I believe you and AAAAAAAAA! had refineries triggered by the cooldown that were not refining at the time. I ran a quick database query, and it doesn't look as though there are any other non cooling down refineries or SCVs that are currently refining. I may be wrong, but the worst that will happen is those refineries/SCVs will finish refining when they would have without the cooldown ending early.
