Proposals 301-350

Proposal 301. Amend 201 to read
"Players shall alternate in order according to height, taking one whole turn apiece. Turns may not be skipped or passed, and parts of turns may not be omitted. All players begin with zero points. The player of the least height shall go first."  [Dylan; Failed, 1 vote to 2.]

Proposal 302. Amend rule 203 to read
A rule change shall be adopted if it receives two legally cast votes in its favor.  [Dan; Failed, 1 vote to 2.]

Proposal 303. The term "Immutable" shall be construed to mean that it can only be altered, or a new rule passed, with the assent of 2/3 of the total number of active players, acting meaning they have particiated within the last month, unless there are three players or less, in which case a majority must agree to the rule. If passed, this rule shall be numbered 117.  [Dave; Failed, 1 vote to 2.]

Proposal 304. All participants shall airmail Dove Bars to the house of Dylan Baker for breakfast on the second Tuesday of each month.  [Dylan; Failed, 2 votes to 1.]

Proposal 305. Create a new rule which reads:
The player who submits a rule change shall be assumed to vote in favor of its passage; however, the player may change this vote if the vote is not completed.  [Dan; Passed, 3 votes to 0.]

Proposal 306.  Amend rule 209 to read:
At no time may there be more than 15 mutable rules, unless the number of active players, meaning players that have been active within the last month, exceeds ten, in which case this rule will become invalid.  [Dave; Failed, 1 vote to 2.]

Proposal 307. Create a rule which reads:
Any player who cast a vote during the last cycle shall have the right to delay the current vote indefinitely. This shall be accomplished only by communicating the phrase "No matter now thin you slice it, its still bologna" to all other active players in the event of a live session, or to the sponsors of the latest 5 enacted rules/rule changes in the event of an email/mail session. This delay tactic shall be ended only by unamimous consent of all other participants, excluding the filibusterer. This unamimous consent is indigneous only to the rule herinabove, and is not bound by rules governing other votes.  [Dylan; Failed, 1 vote to 2.]

Proposal 308. Rule 207 is hereby amended to read:  Each player always has exactly one vote; however, this rule defers to any rule which changes the number of votes a player may cast.  [Dan; Failed, 1 vote to 2.]

Proposal 309. Transmute rule 207 to immutable.  [Dave; Failed, 2 votes to 1.]

Proposal 310. The phrase "Sense of the nomic" shall be construed to mean a request for an inpromptu aye or nay vote on an issue indpendent of a rule proposal. Sense of the nomic votes may be called for at any time, for any reason, but they always defer to 103-110. A simple majority is required to determine the sense of the nomic.  [Dylan; Failed, 1 vote to 2.]

Proposal 311.
(a) Rule 114 is hereby transmuted to mutable.
(b) Rule 114 is hereby repealed.  [Dan; Failed, 1 vote to 2.]

Proposal 312. Amend 206 to read: 206 If a player puts forth a rule that is voted down, that player shall recive -5 points.  [Dave; Passed, 2 votes to 1.]

Proposal 313. Amend rule 210 to read:
Players may not conspire or consult on the making of future rule-changes, excluding any motions on the table at the time.  [Dylan; Failed, 1 vote to 2.]

Proposal 314. Create a rule which reads: "Score" and "points" may not be created, destroyed, or transferred except according to the rules.  [Dan; Failed, 1 vote to 2.]

Proposal 315. Should circumstance dictate that only 2 players be able to participate in and complete votes, then a unaimous vote shall be considered "a majority."  [Dylan, 19 Jan 2003; Passed, 2 votes to 0.]I

Proposal 316. Create a rule which reads:
A misspelled word shall be treated as if it is spelled correctly if the word it represents can be unambiguously determined. [Dan, 19 Jan 2003; Passed, 2 votes to 0.]

Proposal 317. Should a person vote "nay" on a rule change of his own design and proposal, and should this rule change have been proposed solely and not in co-sponsorship with any other player, then that vote shall be considered an immediate resignation from the game.
i. This resignation shall last for a period of the next two votes, no matter what form they take.
ii. Upon reinstatement, the player shall lose half of his points, if his point total is >0, or shall lose 25 points if his point total is <=0. [Dylan, 19 Jan 2003; Passed, 2 votes to 0.]

Proposal 318. Create a rule which reads:
A proposal to correct the spelling and/or grammar of one or more rules is not an amendment within the meaning of rule 108 or its successors. [Dan, 19 Jan 2003; Passed, 2 votes to 0.]

Proposal 319: Add a line to rule 317 which reads:
iii. The proposal on the table shall be considered null and void, and it shall be removed from the agenda with no vote. [Dylan, 19 Jan 2003; Passed, 2 votes to 0.]

