[Other, Multiple] {Comment: This proposal is aimed at clarifying the rules on proposals and when to vote. As the rules stand, 0.5.1 states that you must vote in the current week on proposals recieved during the previous week. However, there is no rule stating that the Speaker (or eir nominee) must distribute the proposals from the previous week. Therefore, the voters have no way of knowing whether they should submit their votes or not, as they do not know if the proposals were submitted in the previous week. Tortuted, I know... Hopefully, this proposal makes this watertight. } 1. In Rule 0.4.3, remove the sentence: "Each Voter must receive a copy of all Proposals at least 4 days before they are Voted on." 2. In Rule 0.4.4, replace: "The Speaker or eir nominee, is responsible for distributing Proposals to all Voters at least four days before the end of the Nomic Week." with: "At the beginning of the Nomic Week, the Speaker or eir nominee will distribute the Proposals made in the previous Nomic Week. It is eir responsibility to ensure that this happens at least 4 days before the end of the current Nomic Week." 3. In Rule 0.5.1, replace: "All Votes for a Proposal must be submitted in the Nomic Week following the Nomic Week in which that Proposal was submitted." with: "Votes on Proposals must be recieved by the Speaker or eir nominee by the end of the Nomic Week in which the Proposals were distributed." -------------------------------------------------------------------------------- Proposal 258 - Manoeuvres and Gambits [Other, Multiple] Part 1 - Manoeuvres in the Dark A Player may declare eir last three valid moves as a Manoeuvre, provided that none of the last three moves is a Pass, or a Forced Pass. E does this by performing a Declaraction action, which takes one of the two forms: [Declaring the ____________ Gambit] or [Declaring the ____________ Manoeuvre] where the underscores are replaced by the Manoeuvre name. Either of these two forms is called a Manoeuvre Declaraction action, and the term Gambit Declaraction action is synonymous. Likewise, the word Gambit is synonymous with the word Manoeuvre. The cost of this action is at least one token of any colour, listed in such a way that the action is clearly identified with its cost. Any number and colour of tokens can be given, as long as there are one or more tokens of different colours given. Players are encouraged to use creative and historic gambit names (e.g. Trellis Roundhouse, Ould Diagonal Shunt) and costs which are appropriate to the completion of the manoeuvre. The player can only give tokens away: e cannot perform a Manoeuvre Declaraction action that, in itself, gains the Player Tokens. A Manoeuvre Declaraction action is illegal if a Gambit already exists using that exact sequence of stations, even if the lines used differ. Part 2 - Gambits And Their Costs This rule shall contain a lists of all legal Manoeuvres, consisting of their names, the stations used to perform them, and the cost of the completed gambit. Costs of tokens are recorded in positive numbers only. The Speaker shall update this rule to include any new gambit declared using a legal Manoeuvre Declaraction action. This list explicitly keeps all the Gambits so declared despite the Game in which the Gambit was declared has ended. Part 3 - Manoeuvres in the Light A Player may use a Manoeuvre by performing a Manoeuvre Usage action, which is synonymous to a Gambit Usage action, as long as the three most recent valid non-pass Stations that the Player played are the same sequence as a named Gambit. This takes the form of: [Using the ___________ Gambit] or [Using the ___________ Manoeuvre] where the underscores are replaced by the Manoeuvre name. A legal Gambit Action performed successfully gains the Player the tokens that are recorded as the cost of the Gambit - i.e. the original cost paid by the Player who declared the gambit. This gain must be shown in the Comments of the player performing the Manoeuvre Usage action. Part 4 - Update the tables Update the table of actions and costs in Rule 1.4.1 (Token Gesture) to include the following information: "Playing a Manoeuvre Declaration action" shall have a cost of "- at least one token of more than one colour". "Playing a Manoeuvre Usage action" shall have a cost of "+ the cost recorded against the Manoeuvre used" {Comments - now for some Cripplehead!} -------------------------------------------------------------------------------- Proposal 259 - Uniformity... [Other, Multiple] 1. In Rule 0.7.1, add the following paragraph at an appropriate juncture: "The email containing the Point of Order should have a subject line of 'MN: Point of Order'. If it does not have this subject line, your Point of Order may be considered invalid." 