Enact a new rule, entitled "The first WikiNomic Subgame" with the following delimited text

The first WikiNomic Subgame is to make a good initial ruleset. If a proposal which specifies a NewStartingRuleset for WikiNomic is enacted, all existing rules are to be repealed and the specified NewStartingRuleset will take their place. The author of the proposal shall be granted the privelige of so editing the Rules and may afford themselves the title GrandInstigator.
