In general in cases of ambiguity I figured out what we had actually decided to do by looking for later things relying on one resolution or another. This created some confusion, because sometimes those later attempts had failed and it was difficult to ascertain that, as well... I have detailed the effects of all proposals which change the numberings, and given short comments on the effects of other proposal-related proposals when I deemed it appropriate. I have also flagged the history of the numbering rule and of the reference code rule (today, these are RC334 and RC337) with a # character in column 0 wherever either is changed, and with an x character wherever one was supposed to be but wasn't and where a directly-related change was made to another rule. To tell the truth, I made this file because I enjoyed it and not because I thought it would be good for the game, but I think it was necessary. Although all information here is determined by other sources, it took me quite a bit of detective work to track some of it down. Also, some of it is interesting. One can see recorded exactly the problems we went through that led to the introduction of reference codes... Hopefully the format is self-explanatory. I came up with a way to disambiguate between rules with the same number before the invention of reference codes, or between rules with the same reference code, but we have never had that problem (I got confused by 319; my memory isn't that long), so I didn't get to use it and you don't have to be confused by it.
