Proposal 4209
Playing Around in Private

Due: Tue Jun 22 10:54:29 1999
Sphere: Tocpe
Status: rejected
{{[Subgames are great, but there's no reason to take up all this room
in the rules defining every one. This will allow subgames to be played
exactly the same way, and also gives us the flexibility to make our own
games without needing approval from other players.]}}
Amend rule 12-1 to read as delimted by OUTOUT
OUTOUT
Players may desire to play subgames under the auspices of Ackanomic's
laws. Any player may declare their intent to play a subgame, and
should either specify the rules to be used or the location those rules
may be accessed at. The results of these games may have no effect on
Ackanomic except as specified within this rule.
Subgames may influence Ackanomic in the following ways:
a. Games may specify a transfer of currency from the Treasury to the
Game (or a participant or referee therein), with an upper of limit of
A$50 per instance of a Game or a Contest. A player may receive no more
than A$100 from the Treasury per calendar month as a result of
participation in the same class of Game ("class" being defined as the
definition of a particular Game). Any excess that would have been
received is disregarded.
b. Games may add or subtract points from the score of a participating
player. The maximum number of points added or subtracted in any
specific instance of a Game is 8. A player may receive no more than 20
points per calendar month as a result of participation in the same
class of game. Any excess that would have been received is
disregarded.
A Game may only be started in accordance with its rules for doing so.
If its rules are silent on the matter, however, (or refer to this
section) it is started when one of its referees announces its start,
the names of all its players and referees, and all other necessary
particulars of the Game instance. If the Game has no referees, it
starts when one of its players performs the above functions. Other
rules [e.g. Duels], may define conditions under which an instance of a
Game may start, and an alternate procedure for doing so. A Game may not
start without the required number of players and referees.
A player may not join an instance of a Game in progress, except as
specified in its rules. Games should be designed in such a way as to
handle the contingency of any of its players or referees quitting it at
any time.
Unless the Rules for a game specify otherwise, players going absent
may name another player (of Ackanomic) to be their Substitute Player
(in the subgame). The Substitute Player may not have been a player of
the instance of the Game or Contest in which e is substituting at any
time in the past, and e must agree to be a Substitute. All
responsibilities and privileges of the departed player for the Game or
Contest fall to the Substitute Player [if the Substitute Player wins
the subgame, the Trophy goes to em]. If the original player returns, e
resumes playing for emself. It is considered good form for em to give
the Substitute Player some recompense for eir services. Participants in
Duels may not have Substitute Players for the Duel.
If a game has a Referee, a player in a particular instance of that
game may, if the Referee of that instance has not responded in more
than a week, point out this fact in a public message. The Speaker shall
then send email to the Referee in question asking em if e wishes to
continue as Referee, or resign. If no response is received within three
days, it shall be assumed that the Referee has resigned. When a referee
resigns as per this section, the Speaker may appoint another interested
player as Referee, and the game will be suspended until such an
appointment is made.
If the game has a referee, the referee may appoint another willing
player not already involved in the game to play in eir place for any
time that e is absent. If the referee becomes absent without making
such an appointment, the Speaker may appoint a referee, otherwise the
game is suspended until the previous referee returns. This paragraph
defers precedence to all descendants of this rule. When a player
leaves Ackanomic, they are deemed to have forfeited any games they
playing in.
If the rules of a Game call for a random determination, either
explicitly or implicitly, a referee of that game is responsible for
making this determination unless the Game's rules specify otherwise.
Participation in Games is voluntary. No player may be forced to take
part in a Game or a Contest, or be forced to be a referee in one. A
player may leave a Game they are participating in at any time. This
section has precedence over all other rules.
If a dispute arises in a Game in which there is no referee, or the
referee is unable to resolve the dispute for some reason, it shall be
adjudicated by the Speaker, or someone appointed by the Speaker, who
shall render judgement as objectively as possible. If a player is
dissatisfied with the decision, a CFJ is their only recourse. Calling a
