Jeff, on the proposals page if you can't currently create a proposal there is a message telling you as much. Could you maybe also remove the big text entry box and grey out the button too when you can't create either kind of proposal? Basically this would make the page look more like it does when your not logged in. I think it would be a little faster to determine that you still have proposals in voting status and this way and would save a little scrolling.