Proposal 320: Create a rule which reads:
Portions of a rule contained within <* and *> are comments used to guide play and are not binding. A rule-change which only adds and/or changes comments to one or more rules is not an amendment within the scope of rule 108 and its successors. [Dan, 19 Jan 2003; Failed, 1 vote to 1.]

Proposal 321. Amend rule 208 to read:
The winner is the first player to achieve 200 (positive) points.
In mail and computer games, the winner is the first player to achieve 400 (positive) points.

Proposal 322. Create a rule which reads:
If a rule-change is adopted which contains provisions which are against the rules, the player who proposed the rule-change shall earn ten points in addition to points awarded by any other rule. The provisions which are against the rules shall not have effect. [Dan, 19 Jan 2003; Passed, 2 votes to 0.]

Proposal 323.  For every 20 proposals, it shall be mandatory for at least one to result in the transmutation of an immutable rule, or the transmutation of a mutable rule. Should no transmutation occur, the most recently passed mutable rule shall become immutable, and the most recently amended immutable rule shall become mutable at the point of the 21st proposal since the last transmutation.  [Dylan, 19 Jan 2003; Passed, 2 votes to 0.]

Proposal 324. Create a rule which reads:
(1) If a rule is amended or transmuted, whether or not it comes to have a new rule number, the new rule is a successor rule to the old rule, and the old rule is a predecessor rule to the new rule. Both definitions shall apply retroactively and recursively.
(2) A reference within the ruleset to a rule no longer in the ruleset shall be understood to refer to its successor rule, if any. This section shall have recursive application.
(3) A reference within a rule-change or other proposal to a rule no longer in the ruleset shall NOT refer to its successor rule, if any.  [Dan, 19 Jan 2003; Passed, 2 votes to 0. ]

Proposal 325. To compensate for exclusion in previous session(s) of nomic, Dave shall be granted 114 points. [Dave, 26 Jan 2003; Passed, 2 votes to 0.]

Proposal 326. Create a rule which reads:
(1) If a rule-change creates a rule, it may also propose a title for the rule. Such title shall be included in any official ruleset.
(2) A rule-change which proposes a title for one or more existing rules is not an amendment within the scope of rule 108 or its successors.

Proposal 327.  Nomic Extension Act.
To amend 321 to read:
The amount of points needed to achive victory, as per Rule 112, shall be defined as n = + Infinity.

Proposal 328. Create a rule titled "Wouldn't You Like to Be a Player Too" which reads:
(1) At the time of the creation of this rule, each person who has proposed a rule-change shall be defined as a player.
(2) A human person, not already a player, may become a player by publishing a statement to that effect to all players.
(3) A player who has made no game-related communication for one week shall be considered "inactive" and shall not be a player under the rules.
(4) An inactive player who becomes a player under section (3) shall regain any artifacts of the game, including points, which he had before becoming inactive. This section shall defer to any rule which would restrict its application.  [Dan, 26 Jan 2003; Passed, 2 votes to 0.]

Proposal 329.
The currency of DDDNomic is the DDDollar. DDDollars may not be created, destroyed, or transferred except as according to the rules.  Each player who is considered "active" under rule 328, or any rule that 328 shall defer to, shall be compensated with 5 DDDollars for each rule he proposes, not to be encated retroactively.  [Dylan, 29 Jan 2003; Failed, 1 vote to 3.]

Proposal 330.  Amend 207 to read:
A player shall have a number of votes equivalent to his current total of points, divided by one hundred, and rounded up to the nearest integer. However, a player shall never have less than one vote.  [Dave, 29 Jan 2003; Passed, 3 votes to 1.]

Proposal 331. Housekeeping.
(1) Repeal Rule 315.

Proposal 333.
Transmute 105
Amend 333 to read:
Every player is an eligible voter. Every eligible voter must participate in every vote on rule-changes. Players have the right to enter a vote of “Present.” Such a vote shall not be counted as a vote for, or against, whichever proposal the vote was cast on. Any player unable to vote for any reason shall have a proxy vote of "Present" issued for him by the rule's proposer.

Proposal 334. Create “The Nomic Political Parties Recognition Act”
If a player so chooses, he may, at the beginning of a turn, declare himself to be member of a party. If a player does declare himself to be a member of a party, the name of the party shall be recorded along with the player's name in any official record of his actions. Proposal 335. Create a new rule which reads:
The publication of a rule-change to all players, clearly marked as a proposed rule-change, while its authour is legally entitled to propose a rule-change, in a forum other than chat, shall indicate that the rule-change is in its final form and is ready for a vote.  [Dan, Constitutionalist, 29 Jan 2003; Passed, 3 voters to 1.]

