-------------------------------------------------------------------------------- MORNINGTON NOMIC Proposals for Voting on in Week Five -------------------------------------------------------------------------------- Proposal 045 - Use the Key on the Map [Enactment] {Comment: This proposal assumes the passage of proposal 031, but even on that proposals failure can still pass.} Mornington Nomic shall refer to the Key on the Underground Map. Stations on the map will be deemed to be on the Line indicated by the Map's key. Furthermore, Stations on the Map, which are indicated by the Map's Key as Interchange Stations, may be referred to, in general, as Interchange Stations. -------------------------------------------------------------------------------- Proposal 046 - Home Sweet Zoo [Enactment] By Playing a Move with a Station that is eir Home Station and an Action which is the string "Home", any Player may Move to eir Home Station, irrespective of any Rules which prohibit this Move. -------------------------------------------------------------------------------- Proposal 047 - Parks and Greens Proposal [Enactment] If a Player moves to a Station that is a Park or Green, he can declare a Parks and Greens Cascade, in the following manner: Player : Station [Parks and Greens Cascade] When a Cascade is declared, every following Player must play a Station that is a Park or Green or forfeit a Blue Token. The Player must follow all other Rules determining a valid Move. If a Player cannot make a valid move to a Park or Green and has no Blue Tokens, e is forced to Pass. The exception to this is if a Player can make a valid Move to another "Plant" station, which includes Groves, Gardens and Woods. If a Player moves to another "Plant" Station they can declare the Cascade over in the following manner: Player : Station [Terminating Cascade] If a Player terminates a Cascade e regains all Tokens e lost during that Cascade. -------------------------------------------------------------------------------- Proposal 048 - The Price of Freedom [Enactment] Any change made to an Official Document which is not permitted (as defined in Rule 115 "Free For All") shall be deemed to be an Illegal Alteration of said document. An Illegal Alteration shall stand until it is Honked. Any Player may Honk an Illegal Alteration by posting a message to the mailing list quoting the offending modification followed by the string "HONK!" on a separate line, together with an explanation of why the change was invalid and the proper content (if appropriate). The status of the Player making such an Illegal Alteration and of the Illegal Alteration itself varies: 1. if the Alteration was Honked in the same Week that the Alteration was made and the altering Player can be identified, then the Alteration shall be considered Honked and the altering Player shall be termed the Honkee. 2. if the Alteration was Honked in a Week subsequent to when it was made and the altering Player can be identified, then the Alteration shall be considered Tonked and the altering Player shall be termed the Tonkee. 3. if the altering Player cannot be identified, then the Alteration is considered Stonked. A Referee is automatically appointed, eir selection and duties being described below. The Player who Honks is the Honker, regardless of whether the Illegal Alteration is Honked, Tonked or Stonked. When an Alteration has been Honked or Tonked, the Honkee or Tonkee may concede the point (in which case the Alteration is immediately declared Illegal); or contest the point by submitting a counterargument as to the Alteration's correctness; or plead accident (where the Alteration is again declared Illegal automatically). In the latter two circumstances, a Referee is appointed, eir selection and duties being described below. If a Referee is required, a Player shall be selected at random from those active (excluding the Honker and Honkee/Tonkee). The Referee shall then post to the mailing list a judgement as appropriate: 1. if the point is being contested, the Referee must judge the legality of the Alteration. 2. if the Alteration is Stonked, the Referee must judge the legality of the Honker's challenge. Again, the outcome is Legal or Illegal (of the Alteration). 3. if the Honkee/Tonkee is pleading accident, the Referee must judge the likelihood of this (for instance, does the Honkee/Tonkee stand to gain from the Alteration?). The outcome is Careless or Selfish (of the Honkee/Tonkee). When an Alteration has been declared Illegal, the Official Document concerned shall be changed to reflect the agreed upon wording. Where an Illegal Alteration was Honked and the Honkee is not declared Careless, the Honkee shall lose two Kudos points. Neither a Careless Honkee nor a Tonkee is penalised. The Honker of any Illegal Alteration shall receive one Kudos point. The Honker of any Alteration which is upheld as Legal shall lose one Kudos point. This Rule takes precedence over any Rule whose number is less than 1000, but may be overruled with regard to others. { Comment: This is very much in the same vein as Proposal 038 (Crimes and Misdemeanours). Indeed, originally much of the wording was, well, stolen from it. The role of this Proposal is to plug the procedural hole of what happens if an Official Document is modified illegally. } -------------------------------------------------------------------------------- Proposal 049 - Everyman Cinema [Enactment] Any Player moving from Hampstead or Hampstead Heath to another Station must mention what film e saw at the Everyman Cinema repertory theatre. This is done by appending the title of the film, enclosed in curly braces after the Move and any Actions. { Comment: For example: Siskel: Belsize Park [blocking Chalk Farm] {The Bicycle Thief} } -------------------------------------------------------------------------------- Proposal 050 - Paddington Bare [Enactment] Any Player shunted to Paddington loses all Tokens, but gains one Marmalade Sandwich. Any Player with more than one Marmalade Sandwich had eir hands full and may not get any more Tokens until e eats a Sandwich. Sandwich eating is an action to accompany the Move "Pass". No Player may eat a Sandwich if e has already done so in the previous Turn. { Comment: Tigger: Bayswater [Shunting Poo to Paddington] Poo: Pass [eats a sandwich] } -------------------------------------------------------------------------------- Proposal 051 - Quickly, Now [Amendment] Add the following paragraph to Rule 1002 (Making a Move), before the final paragraph:- "If no Moves have been made for a period of seventy-two consecutive hours, the Speaker is permitted to play a Move of "Pass" for the Player whose turn it is to Move." -------------------------------------------------------------------------------- Proposal 052 - Line Velocity [Enactment] A Player's Piece has an attribute called Line Velocity, or LV. Line Velocity always starts the Game at zero. Line Velocity is reset to zero at the beginning of a Move (unless defined otherwise) and at each Intersection at which the Player changes Line (or Line Branch). Line Velocity is incremented by one for each Station which the Player's Piece reaches during a Move. The Player must state the LV of eir Piece at the end of eir Move in the Game State Document. Unless otherwise defined, the route taken by the Piece is assumed to be the shortest valid path. { Comment: I've introduced this because it's a concept which keeps popping up. The usage usually seems to be a game-wide attribute rather than per-Piece, but I think the per-Piece version is more useful. Using this definition of LV, we could make Shunts more interesting, put LV 'speed limits' on certain line sections (or the whole network, which might be a meaningful interpretation of the game-wide usage), or perhaps smash through Blocks. Some examples of calculating LV - 1. Vauxhall -> Pimlico, LV = 1 (one station reached) 2. Vauxhall -> Sloane Square, LV = 1 (one station reached after line change at intersection) 3. Vauxhall -> Green Park, LV = 3 (two intersections, but didn't change line) 4. Sivertown & London City Airport -> Heathrow Terminal 2 via helicopter shuttle, LV = 1 } -------------------------------------------------------------------------------- Proposal 053 - Multiple Proposals [Enactment] Proposals may be of type "Other" and subtype "Multiple" - such Proposals are termed "Multiple Proposals". Multiple Proposals may propose to Enact or Amend any number of Mutable Rules. { Comments: Something stolen from Thring which should make tidying-up Proposals a little easier. } -------------------------------------------------------------------------------- Proposal 054 - Don't Tread on My Line [Amendment] To the last paragraph in Rule 1006 (Home Stations) add: If the Move in question is a winning Move to Mornington Crescent, or a Move to the Moving Player's own Home Station, this paragraph shall not be applied. ------------------------------------------------------------------------------ --
