Rule

If neither executive orders nor resolutions nor the rules specify the Player or Office responsible for the maintenance of an Official Document, then that Document shall be maintained by the Speaker for as long as that situation persists.

Speaker's note: I would have preferred the wording "official document", but it's a start....
