There have been two known distinct versions of PerlNomic, but there are possibly other versions public and private.

Ross Morgan-Linial? implemented what was probably the first version of perlnomic sometime between 1996 and 1999. Oerjan and harvel were players, among others. The implementation (in two files, rules.pl and taskmaster.pl) is available at http://cokernel.org/perlnomic/ .

Perlnomic is also an implementation of Nomic by Adam Bliss and Mark E. Phair in Perl available at http://nomic.info/perlnomic/ , implemented independantly of Morgan-Linial's.

It was originally hosted at http://perlnomic.org/ but disappeared when its hosting fees were not paid; the current version began with the source as it was shortly before the original version went offline.

Adam and Mark published a short conference paper at the Online Deliberation Conference 2005 http://www.online-deliberation.net/conf2005/viewabstract.php?id=59, and a shorter version of that paper will appear in an upcoming (as of September 2008) collection of papers from that conference.
