Emergency Proposal 002 - Murphy's Law [Amendment]

Rule 1007 (Token Gesture) shall have the token costs for changing Line and 
not changing Line exchanged. 
 
{ Comment: 
  Somehow, the Token table has been changed so that you lose a Black Token 
  for staying on the same Line, and gain one for changing Line, rather than 
  forfeiting a Token for changing Line. 
 
  This anomaly was present in the text for Proposal 243 (in Week 36) also.