2. In Rule 0.7.2, add the following paragraph at an appropriate juncture: "The email containing the Emergency Proposal should have a subject line of 'MN: Emergency Proposal'. If it does not have this subject line, your Emergency Proposal may be considered invalid." {Comment: Extending the 'MN: Votes'-type convention to all the other Speaker-specific messages so e can spot them. } -------------------------------------------------------------------------------- Proposal 260 - Picky... [Other, Multiple] 1. In Rule 0.7.2 replace: "Instead of being Voted upon normally, a Judge is selected at random from the set of Active Players, excluding the Player who made the Emergency Proposal." with "Instead of being Voted upon normally, the Speaker or eir nominee selects a Judge at random from the set of Active Players, excluding the Player who made the Emergency Proposal." 2. In rule 1.16.1 replace: "In this case a Player shall be selected at random from those active, but not including the Player who made the offending Turn or the Player who Buzzed, to act as Referee; the Referee shall then post to the mailing list a judgement as to whether the Turn is Illegal or should stand." with: "In this case the Speaker or eir nominee shall select a Player at random from those active, but not including the Player who made the offending Turn or the Player who Buzzed, to act as Referee; the Referee shall then post to the mailing list a judgement as to whether the Turn is Illegal or should stand." {Comment: Clarifying who makes the selection. } -------------------------------------------------------------------------------- Proposal 261 - Pass the Buck (Amendment) Replace the following paragraph in Rule 1001 (The Game State Document): "Players are permitted to add their Move to the end of the Game State Document, in the following format: : ( via:,) [] Where is the name of the Player making the Move, is a valid Move, via, is the resulting Line of the Move with the route taken if a change of Lines has been made and is an optional Action performed by the Player. Any Action shall be enclosed in square brackets. Only Actions defined by Rules are valid. If no Action is to be performed by the Player, the square brackets are not to be written." with: "On eir Turn, Players add eir Move to the end of the Game State Document, in the following format: : (, via: ) [] is the name of the Player making the Move; is a valid Move; is the Line Code of the station moved to, unless the Move is "Pass", in which case the Player shall give the name and Line Code of the station e is currently at in this space. If the station moved to has more than one possible Line Code the Player should nominate a Line Code of eir choice from those available; is the Line Code of each Move Portion and may be omitted if the Player has passed or remained on the same Line for the whole Move; is any optional Action performed by the Player. Only Actions defined by Rules are valid. If no Action is to be performed by the Player, the square brackets should be omitted." {Comments: resubmitting part of failed Proposal 241, slightly adapted} -------------------------------------------------------------------------------- Proposal 262 - It's Time... (Amendment) 1. If Proposal 254 (Synchronise Watches) passes, this proposal shall be null and void. 2. In Rule 1002 (Taking A Turn) amend the paragraph: "If a Player does not make eir Move within this time, any Player from that Game may submit a Move of "Forced Pass" for that Player. If it the Forcing Player would Move next, e may submit eir Move on the same GSD." to read: "If a Player does not make eir Move within this time, any Player from that Game may submit a Move of "Forced Pass" for that Player, and advance the Game Time by one hour. If the Forcing Player would Move next, e may submit eir Move on the same GSD." {Comments: I'm voting against 254 but want to keep this bit.} -------------------------------------------------------------------------------- Proposal 263 - Stop in the Name of LV [Other, Multiple] 1. Make the following amendments to Rule 1.6.1 (Line Velocity): i: remove: "Upon Enactment of this Rule, all Players Line Velocities are set to zero. When a new Player joins a Game, eir Line Velocity is set to zero." ii. add: "On eir first Move, a Player's Line Velocity is zero and e may may not perform the action of adjusting eir LV." {Comment: removing the redundant sentence, and getting rid of what I think is an anomaly, as on your first move you have nothing to adjust your LV from.} iii. add: "The following actions automatically reset a Player's LV to zero: Home, Wild, Shunt (and being shunted), Power Failure." If Proposal 250 passes, add "Walking" to the above list. Any omissions from the list may be added ad hoc. 2. Remove the following paragraph from Rule 1.12.1: "By Playing a Move with a Station that is eir Home Station and an Action which is the string "Home", any Player may Move to eir Home Station, irrespective of any Rules which prohibit this Move." and replace it with: "On eir Turn a Player may move to eir Home station by playing that station as eir Move and performing the action "Home". This action automatically sets eir LV to zero, and takes precedence over any other rule which may otherwise prohibit such a move." {Comment: essentially the point of this is to make it so that the Home action sets your LV to zero.