-------------------------------------------------------------------------------- Emergency Proposal 003 - Waspishness [Amendment] Amend Rule 1.16.1 (Crimes and Misdemeanours) to read:- Any Turn made in a Game of Mornington Crescent suspected of not being in accordance with any of the Rules of the Nomic in the Mornington Crescent Section shall be referred to as a Dubious Turn. Any Turn made in a Game of Mornington Crescent by a Player other than the Player whose turn it currently is shall be referred to as a Mistimed Turn. Any Turn made in a Game of Mornington Crescent where the Player whose Turn it is to Move accidentally follows up a Turn that has since been declared Illegal shall be regarded as a Mistimed Turn. If a Turn is both Dubious and Mistimed, it shall only be regarded as Mistimed. Mistimed Turns shall be ignored. Dubious Turns may be Buzzed. To Buzz a Dubious Turn, any Player may post a message to the mailing list declaring this intention, together with their reasons for deeming the Turn Dubious. After a Turn has been Buzzed, the Player who made it may either Concede or Appeal. If a Player Concedes, the Dubious Turn is automatically declared as Illegal. If a Player Appeals, e should submit eir arguments for the Dubious Turn being Legal. The Speaker shall then randomly select a Player from the set of Active Players (excluding the Buzzed and Buzzing Player), to act as Referee. The Referee shall then post to the mailing list a judgement as to whether the Dubious Turn is Legal or Illegal. This judgement is binding. If no Referee is available, the Turn is declared Legal. No Turn which is three or more turns old (i.e. that has three or more Turns following it in the Game State Document) may be Buzzed. Any Turn that goes unchallenged for three or more turns shall stand regardless of its legality. No Turn may be declared Illegal without being Buzzed. When a Turn has been declared Illegal, that Game State shall revert to its condition before the Turn was made. The Buzzed Player's illegal Turn shall be replaced with a Move of 'Pass', with no Actions. This Rule takes precedence over any Rule whose number is greater than 1.1.1. { Comments: There are going to be some pretty hefty and unfair Kudos penalties without this, and I think we need to do a bit of bud-nipping. The Dubious/Illegal thing clears up a slightly grey area, also, and the lack of penalty for a Mistimed Turn tidies up a particularly messy and broken angle of this Rule.
