OxNomic

Rejected Proposals

Failed

301 The first player to propose a new rule in any particular game of OxNomic shall receive ten extra points whether the new rule is accepted or not for attempting to provide momentum to the game.

[Proposed by Chris Dickson, 29.x.1996.]

303 Each player has (101 minus his or her points) votes.

[Proposed by Richard Harrison, 30.x.1996.]

304 Whoever takes a vote must reveal who voted in favour, who voted against and who abstained on each vote as soon as reasonably possible after the vote's conclusion (though a list of who did not vote would not be necessary).

[Proposed by Chris Dickson, 31.x.1996.]

305 In the first game of OxNomic, the non-rule restriction upon changing of rules implied by 116 shall initially be chosen by the Speaker. Voters may submit suggestions, in secret, to the Speaker for this nonrule; these suggestions must be made before two weeks after the beginning of the first game, or one week after the beginning of subsequent games. After this deadline, the Speaker shall choose one of the suggestions as the new nonrule; this nonrule shall remain until the appropriate deadline of the next game. In the event that no suggestions are made, the previous nonrule shall persist.

[Proposed by David Wallace, 1.xi.1996.]

306 All rules transmute from their current status to the opposite status at a regular interval - this interval being defined as twice the current voting period. This would mean that at any one stretch of voting period, not all of the proposals shall be mutable.

[Proposed by Simon Cozens, 1.xi.1996.]

307 The changes in scores of each player shall only be publicly updated by the Speaker at midday every Sunday, unless there is a winner, when the Speaker must publicly reveal the scores of each player immediately.

[Proposed by Daniel Bor, 2.xi.1996.]

309 Voters who voted against proposals which are adopted receive 10 points apiece. Players whose proposals are adopted shall receive a random number of points in the range 1-10 inclusive. Players whose proposals are not adopted shall lose a random number of points in the range 1-10 inclusive.

[Proposed by David Woolger, 2.xi.1996.]

310 In addition to duties which may be listed elsewhere in the rules, the Speaker shall have the following duties:

[Proposed by Andrew Dagnall, 3.xi.1996.]

311 If someone makes a proposal amending a rule, then no-one else may make a proposal which amends the same rule until the proposal is either adopted or rejected. Anyone who tries to do so will have their proposal disallowed, and will lose 20 points. (This will be the case, even if the first proposal has not been distributed to players when the second proposal is made.)

[Proposed by Andrew Dagnall, 3.xi.1996.]

312 There shall be three types of season:

When calculating the prescribed voting period, out-season days shall not be counted.

[Proposed by Andrew Dagnall, 3.xi.1996.]

314 No player can propose a rule (either new or an amendment) if he or she already has 3 or more pending proposals.

[Proposed by Borislav Deianov, 4.xi.1996.]

316 At the beginning of a game three proposals are allowed to be made by any player, regardless of his or her points. Immediately after the submission of the third proposal, if a player has negative points at this time then that player is not allowed to make any new proposals until his/her score becomes non-negative again, when rule proposals are permitted in accordance with rules currently in effect.

[Proposed by Daniel Bor, 6.xi.1996.]

318 Should a proposal receive exactly as many votes for as against, its fate is decided by the name of the person who proposed it. Should the proposer's usual given name come before the proposer's surname in dictionary order, the proposal succeeds; else it fails.

[Proposed by Chris Dickson, 6.xi.1996.]

322 At the start of each fortnight, the Speaker shall select but not announce a bonus hour to come within reasonable waking hours of the next 14 days. The Speaker shall announce this hour as it starts and ends. Any proposals made during the hour score double points if they succeed, and start with two extra votes in favour.

[Proposed by Chris Dickson, 6.xi.1996.]

323 Should the number of votes in favour of a proposal exceed the number of votes against a proposal by twice the quorum at any point, the vote immediately ceases, and the result is announced at that point. Similarly if the number of votes against a proposal exceeds the number of votes in favour of a proposal. Should a proposal have a result decided in this way, the identities of all voters (but not their votes) are revealed.

[Proposed by Chris Dickson, 6.xi.1996.]

