Official Documents include the Rules, player's scores, proposals, Votes cast and voting records maintained by the Speaker, the list of current players, and any other document so designated by the Rules. ===== 1.4 ===== Rule 1.4 ===== In a conflict between a mutable and an immutable Rule, the immutable Rule takes precedence and the mutable Rule shall be void in so far as it is conflicts with the imutable rule. For the purposes of this rule a proposal to transmute an immutable Rule does not "conflict" with that immutable Rule. ===== 1.5 ===== Rule 1.5 ===== Where Mutable Rules conflict with one another, and where Immutable Rules conflict with one another, the Rule(s) with the lowest Rule Number(s) take precedence. If a Rule explicitly says that one of the conflicting Rule(s) or type of Rule(s) takes precedence over or defers to another of the conflicting Rule(s) or type of Rule(s), then such provisions shall supersede the numerical method for determining precedence. If the Rules are in conflict over which Rule(s) of a group of conflicting Rules takes precedence or defers to the other Rule(s) in the group, the numerical method again governs. ===== 1.6 ===== Non-Retroactivity ===== No Rule Change may take effect earlier than the moment of its adoption, even if its wording explicitly states otherwise. No rule change may have retroactive application. ===== 2.1 ===== Ballots ===== Ballots are held to make a decision among a set of choices. These choices must be specified by the Rule calling for the Ballot. Each player may cast one Vote in each Ballot, unless specified otherwise by the Rules. ===== 2.2 ===== Vote Keeper ===== A Ballot is run by a Vote Keeper. At the beginning of the voting period, the Vote Keeper must announce the issue being voted on. It is the duty of the Vote Keeper to record and tabulate the Votes. The Vote Keeper may not reveal any Votes until the end of the voting period. ===== 2.3 ===== Voting ===== Votes are cast by telling the Vote Keeper what issue is being voted on and which of the valid choices is being voted for. Votes may only be cast during the voting period of the Ballot. Players may not change their Votes once they have been cast. The voting period ends at the end of the period alloted to the Ballot. ===== 2.4 ===== Default Voting Period ===== All Ballots shall, by default, be allotted 7 consecutive days starting at the date and time the Ballot was announced. This Rule defers to any Rule specifying details of how the Ballot shall be conducted. ===== 2.5 ===== Voting Results ===== When the voting period ends, it is the duy of the Vote Keeper to announce how each Player voted and the result of the Ballot. This announcement must be made as soon as possible after the conclusion of the voting period. ===== 2.6 ===== Winning a Ballot ===== In each Ballot, a Choice receiving: - more Votes than any other Choice has minority support - more Votes than all other Choices combined has majority support - all Votes cast has unopposed support - Votes from over 50% of players has absolute support - Votes from over 67% of players has overwhelming support - Votes from all players has unanimous support ===== 2.7 ===== Quorum ===== A Quorum is a minimum voter turn out for a Ballot to suceed. If a Ballot has a required Quorum and the number of players voting in that Ballot does not reach than that Quorum, then the Ballot has failed. A Ballot in which a Choice receives unanimous support has reached Quorum. ===== 2.7.1 ===== Default Quorum ===== Default Quorum is the greater of 2 and 33% of the current players. ===== 2.7.2 ===== Immutable Quorum ===== Immutable Quorum is double the Default Quorum. ===== 3.1 ===== Rule 3.1 ===== There must always be at least one mutable Rule. The adoption of Rule Changes must never become completely inpermissible. ===== 3.2 ===== Rule 3.2 ===== A Rule Change is any of the following: - the enactment of a new rule - the repeal of an existing rule - the amendment of an existing Rule ===== 3.3 ===== Rule 3.3 ===== Rule Changes that affect rules needed to allow or apply Rule Changes are as permissible as other Rule Changes. Even Rule Changes that amend or repeal their own authority are permissible. No Rule Change or type of move is impermissible solely on account of the self-reference or self-application of a rule. ===== 3.4 ===== Rule 3.4 ===== All Rule Changes proposed in the proper way shall be voted on. They will be adopted if and only if they receive majority support and Quorum is achieved. ===== 3.5 ===== Rule 3.5 ===== Any proposed Rule Change must be written