CFJ is bad form, however, as it is only a game. Play is suspended for
the duration of any adjudication.
Games and Contests are meant to be fun and to enhance Acka. Using
Games and Contests to loophole surf, scam, or otherwise abuse the
spirit and intent of this structure is in bad taste, sneerable, and the
Crime of Game Abuse.
Either the Referee of a particular instance of a game or any player of
that instance may declare that instance of a game to be moribund as a
public action. That instance of a game will be terminated without a
winner following such a declaration unless at least 33% of its players
publically object before the 3 days elapse.
A Referee for a game may, at most once in any calendar week regardless
of how many games they are currently refereeing, specify a player of a
game which they are refereeing to receive a FairPlay Award. FairPlay
Awards are nontradeable entities. Specifying a player to recieve a
FairPlay Award is a public action.
OUTOUT
Repeal rules 12-3, 12-4, and all their children.
Amend rule 12-10 to read as delimited by POLITEDUEL
POLITEDUEL
Any player who feels offended by another player, or is engaged in a
heated discussion with another player, may challenge that player to a
duel, subject to the limitations described below.
The procedure for challenging and conducting a duel is as follows:
the Challenging player finds another player who agrees to be their
Second. The Challenger gives their Second the name of the player he
wishes to Challenge, and the reason for the Challenge. The Second posts
a public message, which announces the name of the Challenging player,
the name of the Challenged player, the reason for the Challenge, and
the fact that a Challenge has been made. The Challenged player has 3
days to find another player who agrees to be their Second and have the
Second respond to the message publically. The message must say what
Challenge it is in response to. If there is no response to the
Challenge within the 3 days, or the Challenged player declines the
challenge, or the response does not conform to the rules preceding,
then the Challenged player forfeits the Duel.
The Challenger and Challenged may either agree on a game to use to
conduct the duel or a method to select what game.
When the Duel is over, the winner of the Duel receives 6 points in
addition to any rewards or penalties he may have received as part of he
Contest itself. The loser of the Duel loses 6 points in addition to any
rewards or penalties he may have received as part of the Contest
itself. The winner's Second receives 3 points, the loser's Second loses
3 points.
The results of the Duel have no other direct influence over Ackanomic.
However if either the Challenger or the Challenged have committed
themselves in a public message to a certain action depending on the
results of the Duel, then they must perform that action if the rules
permit performance of the action. Should they fail to perform that
action they are committing the Crime of Bad Faith.
When a duel is forfeited, the player who forfeited loses 6 points, and
his opponent in the duel gains 6 points. The seconds scores are not
changed in this case.
Conditions under which a duel may not be called, or unusual forfeit
and cancellation conditions:
a. It is impermissible to Challenge an Untouchable Player to a Duel.
b. A Player who Challenged another Player to a Duel or a Player who
has been Challenged by another Player to a Duel is Untouchable until
the Duel procedures are resolved. This takes precedence over the later
sections of this rule.
c. A Player who was a Challengee in a Duel, that is, was Challenged to
a Duel and accepted, continues to be Untouchable until the end of the
Calendar month in which the duel ended.
d. Players unable to play subgames are Untouchable.
e. If a player who is currently engaged in Duel procedures becomes
unable to play subgames, then eir Second shall take eir place in the
subgame, unless eir Second is already playing or refereeing the game,
in which case the player forfeits the Duel.
f. A Player running for Office may not Challenge another Player
running for the same Office to a duel.
g. A player who has declined a Duel, or failed to respond to a
Challenge, is Untouchable until 3 days after the date he has declined,
or until 3 days after he is considered to have forfeited the duel.
h. If both the Challenger and the Challenged become unable to play
subgames simultaneously, then the Duel is cancelled.
i. No player may make more than 3 challenges per calendar month. No
more than 6 duels may be called per calendar month.
j. If either the Challenger or the Challenged player leaves the game
before the original Challenge is answered, the Duel is cancelled.
k. If both the Challenger and the Challenged players publically agree
that the Game or Contest being used for a Duel has been fatally
compromised [for instance by a third party revealing the Fictionary
definition or an error in the Game's rules], a new Game or Contest may
be selected, and the Duel is restarted.

