also collect any fines or fees levied against any player which are to be paid to another player, and deposit the funds in the account of the rewarded player, deducting the amount from the account of the payor.

If the balance of the fine exceeds that available to the paying player, or if the denomination required is impossible, the Igczar will deduct such amount as is possible, if any, forward the balance of the fine to the following week, and garnish the player's salary, if necessary, toward payment of the fine.

(h) Limitation of Powers

The Igczar shall have no power, other than as a voting player: to alter salaries; to alter the amount of Iggies in circulation; to mint additional denominations of Iggy currency; to levy fines not on the Schedule of Fees; to alter the fee schedule; to award payments not on the Schedule of Payments; to alter the payment schedule; or to alter the balances in any account in the absence of a valid transaction.

(i) Sample Transaction Tracking

Other systems may be devised to track transactions. Accounting software may be used. This is to serve as a quick 'n' dirty example.

Proposal 18: Individual Rights; The Office of Suzeraite; Proposal Limitations
Part A: Individual Rights

I - An indivual right is defined to be a property of an individual player of Ignomic that is not necessarily shared by the other players. This right cannot be derived from a player's name as per rule 11, nor can it be gained from means outside of public posts to the Ignomic mailing list as per rule 3. An individual right may only be granted be either rules of Ignomic, or by being elected to an office should the players of Ignomic vote to have such an office, and rules regarding election shave been enacted.

II - No indivudal right will allow a player of Ignomic to change any of the rules of Ignomic. A player possessing an individual right may continue to propose changes to the rules in accordance with rules 5 and 7.

III - Should a player possessing an individual right become a nonplayer, then they no longer possess that right, and any records regarding the individual rights of players, should they be created, are required to be updated accordingly. A player who possesses an individual right who then becomes a nonplayer, and then after any period of time declares themself a player again will not possess that right again after their declatarion unless the receive the individual right again through the normal course of Ignomic.

IV - Possessing an individual right does not entitle a player to an income should an economy be devised and adopted by the players of Ignomic, unless the right specifically states so.

Part B: The Office of Suzeraite

I - The Office of Suzeraite shall be an Elected Position: The office of Suzeraite shall exist, and only one player may hold the office of Suzeraite at any time. The Suzeraite shall take office in accordance with rules reagarding elections, if such exist. No player shall take the office of Suzeraite if no such rules exist. Any player holding the office of Suzeraite will be considered to have stepped down as in (II) if at any time the rules regarding elections are repealed or rescinded in any lawful way.

II - Term of Office: Any player holding the office of Suzeraite shall continue to hold it until either a new player is elected, the Suzeraite becomes a nonplayer, or the Suzeraite steps down. If any of these circumstances come to pass aside from a new player being elected, then the office of Suzeraite will remain unfulfilled until such time as a new election is held, and a player is elected to the position in accordance with rules governing elections, if such exist. If a new player is elected, that player shall take the office as per (I)

III - Duty - Tracking Individual Rights: The Suzeraite shall at all times maintain a record of individual rights possessed by players. This list must be made freely available to the players of Ignomic should another player so direct the Suzeraite as in (VI)

IV - Duty - Enforcing Individual Rights: The Suzeraite has the power to declare an action that exceeds the individual rights of a player as invalid. Should a dispute arise over this declaration, then the office that renders judgement over such disputes must be called upon in the appropriate manner to settle the dispute, if such an office exist, and rules regardings it function are adopted. If the player who the Suzeraite has declared is in violation of their individual rights holds the office which renders the aforementioned judgements, then the Suzeraite's decision will stand.

V - Limitation of Powers: The Suzeraite does not have any power to change the rules of Ignomic except through proposals as per rule 5 and 7. The Suzeraite may not make any declarations affecting the game of Ignomic unless to specify that an indivudal right has been broken or used improperly, except through the normal means of voting and proposing rules as per rules 5, 6, and 7.

VI - Requesting the Rights: At any time, any player may request that the current listing of individual rights be posted publically to the Ignomic Mailing List. Should the Suzeraite decline such a request, the player holding the aforementioned office will be inelligible to run for reelection to his office when a new election is held in accordance with rules regarding elections, should they be adopted.

VII - Recording New Rights: If a player gains a new individual right at any time during the course of Ignomic, then the Suzeraite is required to append this to the records.

