MicroNomic II: The Initial Ruleset
The first Speaker of MicroNomic is Pascal (email@example.com).
The Speaker is required to maintain a record of the current gamestate.
Players may make proposals to alter the gamestate,
possibly changing the rules, by sending them to the speaker;
the speaker distributes proposals to all players upon eir reciept.
Such proposals are numbered, as are the rules, with both new proposals
and new rules receiving the smallest positive integer not previously assigned
to another proposal or rule, respectively. A proposal must state explicitly
how it would change the ruleset, and takes effect if at least 50%
of all players vote for it.