325 With any rule proposal, a player may announce himself or herself to be Green, Purple or neither. This takes effect immediately, regardless of previous status. Should a Green player score points by any other rule apart from this, all other Green players score one tenth as many points. This also applies for Purple players, and for players losing points.

[Proposed by Chris Dickson, 6.xi.1996.]

326 The Speaker may penalise any player as he/she sees fit for bringing the game into disrepute by excessive pedantry.

[Proposed by Chris Dickson, 6.xi.1996.]

330 In order to maintain the individuality of the game, the phrases "badger", "Mao" and "Mornington Crescent" immediately become Penalty Phrases. Anyone making use of them with relation to this game, except with direct relation to this rule, will be punished at the discretion of the Speaker.

[Proposed by Chris Dickson, 7.xi.1996.]

331 Should one player make a statement about another player in ox.games.nomic which the second player believes is libellous, slanderous, defamatory or generally uncalled-for, the second player may sue the first player for libel. This is done by direct application to the speaker. For legal fees, the Speaker deducts 2 points from the scores of both accused and accuser; the Speaker then decides whether the claim is a valid one, and may move a number of points from the score of the accused to the score of the accuser should the Speaker feel the claim is justified, or a number of points from the score of the accuser to the score of the accused should the Speaker feel the claim is unjustified. The Speaker decides how many points, if any, should move, at his/her discretion.

[Proposed by Chris Dickson, 7.xi.1996.]

332 Should any participant in OxNomic use a .signature file or any other method of automatically appending text to the bottom of his or her postings to ox.games.nomic, they are restricted to one line of less than 80 characters in length at the bottom of each proposal.

[Proposed by Chris Dickson, 7.xi.1996.]

335 Should the number of votes in favour of a proposal exceed the number of votes against that proposal by twice the Quorum at any point, the vote immediately ceases, and the result is announced at that point. Should the number of votes against a proposal exceed the number of votes in favour of that proposal by twice the Quorum at any point, the vote immediately ceases, and the result is announced at that point. Should a proposal have a result decided in this way, the identities of all players who have submitted a vote on this proposal are revealed.

[Proposed by Chris Dickson, 7.xi.1996.]

338 The correct method of voting on a proposal is by e-mail to the player who held the office of Speaker at the time the proposal was made. Furthermore, the subject line of the message should contain the following information:

There shall be no punishment for failure to comply with this rule but the Speaker shall have the right to ignore any votes not submitted in this way.

[Proposed by Gordon Aickin, 8.xi.1996.]

344 [amending 203] Replace

with: [Proposed by Daniel Bor, 11.xi.1996]

345 Each time a game ends in such a way that there is only one winner, he has to buy a drink for every proposal that he voted against in the game which he has just won and give that drink to the player(s) who submitted the relevent proposals.

[Proposed by Stuart Adamson, 13.xi.1996.]

346 Whenever the server "NSA_KEBLE" crashes or enters a state whereby easy access to either email or the ox.games.nomic news group is prevented from the Keble computer rooms, time will be suspended.

[Proposed by Stuart Adamson, 13.xi.1996.]

347 Chris Dickson may only make 1 proposal at once. If he attempts to make more than 1 proposal at any one time he automatically becomes the Speaker. For the purposes of this rule, "at once" means within a 2 hour time frame.

[Proposed by Stuart Adamson, 13.xi.1996.]

348 If Cambridge ever starts a game of nomic and hence we declare war on it, then it shall be the duty of every voter to send at _least_ 10 messages a day (of at _least_ 10KB each) to their newgroup / emailing lists.

[Proposed by Stuart Adamson, 13.xi.1996.]

349 Should all of my 4 previous proposals fail, all players scores are reset to 0.

[Proposed by Stuart Adamson, 13.xi.1996.]

351 If any office defined in the rules is empty then, unless a rule states that it is not required to be permamently filled or there exists a rule other than this one defining a method of filling the office, it is filled by Voter who posts a message on ox.games.nomic volunteering for that post within four days, if more than one Voter volunteers then the one with the highest score fills the office.

[Proposed by Matthew Barratt, 13.xi.1996.]

355 If a player makes no proposals during a single Full Term looses 100 points. If that player also failed to submit a vote on any proposal during that term then the penalty is removal from the game.

[Proposed by Matthew Barratt, 13.xi.1996.]

