I think Hurricane is too damaging when compared to an actual Hurricane. I live in Florida, and Hurricanes really don't do much damage, despite what the media will say. I think the 5% chance of damage should be applied to the buildings as well. I think the Tornado could probably use this tweak, since Tornadoes don't really hit every single building in a region.

But otherwise, it's cool and really different. I like it.
