It needs clarifying, and this should do it. } -------------------------------------------------------------------------------- Proposal 073 - Redefining the Wheel [Amendment] Remove all but the first sentence of the second paragraph in Rule 1013. { Comment: The rest of it has been rather superceded by forced Passing. } -------------------------------------------------------------------------------- Proposal 074 - Greenery [Amendment] Append the following paragraph to Rule 1023:- "A "Park" Station is defined as being one with the string "Park" in its name, a "Green" Station one with the string "Green" in its name, and a "Plant" Station one with any of the strings "Grove", "Garden" or "Wood" in its name." { Comment: It was a shade meaningless, before. } -------------------------------------------------------------------------------- Proposal 075 - Maelberg-Brown Unblocking Multiple [Other, Multiple] Enact: Primrose Hill Geographical Society.The following Stations on Northern Line are officially North of Camden Town: Chalk Farm, Belsize Park, Hampstead, Golders Green, Brent Cross, Hendon Central, Colindale, Burnt Oak, Edgware, Kentish Town, Tufnell Park, Archway, Highgate, East Finchley, Finchley Central, West Finchley, Woodside Park, Totteride & Whetstone, High Barnet, and Mill Hill East. Enact: Windy Commons Geographical Society. The following Stations on the Northern Line are officially South of Kennington: Oval, Stockwell, Clapham North, Clapham Common, Clapham South, Balham, Tooting Bec, Tooting Broadway, Colliers Wood, South Wimbledon, and Morden. Enact: Gordon Brown's Fair Fare. A Player may Move to Mornington Crescent if e has 10 gold tokens, none of the Intersection stations along the Nothern line are blocked and eir current position is at a station on the Nothern line that is North of Camden Town or South of Kennington. This rule takes precedence over rule 1004. { Comment: If rule 1004 is repealed then the point is moot. } -------------------------------------------------------------------------------- Proposal 076 - It's Time to Try and Win [Repeal] Repeal rule 1004. -------------------------------------------------------------------------------- Proposal 077 - Public Proposals [Enactment] There may exist within the framework of Mornington Nomic, public proposals. Pubic proposals shall be defined as proposals to enact. ammend, or repeal a rule or multiple rules within the ruleset which are submitted to the speaker for the express purpose of public debate. As such, public proposals should deal with Mornington Nomic issues that are of general concern and/or as a method of formalizing a general consensus among the players within the ruleset. {Comment: it is sometimes useful to put the intent of a rule within the language of the law, as a guideline for any future CfJ's.} Any player may submit a public proposal to the speaker as e would any proprosal except that a public proposal is indicated as such in the header of the propsal. If there are no other public proposals being considered, and there are no other special conditions, the speaker introduces the public proposal by posting it to the mailing list and debate on the proposal can begin immediately. The speaker's introduction must include the text of the proposal, the name of the player who is the proposer and any germane comments (perferably terse) made by the speaker, at eir discretion. All rules regarding debate on the public proposal must be followed. The speaker is responsible for maintaining an orderly debate. Any player who does not adhere to the formal rules of debate will be ruled dilatory (out of order) by the speaker. {Comment: This leaves a hook for further ammendment to the rules of debate.} Debate on a public proposal continues until one player asks the speaker to close debate, another player concurs with this request and there are not two other player who request that debate continue. This may be formally refered to as "Request to close debate", "Second request to close debate", "Object to closure of debate" and "Second object to clusture of debate" respectively. {Comment: Notice that these aren't actually rules yet. There is plenty of room for these to be fleshed out later.