I author the following CSR, CSR 167, delimited by BADELSEIF: 

BADELSEIF
{{renumber all rules with L numbers with periods in them to be direct
descendants of H 99 with H numbers equivalent to their L numbers but with
the periods replaced with dashes.  Reflect this renumbering in the official
rules document as if it had been done by Proposal 3921 [that is, correctly]}}

I object to this CSR. Specificly the last sentence. Why is that necessary?

because otherwise it's a LOT of unnecessary work for me, going through the
entire ruleset and putting in slightly different proposal history additions
on EVERY single rule, instead of being able to do a simple global add.