down (or otherwise communicated in electronic media) before it is voted on. If adopted, it must guide play in the form in which it was voted on. ===== 3.6 ===== Rule 3.6 ===== Rule Changes that transmute immutable rules into mutable rules will be adopted if and only if the Ballot has Absolute Majority Support and Immutable Quorum is achieved. The Quadrumvirate, composed of Ben Aveling, Thomas Lumley, Thomas Lumley and Ben Aveling did so on the 11 July 1995 ************************** Mutable Rules ******************* ===== 11.1 ===== Points ===== All Players begin with 0 points. Points may not be gained, lost, or traded except as explicitly stated in the Rules. ===== 11.2 ===== Point transfers ===== A player may voluntarily transfer any number of points from themselves to any other player, by sending a message stating so to the Public Forum, within the following limits: a) a player may only transfer a positive integral number of Points b) a player may not transfer more Points than he/she currently has c) a Points Transfer may not take place if, after the Transfer, the recipients score would be over 90% of the points needed to win ===== 11.3 ===== Winning by Points ===== The first player to have the number of points specified in the Scroll of the Grand Vizier 7 or more days after the Scroll of the Grand Vizier was last modified wins. If more than one player achieves this condition simultaneously, all such players win. When a game ends in this manner: * It is the duty of the Speaker to randomly select one of the winners, who is appointed to the Office of the Grand Vizier. * All players' scores are set to 0. * A new game is begun. All Official Documents retain the status they had at the end of the old game, except where the Rules specify otherwise. ===== 11.3.1 ===== Scroll of the Grand Vizier ===== The Scroll of the Grand Vizier is an Official Document. It describes the number of points required to win the game. If the Scroll of the Grand Vizier is empty, it shall be modified to contain the sentence "At least 100 points are needed to win." The Grand Vizier may, by Executive Order, modify the number of points specified by Scroll of the Grand Vizier. The Scroll of the Grand Vizier may be modified to indicate any specific number of points, but may not make reference to any particular Player or circumstance. This Executive Order may be may be performed only once per game, and may only be executed within one week of the beginning of the game being announced. ===== 11.4 ===== Winning by Paradox ===== If a player believes that the Rules are such that further play is impossible, or that the legality of a move cannot be determined with finality, or that a move appears equally legal and illegal, then the player may invoke Judgement on a Statement to that effect. If the Statement is judged TRUE, then the player who invoked Judgement shall be declared the winner of that game, and the game ends, with no provision for starting another game. This Rule takes precedence over every other Rule determining the winner of the game. ===== 11.5 ===== The Meta-Scoresheet ===== The Meta-Scoresheet, an Official Document, shall list the winner of each completed game, when it was won, and a description of how it was won. It is the duty of the Meta-Scorekeeper (an Officer) to maintain this document, and distribute it to the Public Forum as soon as possible at the start of each game, and whenever a player requests it. The Meta-Scorekeeper shall receive two points immediately after a new game has started. ===== 11.6 ===== Pity Pension ===== At the beginning of a game, all players who have not won the last Tabula nomic game will be given 5 points. It is hoped that this pension will ease the trama and emotional strain that must burden these losers. ===== 12.1 ===== Calling for Judgement ===== Any Player may invoke Judgement by submitting a clearly labeled Statement for Judgement to the Public Forum. This creates a Call for Judgement, or CFJ. CFJs cannot be created in any other way. CFJs are Official Documents, maintained by the Bar Keeper. When a CFJ does not have an associated Judge, then a Judge shall be selected for that CFJ. ===== 12.2 ===== Selection of the Judges. ===== When it is announced that the rules have called for selection of a Judge, the following numbered events shall immediately occur in order. 1. All active Players' Acuity shall increase by 1. 2. The Bar Keeper shall select a Judge at random from all Players currently Qualified w.r.t that CFJ. Each such Player shall have a chance of being selected equal to the Acuity of that Player divided by the Total Acuity of all qualified Players. 