Re: [nbd] shortening the proposal time limit

I've been thinking about the time-shortening proposal as well. I was going to
just sit this one out and vote on the last day if it was going to pass (and thus
get a point). I might still do that.

But right now, to stimulate activity and to shore up minor problems in the
RuleSet (as Jillian is starting to notice), I don't think it's such a bad idea
for the time being. If things get too busy we can always re-amend the rule to go
back to the 4 day voting period, or make it 3 days or 5 days or whatever.

Also, I don't think we need to do a JR for everything ... but others might
disagree. IMHO, if someone makes a mistake which is apparant to everyone once
the mistake is pointed out (like making multiple rule proposals at once), perhaps
what we should do is just point out the error to the player and if the player
agrees that he/she made a goof, no JR is needed. There would be no controversy.

Thoughts?
