Emergency Proposal 015 - Home is where the Start is [Enactment]

A Player's first Move in any Game must be to eir Home Station with no Actions.
This Rule takes precedence over Rule 1.3.1.

{Comment: has this ever been an explicit Rule? I know it was taken to be the
case at one time, and I think it seems appropriate. I'm not proposing to remove
the pertinent paragraph (the fourth) from Rule 1.6.1 because that does not
directly contradict this one. I suggest that if this Proposal passes it goes in
the Rules in Subset 1.3.x}