Proposal 336.  A player may transfer his eligible votes to another player, defined as a proxy, to vote on his behalf. If the player who assigns a proxy remains inactive for a period of more than 7 calendar days, the transfer will be deemed invalid at the beginning of the 8th calendar day as per rule 328.  [Robbie, 29 Jan 2003; Failed, 1 voter to 3.]

Proposal 337.  Create a rule entilted: "Party Leader." which reads:
On the first calendar day of each month, every political party with an active member, shall elect, in private caucus, a party leader. The party leader enjoys no special privileges except as defined in the ruleset, or as understood within his party caucus.  [Dylan, Flexicrat, 29 Jan 2003; Passed, 3 voters to 1.]

Proposal 338.  Amend 203 to read:
A rule-change, amendment, or proposal is passed with a majority of votes cast.  [Dave, Neo-Nomic Freedom Alliance, 29 Jan 2003; Passed, 4 voters to 0.]

Proposal 339.
(1) Repeal Rule 210.
(2) Create a new rule which reads:
  (a) A player may enter a vote of PRESENT. Such player shall count as having voted. In any tabulation of votes, a vote of PRESENT shall count for none of the available options. Specifically, a vote of PRESENT on a rule-change shall count neither FOR nor AGAINST the rule-change.
  (b) At the end of any voting period prescribed by the rules, all players who have not voted, shall be presumed to vote PRESENT.
  (c) If the rules do not specify the length of time during which a vote must be completed, the vote must be completed within three days.

Proposal 340.  Ammend 337
A. On the first calendar day of each month, every political party with an active member, shall elect, in private caucus, a party leader. The party leader enjoys no special privileges except as defined in the ruleset, or as understood within his party caucus.
B. A party member may proxy his votes onto his party leader for up to seven days by stating this intent at any point in time. The party member may choose to annull this arrangement at any point in time.  [Robbie, Flexicrat, 30 Jan 2003; Fails, 3 votes to 3, with 3 PRESENT]

Proposal 341.  Amend 337 to read:
A. A. On the first calendar day of each month, every political party with an active member, shall elect, in private caucus, a party leader. The party leader enjoys no special privileges except as defined in the ruleset, or as understood within his party caucus.
b. At the moment that a party's total membership becomes >1, the party shall elect a party whip. Any party member may proxy his votes to the party whip for a period of time not to exceed 7 days by stating this intent to the other players. The party member may choose to annul this arrangement at any time.
c. c. A player holding one or more proxies may cast, in addition to the votes he is entitled to cast for himself, an additional number of votes equal to the number of proxies he holds. Such votes shall be recorded and scored as if they came from the player who granted the proxy.

Proposal 342.
Transmute rule 103 to mutable.

Amend the successor to rule 103 to read:
(1) A rule-change is one or more of the following:
  (i) A proposal to create one or more rules. Such proposal shall include the full text of the rule(s) to be created. This is a substantive proposal.
  (ii) A proposal to repeal one or more rules. This is a substantive proposal.
  (iii) A proposal to amend one or more rules. Such proposal shall include the full text of the rule(s) as amended. This is a substantive proposal.
  (iv) A proposal to add a title to, and/or change the title of, one or more existing rules. This is an immaterial proposal.
  (v) A proposal to correct the spelling or grammar in one or more rules. This is an immaterial proposal.
  (vi) A proposal to transmute one or more rules from mutable to immutable, and/or from immutable to mutable. This is a substantive proposal.
  (vii) A proposal to overturn one or more rulings of a judge. This is a substantive proposal.
  (viii) A proposal to create, destroy, and/or transfer points and/or other artifact(s) of the game, excluding rules, proposals, judgments, and players. This is a substantive proposal.
(2) A rule-change must contain at least one substantive proposal.

Transmute the successor to rule 103 to immutable.

Proposal 343.  The Nomic Co-Sponsorship Omnibus Act
Amend Rule 202 to read:
One turn consists of two parts in this order:
  (1) proposing a rule-change, and having it voted on, and
  (2) determining the amount of points gained:
    (a) The amount of points gained by the successful passing of a bill shall be determined by the number twenty multiplied by the proportion of favorable votes, rounded up to the next integer.
    (b) A player may offer co-sponsorship to another player. If this occurs, and the co-sponsored bill is passed, the co-sponsor shall receive a number of points equal to one-half the amount earned in section (a). Should the bill fail, the co-sponsor shall receive the same amount of points as the originator of the bill.
    (c) Should a rule-change occur that requires unanimous consent, 10 points shall be added to the amount of points gained in section (a).

Proposal 344:  Amend 201 to read:
The game proceeds with players submitting proposals which are then voted on and adopted or rejected according to the rules. There is no playing order and any player may take one or more turns, as defined by R343, at any time, following the correct procedure for submitting proposals as detailed in other rules, and provided that the player is entitled to issue a proposal at that time.