Tweak and Frob

Sphere: Anti-Canada Kamikaze Alliance
Status: rejected
{{[There are too many proposals which do nothing more than tweak a
line or two as a minor fix. These are a waste of time and points. CSRs
were supposed to do these, but that's not working.]}}
Rename rule 6-4-11-1 to "Tweaks" and give it the following FROB
delimited text
FROB
Any player may attempt a Tweak as a public action. A tweak is any
single change to the rules, the Ackanomic Lexicon, the Literature List, or
the Postal Code. If, during the next three days, any two players object to
it as a public action, it is rejected, otherwise it is accepted and the
rule change is made. If the Tweak changes the rules than the objection of
the Rule-Harfer alone is enough to reject it. Similar powers are posessed
by the Spelling Exchequer if the Tweak changes the Literature List, the
Postmaster for the Postal Code, and the Poet Laureate for the Literature
List.
FROB
In rule 1-2-1, replace the first two sentences of the last
paragraph with "The Ackanomic Lexicon may only be modified by Proposals or
CSRs."
Remove the last sentence of rule 2-2-2.
Remove section d of rule 6-4-4 and reletter accordingly.
In rules 6-4-12 and 10-5, remove all sentences containing the
acronym "CSR".

Note please that this proposal is *not* scammy. It allows players who
don't have strong political views to earn a bit of money for that. The
total amount of money available to all of Acka from this prop is 360*SHF
(approximately A$9,000) It will take quite a while for all of this
roadwork to be distributed, and each player will have chances to do work
without fear of much Hubert. It is merely a way to stimulate the economy
and make a creation-type rule. I think these are fun, and harfy.]
Trent loses 4 points. else...if gains 4 points.}}
Add a rule, numbered 10-1-10, named The Path Through the Wilds, with the
following CONTRACTOR-delimited text
CONTRACTOR
It is currently a miserable, dangerous affair to travel from the City to
the Town, and vice versa. It has thus been decided that the citizens of
Ackanomic should build a road from the City to the Town. The Road is to be
100,000 cat-heights (40 mokokaka) in length. An Ackan who owns a Shovel or
a Pick may work on the road.
{{One randomly chosen active player receives the Steamroller. All active
players other than the owner of the Steamroller are placed on a list,
ordered randomly. Each player on the first half of the list receives a
Shovel. Each player on the second half receives a Pick. If there are an
odd number of players on the list, the middle member receives a Shovel}}
Shovels and Picks are ownable entities. The Steamroller is a unique,
tradeable entity.
A Player with a Pick may Break Up Rocks as a public action. This action
fails unless the player Breaking Up Rocks specifies a proposal currently in
the queue. The player's vote on that proposal is disregarded, because e is
too busy working the road crew to vote on it. However, e does create the
groundwork for 2,500 cat-heights (One mokokaka) of road. If a player
Breaking Up Rocks has specified a proposal as per this rule, e may not
Break Up Rocks again until that proposal has come due. Only 40 mokokaka
may be broken up.
A Player with a Shovel may Dig Out the Road as a public action, provided
that there is some length of Broken Up Road that has not been Dug Out.
Digging Out the Broken Up Road digs out 2500 cat-heights. (1 mokokaka) A
player Digging Out the Road is too busy to spend time currying political
favor. As a result, Digging Out fails if the Digger has a Voting
Characteristic greater than 1, or if a player has Dug Out within the last
week.
If The Player who owns the Steamroller passes a proposal, e may Finish a
mokokaka of Dug Out Road as a public action within the next three days,
provided that a mokokaka of Dug Out, Unfinished Road exists.
Foreman is an office. The Foreman must keep track of the length of the
Road Bed, the length of Dug Up Road, and the lengths Broken Up, Dug Out,
and Finished by each player. This information must be made available to
any player on request, and should be kept on a webpage. {{The Player able
to assume the name Trent receives the title Foreman in an acting capacity}}
When the road is completed,
I) each player is paid by the treasury as follows:
5 * SHF for each mokokaka Broken Up
3 * SHF for each mokokaka Dug Out
1 * SHF for each mokokaka Finished
II) the foreman receives the SHF as a bonus.
III) This rule is renamed City-Town Highway.
IV) The text of this rule is replaced with the following HIGHWAY-delimited
text
HIGHWAY
The Highway between the City and Town of Ackanomic exists and is a common

