------------------------------------------------------------------------------ GARDEN NOMIC Proposals for Voting on in Week Eleven ------------------------------------------------------------------------------ Proposal 142 - Your Finger, You Fool [Multiple] (Kevan) { Comments : Basically simplifying and altering the rules for Exploration, since they seem a bit too complex and unrewarding. Notable aspects include the adding of discovered Locations through Proposal, so that new features of the Garden are more than just a name on the Map, and may have some special rules associated with them. This is implemented as a biased extra Proposal, so that other Gnomes can shoot it down if someone announces that they've discovered a Private Money Pit, or whatever. The probabilities of Expedition success are now in a simple table, rather than a confusing "If this and this then this" format - a nod to Murphy for the suggestion, there. I've also ditched the idea of Exploration Permits, since there's still no way to get them apart from being Fairy Liaison, and Knapsacks seem an obvious and easy replacement. } 1. I May Be Some Time [Amendment] Reword Rule II/1.13 to:- The majority of the Garden is uncharted and unexplored, and occasionally Gnomes venture forth across the wild lawn to discover hitherto unknown features of their world. Any Gnome may declare an Expedition by posting a message to the mailing list with the subject line "GN: Expedition", and content that details the destination (any Unexplored Location) and any number of other Gnomes e may be inviting along. A Gnome who declares an Expedition is known as an Expedition Leader. At any time within the next forty-eight hours, the invited Gnomes may reply to the message to confirm that they are joining the Expedition. (Gnomes may only declare or join an Expedition if it is to a destination adjacent to their current Grant Location, if they are in the same Grand Location as the Expedition Leader, if they are in Possession of a Knapsack, and if they are able to Walk.) After the forty-eight hours are up, or when all invited Gnomes have either joined the Team or rejected the invitation, the Expedition may set off (although the Leader may abandon the Expedition if e no longer wishes to pursue it). If an Expedition goes ahead, the Expedition Leader should roll a hundred-sided die and consult the following table to determine the result of the Expedition, based on the number of Gnomes in the Team (if any of those Gnomes has a Daring Explorer Medal, the Team is treated as having one extra member). At the end of the Week, those Groats are divided equally amongst the members of the Expedition Team, rounded down (all leftover Groats being given to the Expedition Leader). SS (Safe Spot) - The Expedition has discovered a new Private Location in the Garden, belonging to the Expedition Leader; e may make this a Common Ground Location instead, if e wishes. (The Expedition Leader may make one extra Proposal before the next Proposal Distribution Time, provided that it is an Enactment to add a new Private or Common Ground Location to the relevant Grand Location. This Proposal need only receive at least half as many AYE Votes as NAY for it to pass.) NL (New Location) - As above, except that a Common Ground Location is discovered. WA (Went Astray) - The Expedition Team loses its way somewhat, and gets caught in the undergrowth for a while before making its way back to the Garden. Each Gnome in the Team loses eir Knapsack and falls two Health Levels (unless this would take them to "Comatose", in which case they become "Incapacitated"). GA (Goblin Attack) - If it is Sunny, or if there are more Gnomes in the Team than Goblins beyond the Hedge, nothing happens. Otherwise, the Expedition Team is unfortunate enough to meet a group of Goblin scouts patrolling the area they have chosen to explore; all Gnomes in the Team lose eir Knapsacks and become Comatose. The Fairies then carry the Team back to the Garden Shed. 2. No More Permits [Amendments] In Rule II/1.6 (Voyage to the Bottom of the Garden), replace "The Palace is Out of Bounds to all Gnomes except the Fairy Liaison." with "The Palace is Out of Bounds to all Gnomes except the Fairy Liaison, who may treat it as Common Ground." Remove the last paragraph of Rule I/5.12 (Fairy Liaison). From Rule II/1.1 (The Garden), remove the text "No Gnome may ever go into the Wilds without a valid Exploration Permit. Such permits may only be acquired in accordance with the rules.", and also the final paragraph ("A Gnome does not need an Exploration Permit to..."). In Rule II/1.7 (Pond Life), replace "even if they have an exploration permit" with "and may not be the subject of an Expedition". In the Recipe Book, replace "A Gnome must own a Knapsack to obtain an Exploration Permit." with "A Gnome must own a Knapsack to declare or join an Expedition." 