VIII - Stipend: Any player olding the office of Suzeraite shall be paid 25 units of the currency in effect at the time the player holds office, is such a currency exists. If any player holds the office of the Suzeraite for eight ocnsecutive weeks, then upon leaving that office, they will be due 3 units of the currency in effect thereafter, should such a currency exist.

IX - Power Transferece: The Powers of the Suzeraite may not be given to any other player except through the course of an election. No individual right can mimic the powers of the Suzeraite.

X - Transfer of Records: The Suzeraite shall turn over all records pertaining to that office to the player succeeding to that office at the appropriate time.

Part C: Proposal Limitations

I - Each player of Ignomic has the individual right to make at most three proposals during the course of an Ignomic week. Each player also has the individual right to post at most three bundled proposls containing at most five distinct parts.

II - A player may purchase the individual right to make a proposal beyond the standard allotment of three for 100 units of the currency in effect at the time the player makes the request of the Suzeraite, multiplied by two for every proposal that said player already possess the right to make past the standard allotment of three. A player may purchase the individual right to make bundled proposls containing a part past the standard allotment of five for 20 units of the currency in effect at the time the player makes the request of the Suzeraite, multiplied by two for every part that said player already possess the right to include past the standard allotment of five.

III - This limitation on proposals will be considered inactive if no rules regarding currency exist.

Any player that proposes 10 or more rule changes (new rules, amendments, repeals, etc.) within a single week shall be officially declared to have no life outside of the IgNomic game. The state of having no life shall end after the voting period for the above-mentioned proposals elapses, unless the player proposes enough new rule changes during that period to again qualify as having no life ouside of the IgNomic game.

The state of having no life has no effect on the player's rights or privileges in any way.

Proposal 20: Votes of No Confidence
A player may, at any time, call a Vote of No Confidence against an elected official. The player must cite at least one specific instance wherein the elected official failed to adequately fulfill the duties of the office in which that player serves, or the Vote of No Confidence shall be considered invalid. During the next voting period, the elected official so challenged must make a rebuttal of the charges, or the Vote of No Confidence will pass by default. A Vote of No Confidence which has been rebutted must be voted upon, as per Rule 6 or any other rules governing voting. In the event that a Vote of No Confidence passes, the elected official against whom the vote is called will be removed from the office, and the office will be considered vacant until such time as an election is held, as per rules governing Elections.

Bounty on New Blood

A new player has the option, within the week that he first declares his playerhood as per Rule 2, of announcing the name of the one player that introduced him to IgNomic and/or was most instrumental in inducing him to announce playerhood. This named player will recieve a bounty of four hundred and twenty (420) Iggies paid from the First Bank of Ignomic's reserve.

Awarding this bounty is a one-time event for each new player; a player who becomes a non-player or part of the Great Unwashed and then later becomes a player again may not award another bounty under this rule.

Bundled proposition 2: Definition of Unanimity

I propose the following new rule:

Definition of unanimity

A unanimous vote is defined as any vote in which all players of IgNomic at the time when the votes are tallied cast the same vote. A player who fails to cast a vote shall be considered to have cast a vote of "abstain" for purposes of determining unanimity; it is possible for a vote to result in a unanimous abstention.

Abandonment of Offices

(a) Conditions of Abandonment

Should any office defined under the rules of IgNomic be vacant for three full consecutive IgNomic weeks without a valid election being held, that office shall be declared Abandoned immediately after the third consecutive week ends. The following text will be automatically appended to the rule that declares the existance of said office:

"This office has been Abandoned under the conditions stated in Rule NN. The restrictions on Abandoned offices established by that rule take precedence over this and any other rule regarding this office."

(b) Consequences of Abandonment

An office that has been Abandoned may not be held by any player until such time as it is reinstated.

(c) Reinstating Abandoned offices

An Abandoned office may be reinstated by an ordinary player proposition (as defined in Rules 5-7) that amends the rule such that the text quoted in part (a) is no longer present. The duration of vacancy of the office is reset to 0 immediately after such an amendment takes effect.