Add a new rule as a child of 7-17 (Chemicals) entitled Mathium, with the
following text:
Mathium is an element. An Evil Math Troll may create a nose-sack of
Mathium as a public action. If e does so, e immediately stops being an
Evil Math Troll. Ingesting Mathium causes a Bitten player to heal.
Add a new rule as a child of 7-17 (Chemicals) entitled Fiendium, with the
following text:
Fiendium is an element. Any player who ingests Fiendium becomes an Evil
Math Troll.
Remove 'Evil Math Troll' from Rule 6-1 (Acting Officers)
Add a rule in the unassigned rule section, entitled Evil Math Troll, with
the following text.
Evil Math Trolls are Scary. They can Bite other players if they are in the
same Location, as a public action. If a player has been Bitten for three
days, and has not been healed, e loses 10 points and becomes an Evil Math
Troll. If an Evil Math Troll bites anyone, e is immediately placed in gaol

Reactions Class I
K 2
Due: Sun Jun 27 08:58:15 1999
Sphere: All Canadians're Kind & Amiable
Status: retracted
This is a Modest Proposal.
I. [First to secure some space:]
Renumber rules with "7-17" at the start of thier rule numbers by
replacing those numbers with "14".
II.a Create a new rule numbered 15 with the title "Reaction mechanisms"
and the text:
"
Any player (chemist) may initiate a chemical reaction as a public
action.
When a Chemist initiates a reaction, she must specify how much of each
chemical she owns is to be used and the reaction mechanism to be used.
Any additional information required for the reaction mechanism should
also be specified at this time. The selected chemicals then implode in a
burst of coloured anti-light (chosen at the chemists discretion) and the
reaction proceeds according to the chosen reaction mechanism.
The decedents of this rule specify specific reaction mechanisms. They
should specify the chemicals required to initiate a reaction, since a
reaction can not be initiated without at least one chemical. Reactions
take three days to complete and shall have no effect until that time,
unless its reaction mechanism specifies otherwise. When a reaction is
complete, it shall either fail or be successful. A reaction is only
successful if all requirements of its reaction mechanism have been met.
"
II.b Create a new rule as a decedent of rule 15 called "Polymerization"
with the text:
"
There is a reaction mechanism known as Polymerization.
Polymerization reactions only occur between monomers. Monomers are
chemicals which have a list of words associated with them.
When a Polymerization reaction is set up the chemist should specify a
single word from the word list of each monomer to be involved in the
reaction, and construct a sentence from those words. The resultant
sentence is the reaction's polymer.
The polymer is valid if it unambiguously describes the manipulation of
some quantity of entities from one legal state to another. However, if
the application of the polymer would result in:
i) an entity owning a negative number of any entity or
ii) an entity in an illegal state (eg a trinket with a negative value)
then it is invalid.
If the reaction is successful and if it has a valid polymer, then the
manipulation described by the polymer is performed, otherwise, the
chemist is said to have suffered a humiliating failure.
"
III.a Create a new rule as a decedent of rule 14, titled
"Polictikafavroum" and with the text:
"
Polictikafavroum is a chemical and a monomer who's word list consists of
the current Ackanomic name of its creator with and without an 's
appended to it, unless a rule specifies otherwise.
Any player may create a nose sack of Polictikafavroum as a public
action, however, there may not be more than ten nose sacks of
Polictikafavroum associated with a particular player in existence at any
one time.
"
III.b Create a rule as a decedent of rule 14, titled "Nihilipili" and
with the text:
"
Nihilipili is an element and a monomer with the following word list:
one, to, the, a, an, or, if, but, is, with, may, not, be, in, for, of.
The isotope of Nihilipili that exists in Ackanomic in highly unstable,
while any number of nose sacks of Nihilipili may be created as a public
action, all unused nose sacks are destroyed at the end of the message
which created them.
"
IV. [hi-jack some of the existing elements]
IV.a Amend Rule 14-2 (And the moon is made of..) by inserting the text "
and a monomer with a word list of: transfer" after the first occurrence
of "element".
IV.b Amend Rule 14-4 (Harfium) by inserting the text " and a monomer
with a word list of: Harfmeister, harf, harfy, Funky and
Stylish" after the first occurrence of "element".
{{[This is prolly a scam waiting to happen - but if it is it'll be a
very creative and thus harfy one :-)
The intent is to permit (eventually) players to initiate reactions like

