[Nomic02] Ratified: Moved Goalposts

The following proposal has been agreed unanimously (explicitly by
Jota, jwalrus, and baf; implicitly by Roger and me) and will come into
effect as the removal of Rule 15 and the addition of Rule 148 in one
hour from the timestamp of this message.

  Moving the Goalposts [Psmith]

  Remove Rule 15.

  Any player added to the game automatically receives 10 brownie
  points. Any player who manages to accrue three hundred and fifty
  (350) brownie points will immediately win the game.