3. Daring Deeds [Amendment] Amend the Daring Explorer Medal to:- THE DARING EXPLORER MEDAL (Silver) Gained if: The candidate took part in an Expedition which found a new Location, or a Treasure Trove. Lost if: The candidate took part in an Expedition which Went Astray or saw an attack by Goblins. ----------------------------------------------------------------------------- Proposal 143 - The Trouser Precedence [Amendment] (Kevan) Reword Rule 0.2.8 (Rule Conflict) to:- If two or more Rules are in conflict, the more specific one shall take precedence over the more general, and the explicit shall take precedence over the implicit. If Rules are still in conflict after the above resolutions, the Rule which appears nearest the top of the Ruleset shall take precedence. If a Rule conflicts with itself, the first of its conflicting aspects shall be valid and all others overruled. ----------------------------------------------------------------------------- Proposal 144 - I Suppose a Raise is Out of the Question? [Multiple] (Kevan) Give the Cartographer a Salary of 3 Groats, adjust both Policegnomes' Salaries from 2 to 3 Groats, and remove the clause about the Construct Administrator's Salary being reduced if it is held by the Allotment Allotter. { Comments : The Cartographer was never given a Salary, since the Office was proposed the same Week as Salaries were. Still, three seems fair, since the job involves a fair amount of alertness and effort. The Policegnomes deserve an extra Groat as well, I feel. And the Rule about Construct Administrator having a lower Salary if held by the Allotter seems unfair, since I can't imagine it being any less effort were that the case. Not that I want (or could feasibly get) the Office, mind. } ----------------------------------------------------------------------------- Proposal 145 - Rethinking Gnommerce [Multiple] (Abirrond) 1) Lower the Sales Tax [Amendment] Amend the Commerce Medal described in Rule I/4.3 - How to Win, replacing the phrase "20 groat transaction fee" with "7 Groat Transaction Fee" 2) How Soon is When? [Amendment] Amend Rule I/5.24 - The Gnome of Commerce, adding the following text to the end of the first paragraph. The Results of Commerce are understood to occur upon endorsement by the GoC.  Receiving Gnomes enjoy immediate access to the items they have received. 3) Medalling with the Economy [Amendment] Amend Rule II/5.5 - Gnommerce, adding the following paragraph to the end: Commerce Requests may also include an indication that the Commercing Gnome is willing to pay the 7 Groat Transaction Fee.  This fee is optional, but is spent regardless of the outcome of the transaction. The transaction must be successful in order for the Gnome to be eligible for the Commerce Medal. {I seem to have left this out or it got lost in the shuffle.  Need the transaction fee (and successful completion of the transaction) for the medal. Just lowering the price.} ----------------------------------------------------------------------------- Proposal 146 - How Soon Is Now? [Multiple] (Abirrond) 1) Gizmorgasm [Amendment] Amend the Gizmo Medal described in Rule I/4.3 - How to Win to read as follows: THE GIZMO MEDAL (Bronze)    Gained if : The Gnome candidate has constructed 3 or more Gizmos during the course of the current Game. {If the recipe book started getting busy, keeping 3 Gizmo's on the shelf simply takes too long.  Make 'em and use 'em.  The CA will keep track of how many for you.  No "Lost if" clause.} 2) Is it live? Or is it Memorex? [Amendment] a) Amend Rule I/5.7 - Allotment Allotter, after the first Bullet list before the sentence which begins "At the Allotment-Turning Time..." add the following paragraph: Legal harvest of plants is considered to take place when the Allotment Allotter approves of and acknowledges the harvest request in private EMail to the harvesting Gnome and the Construct Administrator, noting also the removal of the harvested plant from the Allotment.  (This transaction is reported in the Allotment Update.) b) Revise the second bullet in the second bulleted list of the same Rule to read: Add any Plants which have been Planted, and resolve any outstanding Harvesting issues. {Ok - I'm not stipulating WHEN the AA needs to tell the CA.  The intent is that the AA will act in good faith, and LEGAL harvestings can be used in the construction of a construct during the week in which they are harvested, prior to the Turning-time.  After all - if the AA has *reported* a plant as being fully grown, 'e must surely recognize it is available for harvest.} 3) The CA Can do eir own Research [Amendment] a)Amend Rule II/4.3 - Constructs -R- Us, replacing the first paragraph with the following: To build a Construct, a Gnome must first send, by private EMail, an Intent To Construct notice (Subject line must read "GN: Intent to Construct") to the CA, specifying the Construct to be constructed. Unless it can be determined by CA, via communication with other officers, that the petitioning Gnome does not have the required components, the Construct is considered to be constructed.  The CA will make the required adjustments to eir records, and inform the relevant officers and the constructing Gnome of the relevant information. b) Add the following sentence to the beginning of the third Paragraph of the same rule (which begins "To use a Construct..."): A Construct may not be Used during the Week in which it is constructed. 