357 The Leader in any one game has the ability to overturn the result of a vote on a proposal such that s/he can turn a failed proposal into a passed proposal and a passed proposal into a failed proposal. This ability can only be invoked on any proposal a maximum of 12 hours after the voting result on it has been published. Any point changes that were relevant to the original result are unchanged and the overturning of the proposal result must not directly gain any points for the Leader. This ability may only be invoked once in any game, and does not apply to proposals requiring a unanimous decision. This rule takes precedence of any other rules currently in effect.

[Proposed by Daniel Bor, 14.xi.1996.]

360 Any player who posts an article containing a line or lines of more than 79 columns (excluding header lines, attributions and lines quoted from previous articles) shall be fined eight points. Moreover, anyone who triggers the Netscape line-end-eating bug by failing to leave a blank line between the quoted material and the new text shall be fined four points. This rule applies only to postings in ox.games.nomic. No more than one penalty per player per day will be imposed under this rule; if several such penalties apply then one maximal one will take effect.

[Proposed by Ian Collier, 17.xi.1996.]

370 [Transmutation of 104]

[Proposed by Owen Massey, 21.xi.1996.]

371 The inclusion of a Spice Girls quote in a signature of an article posted to ox.games.nomic shall carry a penalty of three points.

[Proposed by Ian Collier, 21.xi.1996.]

373 Every 13th proposal starting with 377 should be proposed in rot13. The penalty for not doing so shall be 13 points and the speaker shall rot13 it in any case.

[Proposed by Colin Batchelor, 23.xi.1996.]

374 Any player who recruits another player to the game shall gain 5 CV points.

[Proposed by Colin Batchelor, 23.xi.1996.]

385 On the passing of this rule Matthew Barratt shall gain 250 points. This rule shall then repeal itself.

[Proposed by Matthew Barratt, 27.xi.1996.]

387 [Repeal 375]

[Proposed by Matthew Barratt, 27.xi.1996.]

377 Any player who voted on a proposition may call for an appeal against the result of the vote, provided this call is supported by another player who also voted on the proposition and that the call is made within the appeal period after the announcement of the result against which the appeal is being made. The appeal period is half the normal voting period or one full weekday, whichever is the longer. If the call for appeal is accepted then an appeal will take place. The result of the appeal will be either to confirm the result of the vote or to overturn the result of the vote. No further appeal is allowed. If the appeal confirmed the result of the vote then the rule may not be re-proposed, amended or repealed for a period of seven days.

The decision regarding whether or not to accept a call for appeal and the method by which an appeal is carried out are at the discretion of the Speaker unless the procedures are defined by the rules. At least two players must be involved in the process of determining the result of an appeal.

[Proposed by Ian Collier, 25.xi.1996. Adopted. Subject to appeal by Owen Massey and Chris Dickson, 2.xii.1996 and eventually rejected.]

399 A player should make a call for judgement whenever they notice that the meaning or correct interpretation of a rule is unclear. (Even though the spirit of the rule may make this obvious). Disagreement between players should be more than enough to show that interpretation is unclear and therefore that a judgement should be called. (Regardless of whether they can resolve the argument themselves.)

[Proposed by Gordon Aickin, 19.i.1997.]

400 Before judgement is made the judge must decide if their is a case to answer. (ie. the correct intepretation is unclear.) If it is found that there is then the player calling for judgement shall recieve 5 points. If not they shall lose five points. If there is found to be no case to answer then no judgement will be made but the judge will still recieve the same benefits they would have had they had to make a judgement.

[Proposed by Gordon Aickin, 19.i.1997.]

407 Repeal 334.

[Proposed by Owen Massey, 21.i.1997.]

419 No Player may take any action which would require the CV points of any player to fall to CV0 or below. Any action which would have such an effect will have no effect at all.

[Proposed by Gordon Aickin, 27.i.1997.]

P6 Any player leaving the game shall lose all points, which shall be distributed equally among the remaining players.

[Proposed by Ian Snell, 13.ii.1997.]

P7 This is not rule %n. The previous statement is a lie.

[Proposed by Ian Snell, 13.ii.1997.]

P8 Transmute 384 to mutable.

[Proposed by Ian Snell, 13.ii.1997.]