} While debate is open (open is defined as "not closed"), any player besides the proposer may suggest a set of modifications to the public proposal. The proposer may accept these changes. Otherwise, there is a roll call vote. If the roll call vote succeeds then, the modifications are accepted. A roll call vote consists of a roll call vote document consisting of the item being voted on and a row for each player. Initially the rows are blank, but are filled in with " : " where is the player's name and is either FOR, AGAINST, or PASS. The rows must be in alphabetical order and it is the player's responsibility to cast eir vote in order. If a player casts eir vote before eir turn, e shall be ruled dilatory and the dilatory cast shall be disregarded. If a player cast additional votes after e has already cast a vote, e shall be ruled dilatory and the dilatory cast shall be disregarded. If a player does not cast a vote within 48 hours of it beind es turn, the speaker shall assume a vote of PASS and update the roll call vote document. Once all players have cast a vote, the speaker shall compare FOR votes to AGAINST votes. If the FOR votes outnumber the AGAINST votes, the vote succeeds. Once debate has closed on a public proposal. It may be voted on at the end of the week. If there is some reason why it should not be voted on at the end of the week where debate closed, it should be voted on at the end of the next week. When voted on, a public proposal is said to be proposed by consensus and therefore Rule 1005 does not apply. -------------------------------------------------------------------------------- Proposal 078 - Paid Leave [Enactment] A Player may declare emself to be On Holiday, in the Comment part of a Move. On doing this, e must add to the token table at the top of the Game State Document, adjacent to eir name, the letter 'H' in upper case. For every subsequent round, this Player's Turn is immediately missed out (being assumed to be 'Pass', but not being explicitly stated as such). During the Speaker's Move, all Players On Holiday collect the same number of Tokens as the one of the other Players not On Holiday who collected least Tokens during that round. 'Least' is taken to mean 'lowest number'. In the event of two or more Players claiming the same lowest number of Tokens, the tokens of the Player who occurs first in alphabetical order, from those Players, are taken to be the Tokens claimed by Players On Holiday. A Player who is On Holiday may at any time declare eirself to be no longer On Holiday. The 'H' by that Player's name is removed by the first Player to move after a Player ceases to be On Holiday. -------------------------------------------------------------------------------- Proposal 079 - Let's Have A Bit Less Of That [Amendment] Rule 1018 (Shunting Proposal) shall have the following paragraph appended: "A Player may not Shunt another Player onto a Blocked Station or Mornington Crescent." { Comment: Partly this is to fill a logical gap, but this is mainly a spoiler to stop William's rather cunning ruse from working. Sorry, chap. } -------------------------------------------------------------------------------- Proposal 080 - Actions Speak Louder [Amendment] Rule 1001 (The Game State Document) shall be amended as follows: The paragraph which reads "Where is the name of the Player making the Move, is a valid Move, and is an optional Action performed by the Player. Any Action shall be enclosed in square brackets. Only Actions defined by Rules are valid. If no Action is to be performed by the Player, the square brackets are not to be written." shall have the following paragraph inserted after it "Multiple Actions are permitted, provided that there is only one example of a particular Action type in the set (unless specifically allowed for elsewhere). Where multiple Actions are to be performed, each additional Action must appear in its own set of square brackets, separated by space(s) and/or a newline from the previous Action." { Comment: Only allowing one Action is a bit silly really, especially when we have LV to adjust in combination with other things. The wording is intended to prevent multiple Blocks, LV tweaks, etc. } -------------------------------------------------------------------------------- Proposal 081 - Pedants R Us [Other, Multiple] { Comment: Just some typo tweaks - sorry if they seem overly pedantic. What can I say, I had an imagination failure. } Rule 1011 (Token Gesture II) shall be amended such that the first sentence of the second paragraph shall read "The columns of the table shall be the set of valid types of Token." {Comment: the word 'the' was missing between 'be' and 'set'} Rule 1014 (Helicopter Shuttle) shall be amended such that the first sentence of the second paragraph shall read "Either of the aforementioned Moves is always valid with no mitigating circumstances of any kind." {Comment: 'circumstances' was missing an 'r'} Rule 1019 (Dollis Hill Loop) shall be amended such that in the final paragraph the word 'preference' shall be replaced with the word 'precedence' and shall thus read "This Rule takes precedence over any Rules which define Dollis Hill to be an illegal Move." {Comment: 'preference' was just the wrong word.} Rule 1023 (Parks and Greens Proposal) shall be amended such that in the first sentence the word 'he' shall be replaced with the word 'e' and shall thus read "If a Player moves to a Station that is a Park or Green, e can declare a Parks and Greens Cascade, in the following manner:" {Comment: should be the Spivak pronon rather than the masculine singular.} --------------------------------------------------------------------------------
