Emergency Proposal - Old Rule References [Enactment]

Due to the ruleset renumbering, any Proposals that make reference to
the old Rule numbers should still be counted as valid.  The Speaker
exercises eir discretion over which rules in the new ruleset are
changed as a result of the Proposal passing.
