Debt Collecting

Rule

For every conserved entity, there shall exists an Official Document, called the Debt Account for that entity.

Whenever the rules require that a certain amount of some conserved entity be transferred from some player (or Reserve) A to another player (or Reserve) B, and A owns less than that amount of that entity, then all of that entity owned by A will be transferred to B, and the difference between the amount required to be transferred and the amount actually transferred is declared as a debt from A to B.

Whenever such a debt is incurred, it shall be recorded in the Debt Account for that entity. The Debt Account must include the names of A and B, and the amount owed. Entries shall be kept in the order that the debts are incurred.

If ever a player (or Reserve) A is recorded in the Debt Account of some entity to owe a certain amount to another player (or Reserve) B, and A has a positive amount of that entity, then an amount of that entity, up to either the amount owned by A or the amount recorded as owed (whichever is less) , shall be transferred from A to B, and the recorded debt shall be reduced by that amount. If ever the debt reaches zero, then it is removed from the Account.

Debts are paid off, in this manner, in the order that they are entered in the Debt Account.
