There are only three possible Judgements: (1) True; (2) False; or (3)
Undecided.  A Judgement should also be accompanied by a list
of rule numbers. This defines the Scope of the Judgement (abbreviation: scope).
Should no scope be given then the scope shall default to all current rules.
A Judgement may also be accompanied by reasons and arguments, but any such
reasons and arguments form no part of the official Judgement itself.