} 3. Enact the Rule "For He's A Jolly Good Fellow" as follows: "Upon Enactment of this Rule Kevan shall be given 20 Kudos Points. This rule shall then be repealed." {Comments: Overturning an unfairly harsh penalty from a while back.} -------------------------------------------------------------------------------- Proposal 264 - Why It's Mr Kowalski; It Was You All Along [Amendment] Amend Rule 0.3.1 (Players, Voters and the Speaker), removing "(This Name may not be changed once that person has joined the game.)" and adding:- "A Player may, at any time, post a message to the mailing list announcing a desire to change the Name they use in the Nomic. This change shall take effect at the end of the current Game Week, provided that no other Player objects to the change of Name before then." { Comments: Permissible where absolutely necessary, and I assume you'll all have the sense not to be *too* irritating and change it all the time. (The "provided that no other Player objects" and end-of- Week thing is to avoid any possible scamming.) } -------------------------------------------------------------------------------- Proposal 265 - Organised Action [Enactment] { Comments: This just hacks in all the helpful pre/post-Move Action stuff that I came up with for the HTML ruleset - certain Actions take effect before the Player's Move, other's take effect after. As well as clarifying when Actions take effect, a centralised list of all Actions makes life a lot easier, allowing Players to scan through them when deciding what to do during eir Turn. } [1] Action Types [Enactment] There are two types of Actions; Pre-Move Actions and Post-Move Actions. Pre-Move Actions can only be performed prior to your Move, Post-Move Actions only after it has been successfully completed. Actions can be performed in any order the Player chooses, and should be listed in this order when detailed on the Game State Document. Whether Pre or Post, however, all Actions are detailed after the Move. The following sections list the available Actions - those involving Token costs are signified with Token images of the appropriate colour. If you do not have sufficient Tokens (or if the Game is currently in Knip), you cannot perform that Action. [2] Pre-Move Actions [Enactment] [Bridges Up] / [Bridges Down] These Actions set the Game's Bridge State to either "Up" or "Down" accordingly. The Actioning Player must forfeit three Blue Tokens to perform either of these Actions. [Cascade Sidestep] This Action permits the Actioning Player to ignore the effects a Parks and Greens Cascade for the remainder of eir Turn. The Actioning Player must forfeit one Blue Token to perform this Action. [Dollis Sidestep] This Action permits the Actioning Player to ignore the effects a Dollis Hill Loop for the remainder of eir Turn. The Actioning Player must forfeit all Tokens of a single colour (provided that e owns at least one Token of that colour) to perform this Action. [Drone Keeper] This Action assigns the role of Drone Keeper to the Actioning Player. The Actioning Player must forfeit three Blue Tokens to perform this Action. [Game Time: +0x00] This Action advances Game Time by 'x' hours. The Actioning Player must forfeit 'x' Blue Tokens to perform this Action. [Home] This Action permits the Actioning Player to play eir Home Station as eir Move. This is automatically a Valid Move. [Ignore the Gap] This Action ceases the effect of an earlier "Mind the Gap" Action. The Actioning Player must forfeit one Silver Token to Perform this Action. [Into Knip] / [Out of Knip] These Actions put the Game into Knip and take it Out of it, respectively. The Actioning Player must forfeit three Blue Tokens to perform either of these Actions. [LV?X] This Action alters the Actioning Player's Line Velocity prior to eir Move, where "?" is either "+" or "-", and "X" is an integer number between one and three, as appropriate to the change in Line Velocity. [LV=0] This Action sets the Player's Line Velocity to zero prior to eir Move. [Mind the Gap] This Action prevents Players from changing Line during eir Move - see Rule 1.7.4. The Actioning Player must forfeit one Silver Token to Perform this Action. [Rebounding off ] This Action permits the Actioning Player to Rebound off of a Blocked Station during eir Move. For further details, see Rule 1.5.6. [Stub Link] This Action permits the Actioning Player to play any Station as eir Move, provided that e owns the Ticket Stub for that Station, and also the Ticket Stub for the Station e is currently situated at. This is automatically a Valid Move. [Wild] This Action