Amend 1031
<p>
A proposer may have two proposals for free on the voting noticeboard at
any given time.  Each proposal beyond two that a proposer has on the
voting noticeboard at a given time will cost the proposer N points, where N
is equal to 5 times the number of proposals the proposer has on the voting
noticeboard before the new proposal is placed there.
<p>
A proposer may not make a proposal unless he/she has at least
N positive points as required for that proposal.
