    1. An Imperial Senator may submit a proposal to the voting queue at any time. A voting deadline is also attached to the proposal which is 4 days from the day THS posts the proposal. Once THS has posted the proposal, other Imperial Senators may send in a vote of YES or NO to HS. After the voting dealine has been reached and after tallying the votes there is a majority of Imperial Senators who have sent in a vote of YES, the proposal is passed to the Imperial Emporer for his judgement.
    2. TIE will judge each proposal submitted and accept, veto or ignore it. To ignore a proposal, the condition by which it is ignored must be explicit elsewhere in the ruleset.
    3. IE may, at any time, modify or remove any existing rule or enact new rules, by the issuing of a Proclamation. In addition, e may, at any time, issue a Directive calling for proposals in a certain area.
    4. HS may rewrite a proposal to clarify its meaning, as long as the rewriting does not alter the meaning.
    5. HS must publish, via the World Wide Web, the current set of rules, list of proposals, and scores of all TISs.
    6. HS will collect and tally votes for proposals and post the results online.

    1. Each submission will be numbered and a new rule will apply to all submissions numbered greater than or equal to its own proposal unless it specifies otherwise.
    2. When several rules apply at the same time, precedence as specified explicitly by the rules is applied first. Where there is no explicit or conflicting explicit precedence, the rules are applied from lowest to highest as far as possible without conflict
    3. "A" rules have precedence over "B" rules.
