As far as I can tell by reading Proposal #86, the only difference between a proposal and an exploit block is that an exploit block may not change rules, but may only stop players from doing a particular series of actions. Example: As noted below, using a Mask and a Timebomb and then jumping to the timebomb square is an exploit, and if the block is accepted, players will not be allowed to do that sequence of actions.

As far as I am concerned (and others may disagree, but that's what voting is for), abusing an exploit and then blocking it immediately is an exploit, and I am simply stopping players from doing that particular sequence of actions.