3. Each Player's Acuity shall decrease by the largest integer below or equal to 10% of their Acuity. It is the duty of the Custodian of the Bar to reveal the identity of the Judge to the Public Forum as soon as possible after the Rules call for the selection of a Judge. ===== 12.2.1 ===== Judicial Qualification ===== Each Player shall be either Qualified or Disqualified with respect to each Call for Judgement. A Player shall be Qualified unless otherwise stated by the Rules. ===== 12.2.1.1 ===== Restrictions on Judicial Qualification ===== Until such time as a Judgement is Returned each Player is Disqualifed w.r.t to a CFJ if: - they invoked the CFJ - they have previously served as the Judge of that CFJ - they were named as Disqualifed by the invoker in the original submision of the CFJ. Only one Player may be so named in any CFJ. - they have an Acuity less than 9 - they are currently on hold If a Judge becomes Disqualified, then that Judge has Failed to Return Judgement. ===== 12.2.1.2 ===== Additional Restrictions on Judicial Qualification ===== A Player shall become Disqualified w.r.t a CFJ if a request for that Players Disqualification is sent to the public forum by - at least 30% of the current Players or - the Player in question Such requests must be sent within 72 hours of the anouncement of the Judges identity. Each Player may send only one such message for any particular CFJ. If a Judge is so Disqualified, then any Judgement already Returned is considered not to have been Returned. The penalties prescribed by Judicial Duties shall not apply when a Judge is Disqualified by this rule. This rule overrides Judicial Duties. ===== 12.2.1.3 ===== Emergancy Judicial Qualification ===== If no Player would otherwise be Qualified w.r.t a CFJ then all Players are Qualified for that CFJ, and are considered to have equal Acuity for the purposes of selecting a Judge for that CFJ. This rule overrides all rules affecting the selection of Judges. ===== 12.2.2.1 ===== The Measure of Acuity ===== Rule There is an Official Document known as the Measure of Acuity. This document shall contain only player names followed by integers, one such pair per line. Each of these integers shall be known as the Acuity of the player which they immediately follow. If a player's name is not listed in this Document, their name shall be added to this document, followed by an Acuity of 1. If a player leaves the game, the line containing their name shall be removed. It is the duty of the Custodian of the Bar to accurately maintain this document and distribute a facsimile of it to the Public Forum as soon as possible after a Judgement has been called for. ===== 12.2.2.2 ===== Judicial Acuity Adjustement ===== Two Ballots shall be called when Judgement is returned to the Forum. These Ballots may be known as the Caller Feedback Ballot and the Judge Feedback Ballot. For both of these Ballots, the Custodian of the Bar shall be the Vote Keeper, and the possible Votes shall be SOUND and UNSOUND. When the result of the Judge Feedback Ballot is announced the Acuity of the Judge of the returned Judgement shall be increased by one for every SOUND Vote cast then reduced by one for every UNSOUND Vote cast. When the result of the Caller Feedback Ballot is announced the Acuity of the caller of the returned Judgement shall be increased by one for every two SOUND Votes cast then reduced by one for every two UNSOUND Votes cast. The Judge's decision shall be considered made regardless of the ratio or number of Votes cast. ===== 12.3.1 ===== Legal Judgements ===== Once the identity of a Judge has been anounced, that Judge has one week in which to Return a Legal Judgemnet. That is, a message submitted to the Public Forum saying that the statement is either TRUE, FALSE, or UNDECIDED. The Judgement may be accompanied by reasons and arguments, but such reasons and arguments form no part of the Judgement itself. When a Legal Judgement is Returned: - It's Judge shall recieve 2 points - The CFJ and Judgement shall be added to the Judicial Record - if the Judgement is either TRUE or FALSE then so is the statement being Judged, at least until circumstances change. If Judgement is not Returned within the alloted week then its Judge has Failed to Return Judgement. ===== 12.3.2 ===== Judicial Priors ===== The Nomic Week begins at midnight, AEST, on the first of each month and lasts for the rest of the month. ===== 12.3.3 ===== Failure to Return a Judgement ===== If a Judge Fails to