P9 If 384 is transmuted, change its rule number to 321.

[Proposed by Ian Snell, 13.ii.1997.]

P10 If 384 has been renamed, transmute 321 to immutable.

[Proposed by Ian Snell, 13.ii.1997.]

P11 [Amending 358]
Players who voted against a Proposal which is adopted receive 10 points apiece. Player who voted for a Proposal which is not adopted shall receive a random number of points in the range from 1-10 inclusive.

A player whose Proposal is adopted shall receive a number of points equal to the number of Items in the Proposal multiplied by a random number in the range 1-10 inclusive. If a Proposal is not adopted, and the number of votes cast against the Proposal is greater than TWICE the number of votes cast for it, the player who made that Proposal shall lose 10 points.

[Proposed by Mark Rigby-Jones, 14.ii.1997.]

P12

[Proposed by Gordon Aickin, 14.ii.1997.]

P13 At the end of the voting period:

For the sake of this rule only, random votes are not counted as votes.

[Proposed by Gordon Aickin, 14.ii.1997.]

P31

[Proposed by Gordon Aickin, 6.xi.1997.]

P32 The Scribe will also have the duty of informing non-players about the game, and encouraging them to join. The minimum requirement for this duty shall be a post to a selection of Oxford newsgroups which in the Scribe's opinion are likely to be read by people who might be interested in the Game if they knew about it. Posts should be made at a time close to the start of each academic year, but after such a period that new students at the university have had time to discover how to read news groups (posts may be made more frequently at the discretion of the Scribe). The Scribe shall gain one tenth the normal benefit due to a player who entices another to join, if any players join due to the Scribe's actions in advertising.

[Proposed by Gordon Aickin, 6.xi.1997.]

P34 Repeal 449(2) [Bribes].

[Proposed by Chris Dickson, 8.xi.1997.]

P37

[Proposed by Ian Snell, 10.xi.1997.]

P39 There exist such entities as Yellow Cards and Red Cards. Yellow Cards and Red Cards may be awarded to players as a result of the enaction of other rules.

Should a player be awarded a Red Card they immediately cease to be a participant in the game and all procedures relevant to a player leaving the game immediately apply. Furthermore, that player is not permitted to join the game again except through the process of Appeal, and the Speaker may deny any new player the permission to join the game at their discretion if they are believed to be a player who was previously awarded a Red Card.

When a player Appeals to join the game, there is immediately a Referendum as to whether they should be permitted to join the game. Should the Referendum pass, the player joins immediately with all the rights, privileges and responsibilities of a new player; should it fail, they are not permitted to join the game, and the Speaker has the right to ignore any subsequent Appeal by that player.

[Proposed by Chris Dickson, 11.xi.1997.]

P40 Transmute 0(0) to mutable.

[Proposed by Simon Cozens, 11.xi.1997.]

P49

P51

[Proposed by Owen Massey, 25.xi.1997.]

P52 [Amending 449]
A player with 5 or more points may e-mail the Speaker to request a Bribe. This is done by informing the Speaker of the name of a Voter or Judge, the Proposal or Judgement to which the Bribe applies, and a vote (or judgement).

The player giving the Bribe shall lose 5 points; the nominated Voter or Judge shall gain 3 points and the Speaker shall gain 3 points. Each player may use a Bribe on a Proposal or Judgement at most once during the voting period for that Proposal or Judgement.

If the voting period for the Proposal or Judgement to which the Bribe applies has not been completed and the nominated Voter or Judge is eligible to vote on the specified Proposal or Judgement then the counting vote of that Voter on that Proposal or Judgement shall be the vote which the player giving the Bribe decided.

This rule takes precedence over any other rule determining the counting vote of any player.

[Proposed by Simon Cozens, 26.xi.1997.]

P54 Repeal 393.

[Proposed by Chris Dickson, 5.xii.1997.]

FT4 All Players are either Voters or Speakers. All Voters are either Players or Speakers.

[Proposed by Simon Cozens, 11.xii.1997.]

P55 Judgement is to be spelt "judgement" and each use of the spelling "judgment" in ox.games.nomic, in a Proposal, Referendum or Judgement, or on the web pages shall incur a five point penalty.

