Proposal Togas.1

["Proposals must be published to all Players of the Nomic, indicating: ... 2) the
exact text of the Proposed Rule or Rules" -- Law 1.2]

Upon passage of this proposal, the following LAWS will be created:

NomicSecretary (9)
9.1 The Nomic Secretary, a Nomic Official, is created upon the passage of this
law.  
9.2 The Nomic Secretary shall be responsible for recording and counting all votes
submitted on any topic and, upon the termination of any voting period, giving a
count of those votes to the Nomic. 
9.3 If there is any dispute over the results from any vote, the Nomic Secretary's
official count shall be used to resolve that dispute. 
9.4 The Nomic Secretary shall be responsible for recording and counting all
points collected or lost by all players of the Nomic. 
9.5 The Nomic Secretary shall officially publish the current point totals of all
players of the Nomic on a weekly basis. 
9.6 As a reward for the work done, the Nomic Secretary shall receive 1 point per
week, provided that he or she performs his or her duties in a timely and
reasonable mannor. 
9.7 If a player disputes the Nomic Secretary's official count or if a player
disputes that the Nomic Secretary has not performed his or her duties in a timely
and reasonable mannor, he or she may call for a Judicial Review. 

NomicElection (10)
10.1 If there exists a Nomic Office that is vacant, all players have 2 business
days to announce his or her candidacy for the vacant Nomic Office. After 2
business days have expired all players that are not candidates have another 2
business days to vote for one of the candidates.
10.2 All candidates are presumed to vote for him or herself and, therefore, do
not vote. 
10.3 If a tie results at the end of the voting period, the tie will be broken by
Tom Ogas. If no player expresses his or her desire to serve as a candidate,
elections will begin again as per 10.1. 

ReElection (11)
11.1 After 30 days of service, or after a Judicial Ruling has found that the a
Nomic Official has not performing his or her duties in a timely and reasonable
mannor, any player may call for a ReElection so long as another player "seconds"
the request.
11.2 In any ReElection where the Nomic Office is not vacant, the current holder
of the office is automatically considered a candidate.
11.3 If there is a tie between the current holder of the office and a new
candidate, the current holder wins.  If there is a tie between two candidates who
are not current office holders, Tom Ogas will resolve the tie.