Return Judgement - they shall lose 10 points - their Acuity shall be reduced by 10 - they shall cease to be the Judge of that CFJ and a new Judge shall be selected. It is the duty of the Custodian of the Bar to inform the Public Forum of these events. ===== 12.3.4 ===== The Case Histories ===== Each Judgement shall have associated with it a number which is one greater then the number of the previously submitted Judgement. The first Judgement submitted shall be assigned the number 1. There is an Official Document known as the Case Histories. The Case Histories shall contain, for each Judgement, the following plainly marked information: The number of the Jugement, the Statement, invoker, and Judge of that Judgement, the Judgement itself, and any comments included by the Judge with the Judgement. It is the duty of the Custodian to distribute an accurate replica of the Histories to any player as soon as possible after recieving their request. ===== 13.1 ===== Freedom of Information Act ===== Players may, at any time, request the contents of a long-lived Official Document. The Player responsible for that Document must then supply a replica of that document to the reqesting player in an easily readable form as soon as possible. ===== 13.2 ===== Silence is Golden ===== Where an official document has not changed since the last time an accurate copy of it was posted, there is no requirement to post another copy of that document. This rule overrides any mutable rule requiring a copy of an official document to be posted, unless that rule specifically and explicitly overrides this rule. ===== 13.3 ===== The irrelevance of typographical errors. ===== Differences in spelling, grammar, punctuation, dialect or the substitution of a word or phrase by a synonym as well as whitespacing and capitalization changes are inconsequential in all forms of Nomic communication, as long as there is no ambiguity in meaning, and the English language or terms generally accepted by the players is used. ===== 13.4 ===== Lifetime of an Official Document ===== An Official Document is "short-lived" if that document is known to have finite lifetime. An Official Document that is not "short-lived" is "long-lived". ===== 13.5 ===== Default record-keeping ===== If no other player is responsible for the maintenance of an Official Document, then it is the duty of the Speaker to maintain that Document. ===== 15.1.1 ===== Agenda Contents ===== An Agenda is a short-lived Official Document containing a positive number of bills, and any amount of commentary text. The bills, and the commentary text, must be clearly labeled and delimited, and the Agenda itself must be clearly labeled. Once created, nothing may be added to or subtracted from the contents of an Agenda. ===== 15.1.2 ===== Agenda bills ===== Agenda bills are defined to be Proposals and Resolutions. Nothing else can be an Agenda bill. Agenda bills must belong to exactly one Agenda; nothing which may be an Agenda bill may exist in any form other than that of an Agenda bill. ===== 15.1.3 ===== Creating Agendas ===== Players create Agendas by submitting them to the Public Forum. All the parts of an Agenda must be submitted in a single document. All the part of an Agenda must be distributed in a single document. This Rule takes precedence over all Rules which restrict the method of submitting or creating entities which may be bills. ===== 15.1.4 ===== Voting on an Agenda ===== When an Agenda is created a Ballot is called upon that Agenda. The Vote Keeper for an Agenda is the Player who submitted the Agenda. The legal Choices are FOR and AGAINST. Support for the FOR choice is synonomous with support for the Agenda. Properties of the Ballot such as voting period are also properties of the Agenda. Agendas cease to exist at the end of their voting period, as do their contents. ===== 15.1.5 ===== Agenda Passage ===== An Agenda must achieve Majority Support and Default Quorum to pass. An Agenda which Creates, Amends or Repeals any Immutable Rules must recieve Absolute Majority Support and achieve Immutable Quorum to pass. This includes both currently Immutable Rules, and Rules which would be made Immutable by the passage of the Agenda. When the passage of an Agenda is announced, all Bills contained in that Agenda pass, in the same order as in the Agenda. ===== 15.1.6 ===== Points for Agenda Results ===== At the end of the voting period of an Agenda, the player who created the Agenda shall receive one point for each FOR vote cast in that Ballot, then lose one for each AGAINST vote cast in that