Enact Office of the Court Reporter
An office known as Court Reporter is created.  The duties of the
Court Reporter are:
<p>
To maintain the Judicial Record and insure that Judgements are
properly recorded.
<p>
To verify that Judges are eligible, and take appropriate action
if an ineligible Judge is selected.
<p>
To maintain a public list of players eligible in general to Judge,
if this list is not identical to a list of all recently active
registered players.
<p>
To inform the Scorekeeper of any points which should be awarded
as a result of Judgements.
<p>
The procedure for becoming Court Reporter is governed by the
default rules for offices.  The salary is 3 points per week.