Bundled Action Proposition 2: Prisoner's Dilemma

(a) All players who cast a valid vote in favour of the adoption of proposition 24 shall recieve a bribe of six hundred (600) Iggies, paid by the First Bank of IgNomic immediately after the voting period in which those votes were cast. All players who cast a valid vote against the adoption of proposition 24 shall be fined four hundred and fifty (450) Iggies immediately after the voting period in which those votes were cast, the fine to be deposited in the reserves of the First Bank of IgNomic. Should a player have insufficient funds to cover the entire fine, the remainder shall be held as a debt by that player to the First Bank of IgNomic until such time as they can pay the remainder.

(b) All players who cast a valid vote in favour of the adoption of proposition 23 shall recieve a separate bribe of ninety (90) Iggies, paid by the First Bank of Ignomic in the same manner as the bribe described above. This shall be paid in addition to any other bribes being paid to the player.

Players are legally entitled to any bribes that are granted by this proposition.

(c) Any player that proposed Proposition 24 shall be exempt from the above bribes and/or fines, regardless of how he votes on Propositions 24 and 23. Instead, any player that proposed Proposition 24 shall be fined one hundred and fifty (150) Iggies immediately upon the adoption of this proposition. The terms of payment for this fine are identical to those in paragraph (a).

Upon turning over the office of Honky Honk, the outgoing officer shall present the incoming officer with a list of current Calls for Honk that have not yet been addressed. As the transfer of office takes place at the precise end of the game week, the incoming officer shall have no power to amend, retract, or rewrite any Judgements posted by the outgoing officer the previous week.

(d) Duty: Rendering Judgement

The Honky Honk shall be called upon to render judgement in the following cases of rule conflict:

i. when one or more Rules contain language which is ambiguous or contradictory, within itself or with other Rules, but for which there is no established Ruling or precedence of enforcement

ii. when a previous Ruling has been superceded by newer Rules and a newer, more up-to-date Judgement is called for

iii. when a previous Ruling is called into review or appeal by a player

iv. when a player's action is called into question with regard to the legality of the Rules, and a general Judgement is called for, for the type of action in question

(e) Limitation of Powers

The Honky Honk shall have no authority to bar a specific player from a specific vote, proposal, or other action. The Honky Honk shall make no Judgement or otherwise rule (except as allowed in the capacity of a normal player) for or against a specific action by a specific player as defined by Rule 11, not even by citing real incidents by way of example. The Honky Honk shall not have the power to personally amend, repeal, erase or nullify any Rule (except as permitted during the course of natural voting as a player). The Honky Honk shall not render a Judgement on any Rule, or to any conflict in the Rules, for which a player has not seconded the Call for Honk as per (f). The Honky Honk's Judgement shall perforce be limited exclusively to resolving conflicts only about those same Rules, in which the perceived conflict exists, for which the Call for Honk was made.

(f) Calling for Honk

Any player (except the Honky Honk) may call upon the Honky Honk to render a Judgement when any perceived case of (d) arises. Once a Call for Honk has been made, any other player (except the Honky Honk) may second the Call for Honk. Once the Call for Honk has been seconded, the Honky Honk must prepare a Judgement in the approved form and present it, as soon as possible, in the same manner prescribed for Proposals (although labeled as a Judgement). The Judgement of the Honky-Honk shall take effect immediately, although only provisionally; the Judgement is subject to the approval of the IgNomic populace during the following game week, when it is voted upon in accordance with current rules on voting, and upon passage, becomes a Ruling as per current rules on enactment of Rules, and is added to the List of Rules in the approved manner.

(g) Previous Rulings

The Honky Honk shall give appropriate weight to previous Rulings with similar conflicts as is deemed appropriate, and consider previous legal precedent in preparing all Judgements.

(h) Absentee Honky Honk

In the event that a Call for Honk is made by a player, and the Honky Honk is unwilling or unable to respond within the specified time frame, a new election may be held calling for a new Honky Honk, if any player declares himself eligible as per current rules on election. Until such time as a new Honky Honk is elected, or the old one returns, the Call for Honk remains outstanding.

(i) Willful Abuse by the Honky Honk

In the event that the Honky Honk's Judgement constitutes an egregious violation of the Rules of the Office of Honky Honk, a Vote of No Confidence may be called for. This Vote of No Confidence shall take place in accordance with Rule 31, with the exception that it shall take place immediately; and the Judgement(s) in question shall not take effect, even provisionally, until and unless the Vote of No Confidence shall fail to pass. If the Judgement of the Honky Honk is simply unpopular, but does not constitute a violation of the Rules of the Office of Honky Honk, a Vote of No Confidence may be held, but must take place exactly as prescribed in Rule 31.

