Of course if a proposal benefits one player, everyone will (and should) vote no. But the problem is with a proposal that clearly harms one player. Example:

Proposal: ChinDoGu loses $5000.

Everyone except ChinDoGu would vote yes.

If the proposal referenced mutable characteristics of a player (such as cards, health, etc.) the player targeted could modify himself to avoid the clear discrimination.