MYBAD
Since ancient times (except for a few weeks when SOMEONE negligently
deleted this paragraph), the peoples of Acka have used The Lonely Mountain,
at the center of Ackanomic, as their reference for describing the positions
of city Kaas. Each Kaa can be refered to through the use of a coordinate
system with The Lonely Mountain at the center. The coordinates of a Kaa of
land are how many kaas to the North, or South, the Kaa is from The Lonely
Mountain, prefaced by an N if it is North or an S if it is South. This is
followed by a second number, the number of kaas to the East or West the Kaa
is from The Lonely Mountain, prefaced by an E for East or W for West. Thus
a Kaa which is 4 kaas North and 3 kaas West of The Lonely Mountain has the
coordinates of (N4 W3). If a kaa is directly East or West of The Lonely
Mountain, then the first number of its coordinates is a zero, prefaced by
an N. If a Kaa of Land is directly North or South of The Lonely Mountain,
then the second number of its coordiantes is zero, prefaced by a W. The
Lonely Mountain's coordinates are always (N0 W0).

Due: Sun Jul 4 18:33:02 1999
Sphere: All Canadians're Kind & Amiable
Status: rejected
{{[
The new improved version :-)
This proposal mainly fixes inconstancies, redundancies and "dangling"
references to repealed thingies.
In my opinion the main non-trivial amendments made by this proposal are:
#3 dull spellbooks are removed and the rule harfer awards shimmering
ones (e has to apply most of the stingings anyway)
#21 Going to gaol becomes repeatably dishonourable.
#29.b repeal of the Swing Sale Otzma.
#35 The gaol loses its evidence room.
#36-38 Buildings no longer dangle - ever.
In order to prevent this proposal from becoming excessively large I
haven't included any discussion as to why I consider a fix to be trivial
- if its not evident (or you think I'm wrong :-) feel free to ask - I
shall naturally rush to the defence of my proposal ;-)

Proposal 4233
Changing the future once more

{{[ Ackanomic could use some teeth.
Currently, the only action taken against rival nomics
is to throw their players in Gaol.
This is not only useless, but backwards.
In the words of K 2, "There isn't anyone in gaol :-)
If they were I think they would get pardoned pretty quick."
This proposal enumerates methods whereby Ackanomic
may infiltrate and harfiate a rival nomic.
Nothing is required of anybody until they volunteer,
but volunteers have an effective means
to manipulate the enemy nomic through its very essence.
]}}
Delete the last paragraph of rule 17-2,
"A Few of Our Least Favorite Things".
[Currently reads:
"While Ackanomic is in a State of War,
all players who are registered players of the rival nomic
shall be placed in Gaol.
They may only be released by Presidential Pardon
or the repeal of the Declaration of War.
This rule takes such precedance as may be required
for this paragraph to do as it claims."
]
Renumber rule 17-2-1, "Declaration of War: Agora", to 17-2-4.
Renumber rule 1-1-1, "Gravity, a reprise", to 17-2-3.
Create a new rule, numbered 17-2-1, named "Sharing the Harf",
with the following WAR-delimited text.
WAR
While Ackanomic is in a State of War with a nomic,
herein called the rival nomic, active players of Ackanomic
should attempt to humiliate, incorporate, or harfiate the rival nomic.
To accomplish this, they are encouraged to join the rival nomic.
Any active player of Ackanomic may call a Pep Rally
on a Strike Action to be taken in the rival nomic.
A Pep Rally is a Hearing, with valid responses of
"This will humiliate the rascals!" and
"The implications and probable resolution of the stated strategy
are utterly inadequate for rendering the opposition
incapacitated with excessive joviality."
The player who called the Pep Rally is the Hearing Harfer
and may be called the Strategist while the Pep Rally is in session.
If the verdict of a Pep Rally is "This will humiliate the rascals!"
then each active player able to perform the Strike Action
in the rival nomic for three days, must do so within those three days.
Failure to comply with this paragraph is the Crime of Treason,
with a minimum sentence of three days in Gaol
and a thirty-line Public Apology.
If the verdict of a Pep Rally is not "This will humiliate the rascals!"
then the Strategist shall be fined the Standard Harfer Fee
for disrupting the peace.
WAR
Create a new rule, numbered 17-2-2, named "The Dawning of the Age",
with the following PEACE-delimited text.
PEACE
When a Declaration of War ceases to exist,
1) the President may award one Purple Heart to each player
who has significantly contributed to the harf of the rival nomic,
in the judgement of the President; and
2) an Ackanomic Parade shall be held,
with the author of the proposal or other action
repealing the Declaration of War as the Guest of Honour.
Purple Hearts are Medals, and are created or destroyed as necessary
by the Frobozz Magic Medal Company, Ackanomic Division.
PEACE
Add the following HONOUR-delimited text to rule 4-4-5-1,
"Honourable Acts", under the line "Repeatably Honourable Acts:".
HONOUR