ballot. ===== 15.1.7 ===== Points for voting on Agenda Bills ===== At the end of the voting period of an Agenda, one point shall be given to each player who voted upon it. ===== 15.1.8 ===== Agenda limits ===== No Player may submit more than three Agendas per Nomic week. ===== 15.2.1 ===== Proposals Sections ===== [Amended by Ben Aveling, 20 Oct 1995 ] Each proposed Rule Change is composed of some or all of the following Sections. Each Section must be preceded by its name (specified here within angle brackets.) The name of each Section must be at the beginning of a new line. Only the Text Section may contain newlines. Sections must be in the same order as below. This section describes whether this Proposal creates, amends, or repeals a Rule. Unless the Proposal is to create a Rule, the Action section must also specify the Rule that is being amended, or repealed. The Action section is required in all Proposals. The Title section contains the Title of the Rule, a short description of the rule (no more than 70 characters). It may not be the same as the Title of any current or proposed Rule, other than the Rule this Proposal is proposing to amend, if any. Titles shall be considered the same if they can be made textually equivalent by removing all whitespace from each Title. The Number section contains the Number of the Rule, 2 or more positive integers seperated by dots, for example "1.2" or "3.4.5". It may not be the same as the Number of any current or proposed Rule other than the the Rule this Proposal is proposing to amend, if any. The Mutability section specifies the Mutability of the Rule. Rules may either be specified as Mutable or Immutable. The Text section contains the Text of the Rule. ===== 15.2.2 ===== Proposal Contents ===== Create Proposals contain all sections. If the Mutability secion is not explicitly present it is implicitly present, containing the word Mutable. All other sections must be explicitly present. Amend Proposals contain all sections. Any section not explicitly specified is implicitly present, with the same contents as the Rule as at the instant the Proposal was created. Repeal Proposal contain only the Action section. There are no other types of Proposals. ===== 15.2.3 ===== Legality of Proposals ===== As long as a proposal is legally submitted, it shall be considered a valid proposal, even if the definition of what constitutes a valid proposal should change while that proposal is up for vote. This rule overrides all mutable rules. ===== 15.2.4 ===== Proposal Passage ===== When a Proposal to Create or Amend a Rule passes, all of the Proposal but the Action section will become the text of the specified Rule. When a Proposal to Repeal a Rule passes, that Rule ceases to be part of the Rule Set. ===== 15.2.5 ===== Legislative Record ===== There is an Official Document known as the Legislative Record. For every Proposal that passes, the Legislative Record shall contain the following information: * The name of the Player who proposed the Rule Change. * The date and time the Rule Change was enacted. * The nature of the change - Amendment, Creation or Repeal. * The Rule's Title, Number and Mutability. * Any change in Title, Number and/or Mutability. ===== 15.2.6 ===== Bonus for small proposals ===== Whenever a Proposal passes that is no longer than ten lines (blank lines not included) and that counts less then 80 characters per line (trailing blanks not included), the Player to propose that Proposal shall receive one Point. ===== 15.3 ===== Resolutions ===== A Resolution is a short-lived Official Document describing a modification to any long-lived Official Document except the ruleset. ===== 15.3.1 ===== Resolution Format ===== A Resolution consists of two sections. Each section must be preceded by its name (specified here within angle brackets), and the name of the section must be at the beginning of the line. This section unambiguously describes the Official Document to be modified. This section unambiguously describes the modification to be made to the document. The Resolution itself must be clearly delimited. ===== 15.3.2 ===== Resolution Passage ===== When a Resolution passes the prescribed modification takes effect. ===== 16.1 ===== Take Care, Vote Keeper! ===== If at least two days have elapsed since the end of a voting period, and the relevant Vote Keeper has not yet revealed or has misrepresented the Votes cast in that Ballot and a player explicitly announces this fact to the Public Forum, then that Vote Keeper shall incur a one time penalty of three points. ===== 