Any call for judgement that is required on a rule or propostion that involves a member of a political party, cannot have as its judge a member of that political party. Furthermore, neither can the judge be a member of any other political party.

Proposal 409- Mon Feb 12 8:15pm 1996

Paul Swan
Decision: Rejected

any player who wishes to have more than one vote at any given time may recieve multiple votes if they follow the following rules:

1. they first send a message to the speaker, and the tabulator, stating what proposals they intend to have multiple votes on, and how many votes they intend to use.

2. a public message be sent which violates the politeness moon rule.

Proposal 421- Wed Feb 21 12:30am 1996
Proposal Revision
Robert Sevin (Mitchell Harding)
Decision: Accepted

If the author of a proposal discovers that it contains a flaw, he may write to the Speaker and inform them of what the correct version of the proposal ought to be. The Speaker will suspend voting on the proposal at this time, and will treat the matter as if it were a call for judgement. The Speaker will select a judge according to the rules for doing so, and the judge must return one of the allowed verdicts.

If the verdict is True, then the revision will be applied to the proposal. All votes cast on the proposal, in it's previous form, will be void and will not be counted. The proposal will then be voted on for the remainder of the voting period that was previously left to it (prior to the change), or for 4 days, whichever is longer.

If the verdict is False, then the revision will not be applied to the proposal. All votes cast on the proposal will remain valid, and the proposal will continue its voting period as normal.

If the verdict is Undecided, another judge will be selected according to the rules for doing so.

If the players disagree with the verdict, they may overturn the judgement by the standard rules for doing so. Voting on the altered proposal will be suspended while the overturning process is being undertaken.

If the decision is overturned, the proposal will be returned to its original form, and the voting will begin again, with all old votes not counted. The proposal will then be voted on for the remainder of the voting period that was previously left to it (prior to the change), or for 4 days, whichever is longer.

If the decision is not overturned, the proposal will continue its voting period as normal.

There can be no more than one attempt to overturn a given decision. No proposal may be revised more than 3 times. A suggested revision that is not implemented does not count against this tally. The judge will base his decision off the following guidelines: If revision meets one or more of the following criteria, it is acceptable:

1) The revision is merely a cosmetic change (i.e. correction of a typo, misspelling, etc)
2) The revision retains the general idea of the proposal, only changing the details
3) The revision is desired by a majority of the players (more than 50%)
4) The revision makes the proposal make sense where it did not before.

Amending Rule 304
Robert Sevin (Mitchell Harding)
Decision: Accepted

I propose to amend Rule 304 from :

to:

"No player may cast a vote of no more than 7 times consecutively. Abstention from a vote does not count as making a series of votes nonconsecutive. In other words, no one can vote No for more than 7 proposals before having to vote Yes for one. The "ordering" of the votes cast will be ordered based on the numbering of the proposals. Therefore you could not vote No for Proposals 401-408 and Yes for Proposal 409, no matter what order the votes were cast in. Rule 102/0 (Immutable)

Proposal 444- Tue Feb 27 9:45am 1996
Overturning CFJ 118
Dr McSpong (Julian Richardson)
Decision: Accepted

Overturn CFJ 118.

My reasoning.

It is my opinion that CFJ 118 should have been judged to be TRUE, for several reasons.

1) I claim that the phrase "rule change" which appears numerous times in the Rules of Ackanomic means "change to the set of rules". Thus, it includes all kinds of proposals as defined in rule 103.

2) In my opinion, the CFJ hangs on the meaning of the phrase "upon becoming a Rule" in rule 343. If we interpret this to mean "when it becomes a rule", then 343 is inconsistent with 103, since amendments, for example, do not become rules. However, if we interpret it to mean "if it becomes a Rule", then rule 343 will only affect the mutability of new rules, not of amendments etc. From this point of view, it is clear that the spirit of the game requires that CFJ 118 should be judged TRUE.

Proposal 445- Wed Feb 28 12:30pm 1996
Repealing Rule 323
Gumby (Neil Griffin)
Decision: Accepted

I propose to repeal Rule 323.

Proposal 446- Thu Feb 29 11:45am 1996
Amending Rule 343
Robert Sevin (Mitchell Harding)
Decision: Accepted

I propose to Amend Rule 343 from

"Any proposal that is passed unanimously automatically becomes an immutable rule."

to:

"This rule does not apply to proposals that amend, repeal, or transmute rules. It only applies to proposals that create new rules. When such a proposal passes unanimously, creating a mutable rule, that new rule automatically becomes an immutable rule, retaining the same rule number it had prior to this transmutation. Any proposal that is voted against unanimously creates a new rule as if it had been voted for unanimously. This rule then becomes an immutable rule, following the procedure described previously."

Proposal 447- Thu Feb 29 11:45am 1996
Definition of Unanimous
Robert Sevin (Mitchell Harding)
Decision: Accepted

A vote is said to be unanimously voted for if all of the votes cast (ignoring abstentions) were Yes votes, and a quorum of players cast votes other than abstentions. A vote is said to be unanimously voted against if all of the votes cast (ignoring abstentions) were No votes, and a quorum of players cast votes other than abstentions.

Proposal 448- Tue Mar 5 2:15pm 1996

New Players
Wayne (Wayne Sheppard)
Decision: Rejected

When a person registers as a player, they shall have full rights as a player. They may cast votes on any proposal that are currently in thier voting period.

Newly registered players shall start out with a number of points equal to the average of the rest of the active players.

Proposal 450- Thu Mar 7 6:00pm 1996
Blackballing
Wayne (Wayne Sheppard)
Decision: Rejected

When a player submits a CFJ, the player submitting the CFJ may "blackball" up to two players. The blackballed players shall not be eligible to judge the CFJ. The CFJ must clearly indicate which players are to be blackballed.

If there are no eligible players left to judge a CFJ, then no one shall be blackballed.

This Rule takes precedence over all other Rules that deal with selecting a Judge.
