Emergency Proposal 008 - Mea Culpa [Amendment]

Amend Rule 1.16.1 (Crimes and Misdemeanours) to include the following words at
an appropriate point:

"If, after an appeal, the Player who made the challenge realises eir challenge
is invalid, or changes eir mind for any reason and decides e does not want to
continue with the challenge, e may withdraw it by posting a message to the list
stating eir intention."
