Original Set of Laws

The Governor of Koljiana is responsible for recording the Laws
of Koljiana, sending out proposed law changes, and collecting the results
of votes for proposed law changes.

The procedure for proposing, voting, and making law changes is the
same as for rule changes in the rules, except for any changes noted in the
Laws of Koljiana.

The only players allowed to propose law changes, and vote on law
changes, are those who are part of the Government of Koljiana.

The Government of Koljiana consists of:

1) The Governor of Koljiana
2) The Council of the Local.

Every six months, there is an election for the Governor of
Koljiana. Any player who owns a square in Koljiana may run for Governor.
Any player who owns a square may vote for Governor.

Should there ever be no Governor of Koljiana, the Council of the Local chooses
an temporary Governor, and as soon as one is named, an election for Governor
takes place.

Should there ever be no canditates for Governor, the Council of the Local
chooses a Governor. If there is no Council, the Speaker chooses the next
Governor.

Every two months, a new Council of the Local is chosen. The
Council consists of the four players who own the most squares in Koljiana.
If there is a tie for the most squares, the Governor chooses between the
tied candidates.

There exists the Treasury of Koljiana. All taxes collected by
the Government of Koljiana are transferred into the Treasury. Rishonnes
may only be spent from the treasury as stated in the laws, or by vote of
the Government of Koljiana.

Every Monday taxes are collected. Each player who owns a square in
Koljiana must pay |1| for each square they own. If e cannot pay for a
square, the square becomes owned by the local of Koljiana.

Every Monday salaries are paid. The Governor receives |2|. The
Cartographer receives |2|. These salaries are paid from the treasury of
Koljiana after taxes have been collected. If there are not enough Rishonnes
in the treasury to pay the salaries, the person who would receive the salary
is informed of the lack of Rishonnes to pay, and nothing further is done.