In the event that no player holds the office of Igczar, or the current Igczar is unwilling or unable to respond to the IgNomic mailing list, no transactions of any kind shall be permitted until a new Igczar takes office, at which point all fines should be considered due, back salaries paid, and any outstanding transactions be finalized.

(e) Duty: Tracking of Accounts and Transactions

The Igczar shall accurately track all player accounts and transactions by date, including the total amount transacted, the payor and the payee, and the reason given for the transaction (if any). The Igczar shall also track the remaining balance in the First Bank of IgNomic (account #000).

(f) Duty: Payment of Salaries

The Igczar shall announce in a public message at the beginning of the game week which players are receiving salaries defined by the rules of IgNomic, and in which respective amounts. These salaries shall be deducted from the total of the First Bank of IgNomic (account #000). Salaries paid by a player do not come from the FBI.

(g) Duty: Collection of Fines

The Igczar shall collect any fines, fees, or taxes levied against any player which are to be paid to the First Bank of Ignomic and deposit the funds in the main account of the First Bank of Ignomic (account #000), deducting the amount from the account of the payor. The Igczar shall also collect any fines or fees levied against any player which are to be paid to another player, and deposit the funds in the account of the rewarded player, deducting the amount from the account of the payor.

If the balance of the fine exceeds that available to the paying player, or if the denomination required is impossible, the Igczar will deduct such amount as is possible, if any, forward the balance of the fine to the following week, and garnish the player's salary, if necessary, toward payment of the fine.

(h) Limitation of Powers

The Igczar shall have no power beyond those of a non-Igczar player to alter the amount of Iggies in circulation, to mint additional denominations of Iggy currency, to collect fees or award payments and salaries not defined by the rules, to alter the payment schedule, or to alter the balances in any account in the absence of a valid transaction.

I - Each player of Ignomic has the individual right to make at most three proposals during the course of an Ignomic week, including bundled proposals. Each player has the right to include five parts to any bundled proposition said player makes.

A - There is no restriction on the number of times a player may ammend their proposal during the course of the week before it enters the voting period in accordance with Rule 7.

B - If a player retracts a rule from consideration before the voting period begins, then the retracted propsal does not count towards said player's proposal limit.

II - A player may purchase the individual right to make a proposal beyond the standard allotment of three for 100G, multiplied by two for every proposal that said player already possess the right to make past the standard allotment of three. A player may purchase the individual right to make bundled proposls containing a part past the standard allotment of five for 20G, multiplied by two for every part that said player already possess the right to include past the standard allotment of five.

III - This limitation on proposals will be considered inactive if no rules regarding currency exist.

Proposition 36: Office of Dictator-For-Life, Exile, Restoration of Order; Offices of Trusted Lieutenants; Assuming Office, Together We Are Strong, Divided We Are Weak; Resolution of Conflicts between this Proposal and previous Rules
Be it so enacted, this Proposal will dictate.

Part I: The Office of Dictator-For-Life

i. The Office

a. There hereby exists an office known as the Dictator-For-Life. This office is an assumed position; it is not governed by any Rules pertaining to Elections, Votes Of No Confidence, or any other rules involving other offices. Only one Player may be declared Dictator-For-Life at any given time. The initial Dictator-For-Life shall be whatever Player proposed the proposal creating this office.

b. There exist no other offices in the Game of IgNomic at any time that a Player is Dictator-For-Life.

ii. Term of Office

a. Any player holding the office of Dictator-For-Life may continue to hold this office until such time as he or she decides to step down, or until he or she declares himself or herself a nonplayer, or until he or she is sent into Exile as per (vi).

iii. Duties and Powers of the Office

a. The Dictator-For-Life is charged with being the ultimate authority on everything enacted, motioned, spoken, proposed, or otherwise affecting in any way the game of IgNomic, as per the Dictator-For-Life's perception of what affects and what does not affect the game of IgNomic. These include but are not limited to: proposal veto power, arbitrary Rule enactment, disciplining of Players for any reason or nonreason, and other such actions. The decisions of the Dictator-For-Life are absolute, and must be followed.