permits the Actioning Player to play any Wild Station as eir Move, provided that that Station is unoccupied, unBlocked and not another Player's Home Station. This is automatically a Valid Move. The Actioning Player must forfeit one Red Token to perform this Action, and eir Line Velocity is set to zero after eir Move. For further details, see Rule 1.11.1. [3] Post-Move Actions [Enactment] [Blocking ] This Action permits the Actioning Player to Block a Station adjacent to eir Piece Position after Movement. The Actioning Player must forfeit one Red Token to perform this Action, unless e owns the Ticket Stub for that Station. For further details, see Rule 1.9.1. [Claiming a Token from ] This Action lets the Player take the top Token from the stated Station's Token Stack, provided that e has passed through that Station during eir Move. [Eating Sandwich] This Action permits the Actioning Player to discard one Sandwich, and may only be performed after a Move of "Pass", and if e did not play an "Eating Sandwich" Action during eir previous Turn. [Film: ] This Action is compulsory if the Player has Moved from Hampstead during eir Turn. is the name of the film which the Player saw at the Everyman Cinema repertory theatre (i.e. a film of the Player's choice). [Getting Stub] This Action permits the Actioning Player to collect a Ticket Stub for the Station eir Piece is located at. This Action may only be performed after a Move of "Pass", and on a Station which has a Connection with British Rail. [Gold to Blue] This Action gives the Actioning Player four Blue Tokens, at the cost of a single Gold Token. [Gold to Silver] This Action gives the Actioning Player two Silver Tokens, at the cost of a single Gold Token. [Late Arrival from ] This Action forces any Player whose last Turn included a "Visiting" Action to play a "Pass" as eir Move this Turn, if eir chosen Place was the same as that nominated in this Action. The Actioning Player must forfeit two Blue Tokens to perform this Action. [Parks and Greens Cascade] This Action initiates a Parks and Greens Cascade. This Action may only be performed if the Actioning Player's Piece is situated at a Park or Green Station after Movement. [Power Failure!] This creates a Power Failure on the Line the Actioning Player ends eir Move upon. The Actioning Player must forfeit three Red Tokens to perform this Action. [Septimus Divergence] The Action puts a Septimus Divergence into effect, based around the Actioning Player. This Action may only be performed if the Actioning Player's Piece is situated at Seven Sisters after Movement. The Actioning Player must forfeit two Silver Tokens to perform this Action. [Shunting to ] This Action permits the Actioning Player to Shunt Players from a Station if eir Piece is at that Station after Movement. For further details, see Rule 1.10.1. [Spooning ] This Action places the target Player in Spoon. For further details, see Rule 1.7.1. [ Wild] This Action designates the specified Station as being Wild, provided that there are no other Wild Stations in that Quadrant. For further details, see Rule 1.11.1. { Comments: One handy side effect of Pre/Post stuff is that you can do both a [Wild] and a [Station Wild] Action in the same turn, but only in that order. } [Straddling To ] This Action moves the Actioning Player's Piece to "Station", provided that this is a valid Straddle under Rule 1.7.3. [Terminating Cascade] This Action ends a Parks and Greens Cascade. This Action may only be performed if such a Cascade is currently in effect and if the Actioning Player's Piece is situated at a Plant Station after Movement. [ Token on ] This Action places a Token of the specified colour on the top of the stated Station's Token Stack, provided that the Actioning Player has passed through that Station during eir Move, that the Station is unoccupied and that there are no more than six Tokens in its Stack already. The Actioning Player must forfeit a Token of the stated Colour to perform this Action - it is placed directly on the stated Station's Stack. [Unspoon] This Action removes the Actioning Player from Spoon, and may only be performed if the Actioning Player's Piece is situated on the Circle Line after Movement. For further details, see Rule 1.7.1. [Visiting ] This Action provides the Actioning Player with a Gold Token, provided that e nominates a non-LU British Rail Station as "Place", that e pays six Bronze Tokens, that e played a Move of "Pass" this Turn, and that eir Piece is situated at an Overground Station. { Comments: Just a basic index, there - I'll mop up the rest (removing surplus Action explanations from existing Rules) next week, if this passes. } -------------------------------------------------------------------------------- Proposal 266 - Mute Pig [Other, Multiple] { Comment: Just putting this one up for Proposal again, since I was rather surprised it didn't get through last time.
