-------------------------------------------------------------------------------- MORNINGTON NOMIC Proposals for Voting on in Week Ten -------------------------------------------------------------------------------- Proposal 091 - Referrendum [Enactment] There may be a proposal known as a referrendum. This is a proposal made by "Mornington Nomic" and not by any individual players. The mechanism of creating a referrendum must be defined by rule within the ruleset. This rule must describe all the conditions that must exist for the referrendum to be created. This rule must also include the exact text of the referrendum to be created. This text must include the word "Referrendum." The referrendum to be created must also be a valid proposal. {Comment: This is the framework for the next proposal, but I think it is a pretty cool idea in its own right.} -------------------------------------------------------------------------------- Proposal 092 - Conditions and Text for Privatisation of British Rail Referrendum [Enactment] If there is no definition of a referrendum within the context of Mornington Nomic, the rest of this rule must be disregarded. If there is no rule called "Privatisation of British Rail Referrendum" players may request the Privitisation of British Rail. This is done by sending a private email to the Speaker with the subject "I move we privitise British Rail" and body. If at least two (2) players request the Privitisation of British Rail, then the Speaker a referrendum is created with the following text: "Proposal - Privatisation of British Rail Referrendum [Enactment] A private rail line consists of a schedule of routes. Any player who possesses three (3) or more ticket stubs may operate a private rail line, which e may name. A player may build a rail line between two stations which are not on the same line on the Offical Map if e possesses both Ticket Stubs. A player indicates that e has built this line by adding it to the schedule of routes. A schedule of routes must be published before the beginning of the week. A schedule of routes must contain the name of the private rail line, the name of the operator, a list of lines, and for each line any fares and/or travel restrictions imposed by the operator of the line. {Comment: this rule does not indicate how a player indicates travel along a private rail line, must be enacted in a separate rule} " {Comment: This referrendum protects the integrity of the game in that a private rail line could not only not build a line from South Ruislip to Greenford, but he could build a line from Richmond to Statford (the significance here is that the second pair are both stops on the North London line, which is a BR, but one which is on the map.) The idea being that privitisation is ostensibly in the public good, which means (in this context) providing new service.} -------------------------------------------------------------------------------- Proposal 093 - Precision is Everything [Amendment] If Proposal 085 (Reving Up) fails, then Rule 1026 (Line Velocity) shall be amended as follows: Append the following sentence to the first paragraph: "A Player's Line Velocity value does not change from the end of eir Turn to the start of eir next Turn unless modified by some other Rule." Append the following sentence to the penultimate paragraph: "If a Player plays a Move of Pass, e is deemed to have implicitly performed such an Action ie eir LV will be set to zero." If Proposal 085 is passed, then this Proposal has no effect. { Comment: Just clarifying the LV wording to avoid confusion, and adding a useful rider from Proposal 085. } -------------------------------------------------------------------------------- Proposal 094 - Dogs Turn Up Everywhere [Amendment] Rule 1012 (Dogs Must Be Carried) shall be amended as follows: Append the following paragraph: 'The Moves "Bow Road (for Bow Church)", "Bow Church (for Bow Road)", "Tower Hill (for Tower Gateway)" and "Tower Gateway (for Tower Hill)" are also valid Moves in the same way.' { Comment: I'm assuming that, because these station pairs are linked on the map, that Escalator Links exist between them. I considered rewriting the Rule in a more general form, but didn't because I thought it might get a little unwieldy. } { Speaker's Comment: You missed the chance for a fine Pulp reference as your Proposal name there, sir. Never mind. } -------------------------------------------------------------------------------- Proposal 095 - Kill, Kill, Kill [Amendment] Amend the second paragraph of Rule 208 (Multiple Proposals) to read:- "Multiple Proposals may propose to Enact, Amend or Repeal any number of Mutable Rules." { Comments: Lack of multiple Repeal is fairly pointless, as you can get around it by Proposing "This Rule will Repeal Rule 666 and then Repeal itself." bits in your Multiples, should you so wish. } -------------------------------------------------------------------------------- Proposal 096 - Recruitment Drive and Dead-Wood-Cutting [Amendment] Add the following paragraphs prior to the final one of Rule 1005 (Kudos): "If a Player who has joined the Game in the past seven days names a single other Player as being the person who persuaded em to play Mornington Nomic, the nominated Player gains five Kudos. This nomination be only performed once by each Player." "For every Rule Repealed as a direct result of a Player's Proposal, that Player gains two Kudos." { Comments: The former an incentive to sign your friends up, the latter an incentive for us to keep the Ruleset as lean as possible. } -------------------------------------------------------------------------------- Proposal 097 - Team Play [Other, Multiple] [Enactment: Team Play] There shall exist a Blue Team and a Puce Team. All Players belong to either of these teams, or to no team. Each Player's Team status is indicated in the section of the Game State Document - valid Teams are "Blue", "Puce" and "None". Players may select their Team when it is eir turn to Move, by stating eir chosen Team in eir Turn. Once a Player has selected eir Team, e may not change it. [Amendment: GSD Tweaks] In Rule 1001 (The Game State Document), replace:- " : [] Where is the name of the Player making the Move, is a valid Move, and is an optional Action performed by the Player. Any Action shall be enclosed in square brackets. Only Actions defined by Rules are valid. If no Action is to be performed by the Player, the square brackets are not to be written." with:- " () : [] Where is the name of the Player making the Move, is the Player's Team, is a valid Move, and is an optional Action performed by the Player. Any Team shall be enclosed in normal brackets. Any Action shall be enclosed in square brackets. Only Actions defined by Rules are valid. If no Action is to be performed by the Player, the square brackets are not to be written." { Comments: Hooks for further things, there. Team play would probably make things a bit more interesting, pulling the game away from just a load of individuals making devious little plans to win, and to define common enemies, and things.