16.2 ===== Votron Semantics ===== Votrons are short-lived Official Documents containing the name of the Player who possesses it and a date, known as a "timestamp". A Votron disappears in a puff of virtual smoke on the exact date of the timestamp. ===== 16.2.1 ===== Votron Ownership ===== The Player whose name appears on a Votron may replace the name on the Votron with that of any Player by posting a message to the Public Forum stating that they Player is doing so. ===== 16.2.2 ===== Votron Casting ===== The Player whose name appears on a Votron may cast the Votron by posting a message to the Public Forum stating that they are doing so, and uniquely identifying a current Ballot for which they are not the Vote Keeper. Votrons disappear in a puff of virtual smoke when cast. That player is then entitled to an extra Vote in that Ballot, so long as the number of extra Votes already cast via Votrons is less than the number of Active Players who do not vote in that Ballot by the close of Voting. Note that it may not be clear until the close of voting exactly how many votes a Player is entitled to (have) cast. ===== 16.2.3 ===== Extra Votes ===== By default multiple votes cast by one player are for the same option as the first vote cast. If a player wishes to vote for multiple Choices, they must do so in an identifiable order. This order can not be changed once it is announced. Votes already cast are automatically prior to later votes. ===== 16.2.4 ===== Votron maintainance ===== There exists an official document recording the number of Votrons posessed by each player, and the timestamps of those Votrons. ===== 16.2.5 ===== Vine Vice Votrons ===== When an agenda passes unopposed the player who proposed that agenda shall receive one votron. The expiry date on the votron shall be 4 weeks from the close of voting. ===== 16.3 ===== Popular poll ===== A Popular Poll may be called for by the rules to make a decision from a set of choices. These choice must be specified by the Vote Keeper when announcing the Poll unless the Rule calling for the Poll specifies the choices. The decision shall be made if and only if the number of Votes received is at least the Default Quorum. If so, after voting closes, the Vote Keeper shall randomly select one choice as the winner of the poll. Each choice shall have a relative probability of winning equal to that choices share of the total Votes cast for all choices. Everything that is true of a Ballot is also true of a Poll, except where the Rules specify otherwise. ===== 17.1 ===== Syntax of the List of Players ===== [amended by Thomas Lumley, 3 Nov 1995] A Player is a person for whom there is an entry in Part One of the List of Players Part One of the List of Players contains a series of entries with the following information * The name of the person that is the Player, and additional information used to distinguish that person from any other person. * The person's email address, or addresses. * All Offices held by the Player. * Whether or not the Player is on hold.(load "five1") Adding a person's name to the List of Players is synonymous with adding all the above information. Part two of the List of Players indicates which Offices are vacant. The list of Players contains no other text. The list of Players is also known as "the Roll". ===== 17.1.2 ===== Infallibility of the Official Documents ===== [created by Thomas Lumley, 3 Nov 1995] If the Official Documents contain inconsistent references to the same Player then these shall be resolved as follows as soon as the discrepancy is reported to the Public Forum: If two or more incompatible values of a numerical quantity are attributed to the same player then the minimum of the separate quantities is the correct value If the Documents show that a Player has both taken and not taken an action then the Player has taken the action. If the Documents show that a Player both holds and does not hold an office then the player holds the office. This rule takes precedence over all other rules for determining the contents of Official Documents except those that explicitly override it. ===== 17.2 ===== Contracts ===== a. A Contract may be made between any number of Players. The Players agreeing to a Contract are known as "Participants". b. Participants must abide by the provisions of a Contract. c. A Contract may not stipulate when or if a Player shall rule on a Judgement. d. A Contract may not stipulate that a Player leave the game. e. Should a Rule and a Contract come into conflict, the Rule will always take precedence over the Contract. At