4) Gnome of Inventory [Amendment] Replace all occurrences of "Construct Administrator" with "Gnome of Inventory", and all usages of the abbreviation "CA" used to signify the Construct Administrator with "GoI". ----------------------------------------------------------------------------- Proposal 147 - Order in the Court! (II) [Amendment] (Abirrond) { Mistress's Comment : I think I'll invoke the rarely-remembered clause of Rule I/2.1 that lets me split multiples into separate Proposals if I think they're too diversified and should be Voted on independently (I'd have rejected it, but am only reading it for the first time a few minutes before the Proposal Distribution Time). The former Proposal is applaudable and excellent, but this tacked-on amendment has nothing to do with it. } Replace the THE TEN MEDAL (Bronze) from Rule I/4.3 - How to Win with: The Ten Medal is no longer available. All current holders of the TEN MEDAL receive a "Lump of Bronze" in exchange for their TEN MEDAL, and the Construct Administrator will treat them both as inventory and as a Bronze Medal with respect to the Recipe Book, but they no longer count as part of a winning condition as described by this Rule. When no other "Lumps of Bronze" remain to be accounted for, this entire paragraph and medal will vanish from the Ruleset {I like the idea here, but it needs to be reformulated somehow, to account for proposals like this one.  We'll come up with something.} ----------------------------------------------------------------------------- Proposal 149 - Earth-rim walker seeks his meals [Amendment] (Cub)   Give the Hot Potato Medal to a random Active Gnome.   In the Rule named "How to Win", change the conditions by which it is gained or lost to the following: Gained if : A Gnome holding this Medal posted a message to the mailing list, stating that e wished to give this Medal to the candidate, or there was no Hot Potato Medal, in which case a random choice among the Active Gnomes takes place, and the candidate was chosen. Lost if : The Gnome has had the Medal since the end of last Week. If e did not post a message to the mailing list stating that e wished to give this Medal to another Gnome, e loses all of eir Medals.   {Moves the random distribution to the Gained section. This takes care of any method by which the medal could have been destroyed.}   ----------------------------------------------------------------------------- Proposal 150 - Only The Useful Parts [Multiple] (Cub)   {This contains only the reorganisation parts of "Revolution in Action" from last week, without actual changes.}   Here we go again [Divide] Create a new Chapter named "Politics" in Book I.   Safety Dance [Reorder] Rule I/5.10 {Political Parties} is moved to the Chapter "Politics". Rule I/5.20 {Blue Party Manifesto} is moved to the Chapter "Politics". Rule I/5.21 {Green Party Manifesto} is moved to the Chapter "Politics". Rule I/5.22 {Red Party Manifesto} is moved to the Chapter "Politics".   Rule I/5.14 {Nepotism} becomes Rule I/5.2. Rule I/5.23 {The Construct Administrator} becomes Rule I/5.14. Rule I/5.24 {The Gnome of Commerce} becomes Rule I/5.10.{Compacting chapter 5} ----------------------------------------------------------------------------- Proposal 151 - A Confusion of Yellow [Multiple] (Cub)   Hello Mellow Yellow [Amendment]   Change the first sentence of the Rule named "Political Parties" by changing "three Political Parties" to "four Political Parties" and by inserting ", the Yellow Party " just after "Blue Party".   Yellow Party Manifesto [Enactment, Chapter I/5]   If the Chapter "Politics" exists within Book I, move this Rule into that Chapter. This paragraph deletes itself regardless whether the Rule was moved or not.   The Yellow Party believes in encouraging progress. While the Yellow Party is in Power, a Gnome can gain the Knowledge Medal also by adding a Construct to the Recipe Book, and e will lose the Knowledge Medal if one of eir Constructs is removed from the Recipe Book. The Yellow Party believes in boldly going where no Gnome has gone before. While the Yellow Party is in Power, a Gnome will gain the Daring Explorer Medal also if e took part in a dangerous exploration, and a Gnome who took part in a failed exploration will not lose that medal. The Yellow Party believes the Goblins should stay outside the Garden, but takes a somewhat colder stance.   If there are at least as much Gnomes as Goblins while the Yellow Party is in Power, Taunting the Goblins is considered Just a Little Naughty, and Attacking the Goblins is considered Very Naughty.   If there are more Goblins than Gnomes while the Yellow Party is in Power, Attacking the Goblins is not considered Naughty. At the end of any week which began with more Goblins than Gnomes and the Yellow Party being in Power, all Gnomes who attacked the Goblins gain Groats equal to the number of Gnomes which didn't, and all Gnomes which didn't attack the Goblins lose Groats equal to the number of Gnomes which did.   Cub becomes member of the Yellow Party and Yellow Party Leader, then this paragraph will delete itself. -----------------------------------------------------------------------------