b. The Dictator-For-Life is charged with enacting and executing disciplinary action against Players who dispute or disobey any Rules or decisions of the Dictator-For-Life. The Dictator-For-Life may take any action lesser than expulsion from the game of IgNomic against a Player in the name of disciplinary action.

c. The Dictator-For-Life is charged with appointing Trusted Lieutenants as per part III of this proposal.

d. The Dictator-For-Life has complete and absolute control over every Gremmie in circulation in the game of IgNomic; Gremmies are dispersed at the Dictator-For-Life's discretion.

iv. Limitation of Powers

a. The Dictator-For-Life may not expel another Player from the game of IgNomic. The declarations of the Dictator-For-Life may only affect the game of IgNomic and the Players in it. Failure to abide by these limitations will result in Exile as per (vi).

v. Transfer of Powers

a. The Dictator-For-Life's powers cannot be mimicked or utilized by any other Player other than the one assuming the office of Dictator-For-Life. The powers of the Dictator-For-Life can only be transferred by means of the next player to become Dictator-For-Life being appointed to that position by the current Dictator-For-Life.

vi. Exile

a. If the Dictator-For-Life fails to abide by any of his or her restrictions, he or she will be assumed to have been sent into Exile and will lose all powers of this office.

vii. Restoration of Order

a. If the office of Dictator-For-Life is vacated in any way other than a transference of the Dictator-For-Life's powers as per (v), including but not limited to a declaration of nonplayerhood by the current Dictator-For-Life or the current Dictator-For-Life being sent into Exile, then the office of Dictator-For-Life shall cease to exist in the game of IgNomic, and all decisions, vetoes, rules, and other such enactments made by the Dictator-For-Life shall be nullified immediately. Proposals and Rules enacted by Players in accordance with previous Rules will not be affected by Restoration of Order.

Part II: Trusted Lieutenants

i. The Offices

a. Be there an existing office of Dictator-For-Life, there exist an unlimited number of offices known as those of the Trusted Lieutenants. These offices are appointed positions; a Trusted Lieutenant is named so only by Proposals creating the office of Dictator-For-Life, or only by nomination by the current Dictator-For-Life.

ii. Term of Office

a. Any Player holding an office of Trusted Lieutenant may continue to do so until he or she declares himself a nonplayer, or until he or she is Kicked Into The Mud On The Roadside by the Dictator-For-Life as per (iv) below, or until the Dictator-For-Life is sent into Exile.

iii. Duties and Powers of the Offices

a. The Trusted Lieutenants are charged with executing the will and decisions of the Dictator-For-Life. Their word is similarly absolute as per the Dictator-For-Life's word as per (I) section (iii) subsection (a) above, except in cases where the Dictator-For-Life declares that he or she disagrees with the decision of said Trusted Lieutenant; in such a case the decision so disagreed with has no effect on the game of IgNomic.

iv. Limitation of Powers

a. No Trusted Lieutenant has any authority over another Trusted Lieutenant; disputes between Trusted Lieutenants are resolved only by authority of decision by the Dictator-For-Life.

b. No Trusted Lieutenant may disagree with, plot behind the back of, or otherwise disobey the authority of the Dictator-For-Life or otherwise be disloyal to the Dictator-For-Life in any fashion that the Dictator-For-Life is aware of.

v. Transfer of Powers

a. No Trusted Lieutenant may transfer his or her powers; his or her powers are granted and transferred only by decision of the Dictator-For-Life.

Part III: Assuming Office

i. Dictator-For-Life

a. Upon enactment of this Proposal, the Dictator-For-Life will be chosen and assume office as per (I) section (i) subsection (a) above, with immediate effect.

ii. Together We Are Strong

a. Upon enactment of this Proposal, all IgNomic Players who voted in favor of this Proposal will be immediately appointed to the offices of Trusted Lieutentants and be paid a sum of G50000 by the Dictator-For-Life.

iii. Divided We Are Weak

a. Upon enactment of this Proposal, all IgNomic Players who voted against this Proposal will be immediately subject to disciplinary action by the Dictator-For-Life as per (I) section (iii) subsection (b) above.

Part IV: Conflict Resolution

i. Conflict Resolution

a. If the text of this Proposal conflicts with any previously existing Rules or Proposals, it is assumed that this Proposal is the one in the right, and will take precedence over the others.