A Printing Press is an Institutional Power.
Any Institution may at any time buy a Printing Press
for four times the Standard Harfing Fee.
An Institution which owns a Printing Press
is known as a Newspaper.
A member of a Newspaper is allowed to post messages
to an official mailing list with an indication that the message
is an article of that Newspaper.
Such an article is then said
to have been published by that Newspaper.
At the end of each month in which a Newspaper
published at least one article of at least 300 words,
it will receive A$10 for the efforts of its writers.
When a Newspaper ceases to own a Printing Press,
it is said to have 'gone bust' and ceases to be a Newspaper.
A posting that is not sent to one of the official mailing lists
is never considered to be a newspaper publication.
In addition, no player may publish an article in a Newspaper
of which e is not a member.
News articles may be published without reference to a specific Newspaper;
such articles are said to be the work of the Underground Press or the Samizdat.
Journalistic pseudonyms are permitted.
It is the Crime of Lying In Print for the author of an article
to refuse to publish a correction of a clearly false statement
which appeared in that article,
after a public request for such a correction has been made.
Simply neglecting to publish such a correction
for a period of three days or more after the request
shall be taken as refusal to do so.

building. It costs half the cost of the building plus A$100 to do so.
Towers are Tall, ownable entities associated with a specific building.
Because of this, climbing to the top of a tower gives players access to
different parts of the atmosphere. Any player who has a Tower on a

{{[This is something of an omnibus grammar/spelling/repealed references
fix. I explain it in the previous prop.] Ni!
If by mistake the closing of a delimiter ' or " is neglected, then, in this
proposal, the end of a line will close all such open delimiters.
If this proposal was not boring, Emperor Ai! Pedrito! loses 10 points.
[I include commentary only when the change i am making is more than
spelling, grammar, or the deletion of outdated references, or for my own
reference as rule-harfer.]

In rule 2 (proposals) replace the following THAUM delimited text with
the following HEDGEHOG delimited text:
THAUM
If a proposal is accepted, one of two things happen. If the proposal
consisted of a list of one-time effects, such as changes to the rules,
then those effects shall be applied, one at a time, in the order in
which they appear in the proposal. (Ambiguous, retroactive, and/or
meaningless effects are ignored.)
Otherwise, the proposal itself, excluding any furniture, changes from a
proposal to a rule. [It is assigned a title and number as described in
Rules 1-6-2 and 2-3.]
THAUM
HEDGEHOG
If a proposal is accepted, then any one-time effects, such as changes to
the rules, shall be applied, one at a time, in the order in which they
appear in the proposal. (Ambiguous, retroactive, and/or meaningless
effects are ignored.)
HEDGEHOG
{{[To me, there could be potential ambiguities about whether something
is a new rule or a list of one time changes. Although this is only a
minor point it isn't difficult to start a proposal with "create a new
rule readings as follows:" so this may as well go]}}
