Title
Distribution time of proposals
Rule
If exactly one Proposal is distributed in a message, then the time
of distribution is the time given on the "Date:" line of the message.
If more than one Proposal is distributed in a single message, then
the Nth Proposal shall be considered to have been distributed N
seconds after the time given on the "Date:" line of the message.