[Proposed by Colin Batchelor, 9.xii.1997.]

P56 [amending 434(1) [Rule Clerk]]

[Proposed by Colin Batchelor, 9.xii.1997.]

P57 What's without Dusty Bin? 384(0) without Dusty Bin.

[Proposed by Colin Batchelor, 11.xii.1997.]

P58 Amend 382 by appending to the second paragraph:
This vote does not count as Nomic business. It may be overridden by a Bribe only if the player is not in Suspended Animation for some part of the Proposal's voting period.

P60

[Proposed by Ian Snell, 19.i.1998.]

P61

[Proposed by Ian Snell, 19.i.1998.]

P64 Repeal Rule 404.

[Proposed by Owen Massey, 26.i.1998.]

P66 At all times, each player shall be exactly one of Green, Purple and Colourless. This is called the player's Shade and shall be recorded and made public by the Speaker.

Each player shall be required to send a message to the Speaker declaring themselves to be exactly one of Green, Purple and Colourless. Any player who has not done so seven days after the enactment of this Proposal shall be allocated a Shade by the Speaker. The Speaker shall keep the Shades chosen secret until all players have a Shade. When this is done, this paragraph shall be repealed from this rule.

When a Proposal is made, the Speaker shall deem it Green with probability 1/2 and Purple with probability 1/2. The Speaker shall keep this secret until the Proposal is declared adopted or rejected. Each Green player gains 2 points for voting FOR a Green Proposal and loses 2 points for voting AGAINST a Green Proposal. Each Purple player gains 2 points for voting FOR a Purple Proposal and loses 2 points for voting AGAINST a Purple Proposal. No Colourless player shall gain or lose points as a result of this rule.

The Speaker may change the probabilities of a Proposal being declared Green or Purple and the points gained or lost by Green or Purple players. Such a change must be distributed to all players and takes effect only on Proposals made after its distribution.

[Proposed by Owen Massey, 26.i.1998.]

P72 If a Proposal is adopted and it contains at least one Item which is neither a Motion nor a transmutation of an immutable rule then the player who proposed it shall receive a random whole number of points in the range 5-10 inclusive. In any case, each Voter who cast a vote against it shall receive 5 points.

If a Proposal is not adopted then the player who proposed it shall lose 5 points, provided the number of votes cast against the Proposal is greater than twice the number of votes cast for the Proposal. In any case, each Voter who cast a vote for the Proposal shall receive 5 points.

[Proposed by Owen Massey, 3.ii.1998.]

P77 If the Speaker is found to have made a mistake in the publicizing of votes, the Recorder shall record a Black Mark against his or her name.

[Proposed by Colin Batchelor, 13.ii.1998.]

P79 There is an Office of International Observer. The International Observer receives a salary of CV1 every 8 days. Players voting should send their votes to both the Speaker and the International Observer. In the event of a dispute over voting, the International Observer is to make his copy of the voting public.

[Proposed by Simon Cozens, 10.iii.1998. It was judged that FT8 was not a valid Proposal as it attempted to change a player's score.]

P95

  1. Enact the following new rule:
In the case where a Proposal contains Items specifically numbered, any amendments made shall all be enacted simultaneously, but any changes this makes to the Ruleset shall not be followed until after all score changes have been applied. This rule takes precedence over 428.
  2. Replace the terminal full stop in 313 by "except where a rule does exist which differs from the specified rule by only its Version Number. This rule shall be assumed to be the specified rule and shall accordingly be amended, unless it is immutable."

[Proposed by Colin Batchelor, 16.iii.1998.]

P101 Amend the rule with the following text: "A player who is judged to have broken the rules may be awarded 1 Black Mark, regardless of any other punishment. The Speaker may decree that the situation currently obtaining in OxNomic shall be that which would have been the case had the rules not been broken. Such a decree has instant effect." to read as follows:

A player who is judged to have broken the rules may be awarded 1 Black Mark, regardless of any other punishment. The Speaker may decree that the situation currently obtaining in OxNomic shall be that which would have been the case had the rules not been broken, with the exceptions of any changes wich took place in the game as a direct result of the judgement on the legality of the action, and any changes which are the result of any rules dictating punishments for breaking the rules.