no time shall a Contract be interpreted as requiring a Player to violate any Rule. f. In order to agree to a Contract, each Participant must submit a message to the Public Forum consisting of two parts. The first part contains text indicating that the Player distributing the message agrees to the Contract. The second part contains the Contract. ===== 17.3 ===== Derilictiuon of duty ===== Where a player is bound by rule or contract to perform some duty by a particular time and date and they have not done so, any other player may inform the Public Forum of this oversight. The original player is then said to be in dereliction of that duty. If the derelicted duty is an official one, the second player may appoint themselves the new holder of that office. If so, the derelict player shall be penalized four times the salary for the office in question. Otherwise, the message may include a second message containing whatever text is required to discharge the neglected duty, and no other. This second message is considered to have been sent by the derilect player, for the purpose of discharging the neglected duty, only. ===== 17.4 ===== Deregistration of inactive players ===== If an Active player has failed to post a message to the Public Forum, cast a Vote, submit an Agenda, or submit or return a CFJ for 2 consecutive Nomic Weeks and another player announces this fact to the public forum then the inactive player shall be deemed to have left the game. ===== 17.5 ===== Forfeit ===== When a Player forfeits, their name shall be removed from the list of Players and the list of scores, and any Offices that Player held shall be considered vacant. "Leaving the game" and "quitting" are to be considered equivalent to forfeiting. ===== 17.6 ===== Hold Status ===== At any time, a Player shall be in one of two mutually exclusive states: Active or On Hold. A Player is Active unless otherwise stated or implied by the rules. A player On Hold may not take, or be required to take, any game actions unless those actions are specifically permitted to or required of players On Hold. This rule takes precedence over any mutable rule which specifies the actions permitted to or required of players in general. An Active Player may go On Hold by sending a message to the Public Forum stating that they are going on hold until a specified date. They will return to active status at midnight on that date. Players cannot cannot go On Hold or return to Active Status in any other way. Office Holders may not go On Hold. This rule overrides any other rule prescribing a penalty as described above. ===== 18.1 ===== Offices ===== An Office is any set of functions so designated by the Rules.The functions which constitute an Office shall be carried out by the current holder of that Office. Only Players may hold Offices, and no Office may be simultaneously held by multiple Players. The holder of an Office is known as an "Officer". The act of adding or changing the holder of an Office is known as "appointing" the new holder to the Office. ===== 18.1.1 ===== Officer Succession ===== No player shall be appointed to an Office without consent. The player holding an Office may at any time send a message to the Public Forum resigning that Office. If the resigning Officer names a successor, and that successor sends a message to the Public Forum consenting to the appointment within 72 hours of being so named, the successor will be appointed to the Office. This rule is not sufficient for any officer to receive a salary. ===== 18.1.3 ===== Officer Handover ===== When a player acquires an Office, the old Officer (if one exists) shall, as soon as possible and to the best of their ability, give their successor all documents and information in its possession which are necessary to perform the duties and responsibilites of that Office, as well as any information it deems at least reasonably helpful for the performance of these duties and responsibilities. ===== 18.1.4 ===== Vacant offices ===== If an Office other than that of the Speaker is created and the rules do not specify a player who initially holds that Office, or if at any time an Office other than that of the Speaker becomes vacant, then a Player shall be randomly selected for that Office. If at any time the Office of the Speaker is vacant, the last player to have submitted an Agenda before this vacancy shall be appointed as Speaker. Whenever the rules call for a Player to be randomly selected for an Office: 1. It is the duty of the Speaker to, as soon as possible, send a message to the Public Forum announcing the vacancy and requesting volunteers for the Office. Any player may volunteer for the Office by sending a message to that effect to the Public Forum within 72 hours. 