The following is a proposal for a proposal system. While I could just add the Rules to the specified place, I want to test them directly.

If you think you can improve this proposal, please change it, as this is currently allowed. In this case, however, you may want to remove the votes, at least if the change was important.

The following Rule "Changing the Rules", with subrules "Making Proposals", "Voting", "Ratifing a Proposal" and "Discarding a Proposal" shall be added to the Rules page:

Making Proposals

Every player is allowed to make a proposal at any time he wants. To make a proposal, the player writes a text describing the desired rule change onto a page which contains the string WikiNomicProposal? and begins with the string Proposal. He may use an existing page, if he does not disturb the ratification process of another proposal.

The proposing page needs to state clearly the name of the proposing player, the date of the proposal, and a rule file in which the proposal shall go.

Voting

Every player can vote FOR or AGAINST a proposal. The player votes by adding a line to the proposal page which states the players name, the date of the vote and the vote.

Players may not vote FOR or AGAINST a proposal which is already ratified or discarded.

Ratifing a Proposal

A proposal becomes a rule, as soon as it gets three FOR votes. The last player which votes for a proposal must add the proposal to the WikiNomicRuleset by changing the rule file specified on the proposal page. Furthermore, he may delete the proposal.

Only the rule is added to the rulefile, but not the name of the proposing player, the date of the proposal, the name of the rule file, or the votes.

Discarding a Proposal

If a proposal gets two AGAINST votes, the proposal is discarded and must not be added to the rule file. The last player may delete the proposal.