Part V: Covering My Sexy Little Vixen Ass

i. No-Retribution Clause

a. In the event that this Proposal is voted down, then no action may be taken against the Player who proposed this Proposal in retribution for said Player's proposal of this Proposal.

Proposition 37: amendment to Rule 20, the Honky Honk
There exists an office known as the Honky Honk, to be held by one player at a time as described by the rules governing offices.

Duties of the Honky Honk:

The Honky Honk shall be called upon to render judgement in the following cases of rule conflict:

1 - when a previous Ruling is called into review or appeal by a player

2 - when a player's action is called into question with regard to the legality of the Rules, and a general Judgement is called for, for the type of action in question

Limitations:

The Honky Honk shall make no Judgement or otherwise rule (except as allowed in the capacity of a normal player) for or against a specific action by a specific player as defined by Rule 11, not even by citing real incidents by way of example. The Honky Honk shall not have the power to personally amend, repeal, erase or nullify any Rule (except as permitted during the course of voting as a player). The Honky Honk shall not render a Judgement on any Rule, or to any conflict in the Rules, for which a player has not seconded the Call for Honk as per "Calling for Honk". The Honky Honk's Judgement shall be limited exclusively to resolving conflicts only about those same Rules, in which the perceived conflict exists, for which the Call for Honk was made.

Calling for Honk:

Any player other than the Honky Honk may call upon the Honky Honk to render a Judgement when any perceived case of rule conflict or ambiguity arises. Once a Call for Honk has been made, any other player (except the Honky Honk) may second the Call for Honk. Once the Call for Honk has been seconded, the Honky Honk must prepare a Judgement in the approved form and present it, as soon as possible, in the same manner prescribed for Proposals (although labeled as a Judgement).

The Effect of Judgement:

The Judgement of the Honky-Honk shall take effect immediately, although only provisionally; the Judgement is subject to the approval of the IgNomic populace during the following game week, when it is voted upon in accordance with current rules on voting for propositions. Upon passage, the Judgement becomes a Ruling as per current rules on enactment of Rules, and is added to the Rules in the approved manner.

Previous Rulings

The Honky Honk shall give appropriate weight to previous Rulings with similar conflicts as is deemed appropriate, and consider previous legal precedent in preparing all Judgements.

"The Office of Suzeraite (Offices, Rights)

A) Duty - Tracking Individual Rights

The Suzeraite shall at all times maintain a record of individual Rights possessed by Players. This list shall be made freely available to the Players of IgNomic upon request as per (XX).

B) Duty - Enforcing Individual Rights

The Suzeraite shall declare invalid any action that exceeds the individual rights of a Player. Should a dispute of this declaration arise, it shall be settled according to rules regarding Disputes.

C) Limitation of Powers

The Suzeraite does not have any power to change the rules of IgNomic except through those rules regarding Proposals. The Suzeraite shall make no declarations affecting the game of IgNomic, unless to specify that an individual right has been broken or misused, except through those rules regarding Voting and Porposals.

D) Requesting the Rights

At any time, any Player may request that the current listing of individual rights be posted publically to the IgNomic Mailing List. Should the Suzeraite decline such a request, the Player holding the Office will be ineligible to run for re-election for the Office of Suzeraite when a new Election is held in accordance with those rules regarding Elections.

E) Duty - Recording New Rights

The Suzeraite shall append to the records all new individual rights gained during the course of the game of IgNomic.

F) Salary

The Player holding the Office of Suzeraite shall be paid 25G per week, in accordance with those rules regarding Economy. If any Player holds the Office of Suzeraite for eight consecutive weeks, that Player shall be paid 3G per week in addition to any other monies due that Player at such time as that Player leaves the office of Suzeraite."

Bundled Prop 1: The Inactive Rule Classification (Rules)

There exists a rule Classification (as established by Rule 40) named "Inactive". Any rule belonging to the Inactive rule classification shall be considered to have been repealed for as long as it is classified Inactive, and shall be considered to have been reinstated at the moment that it is removed from the classification Inactive.

Any proposition that would classify this rule as Inactive is invalid, though this rule may be repealed in any other legal way.

At the end of the voting period the proposed rule change comes into effect immediately if there are more valid votes of "Aye" than there are valid votes of "Nay". A valid vote cannot be retracted or changed once cast.