2. It is the duty of the Speaker to, as soon as possible but not less than 72 hours after announcing the vacancy, randomly choose a Player from among all volunteers, or, if there are no volunteers, from among all Active Players, and send a message to the Public Forum offering that Player appointment to the Office. 3. If the chosen player volunteered for the Office, they shall have consented to be appointed to that Office. Otherwise, the chosen Player may, within 72 hours of this message, send a reply to the Public Forum consenting to or refusing appointment to the Office. If they fails to send such a reply within 72 hours, they shall have refused appointment. 4. If the chosen player consents to the appointment, they shall immediately be appointed to the Office in question. If the chosen player refuses appointment, then they shall lose 3 points, and it is the Speaker's duty to repeat the selection process from step 2. ===== 18.1.5 ===== Default rules for Executive Orders ===== An Executive Order is a decree made by an Officer which has some immediate effect on the Game State. The Executive Orders available to any given Office, and the way in which they may be used are specified in the rules governing that Office. Executive Orders may, in general, affect the Game State in arbitrary ways, but rules for Offices' Executive Orders may not conflict with this one. This rule takes precedence over all rules for Offices where they may conflict. Any office capable of making an Executive Order has an associated offical document called an Executive Record. All executive orders are logged in the Executive Record for that Office. The player holding that office has responsibilty for maintaining its Executive Record. Executive orders do not take effect until the Public Forum has been informed of their execution. ===== 18.2.1 ===== The Office of the Speaker ===== There is an Office known as the Speaker. Where rules governing the Speaker conflict with the default rules for Offices, the rules governing the Speaker shall always take precedence. The duties of the Rulekeeper are to - maintain an accurate copy of the Rules - maintain a copy of the Legislative Record, as accuratly as possible The Rulekeeper's duties also include the posting of the copy of the Rules to the Public Forum at least once every Nomic Week. The Salary of the Rulekeeper shall be 3 Points per Week. ===== 18.2.4 ===== The Office of the Scorekeeper. ===== There shall be the Office of the Scorekeeper. The duties of the Scorekeeper are: 1. Maintaining a document which reflects, to the best of the Scorekeeper's knowledge, how many points are posessed by each current player; 2. posting this document to all current players no less than once every Nomic Week; 3. notifying all current players in the event of a win on points. The Scorekeeper shall receive the default salary on the default payday. ===== 18.2.5 ===== The Office of Custodian of the Bar ===== There exists the Office of Custodian of the Bar, also known as the Bar Keeper. It is the duty of the Custodian of the Bar to administer Calls for Judgement, as outlined in the Rules. The duties of the Ambassador include: * Discovery of long-running Nomic games in existence elsewhere in the world. * Keeping interested people informed on the state and nature of this game. * Keeping the Players informed of occurences in other Nomics of relevance to our game of Nomic. * Seek relations with other Nomic games that are in the best interest of our game. The Ambassador's salary is 1 point. This salary is awarded at the beginning of the first Nomic week of the month. ===== 18.2.7 ===== Emissaries ===== Emissaries are Officers. Each Emissary is associated with a particular Nomic game, and is known as the "Emissary to" that game. No more than one Emissary may be associated with any particular Nomic game. It is the duty of each Emissary to handle all Ambassadorial duties with respect to the Nomic game with which they are associated, and the Ambassador is absolved of those duties so long as the Office of Emissary for that Nomic game exists and is not vacant. This Rule takes precedence over "Ambassador". The Ambassador may, by Executive Order, create an Emissary to a Nomic game and simultaneously appoint a Player to the Office. The Ambassador may, by Executive Order, remove any Office of Emissary from the Roll. The Ambassador may not be an Emissary.
