MacroNomic is not what it used to be. Long, long ago, it was named MicroNomic, in an effort to protest against the size of the laws of other Nomics. Micronomic later became insignificant, and was replaced by MicroNomic II. MicroNomic II became great, but was threatened. In an unprecedented move in Nomic history, MicroNomic II absorbed the two Nomics known as MicroNomic and PNomic. Strengthened by these new citizens, it remnamed itself to MacroNomic, proclaiming its great strength. Then, on April 1, 1998, the first Revolutionary Party seized control, dramatically modifying the rules in an effort against the death that so many good Nomics see. They were very successful. Now, the Nomic is back to health, under the superb rule of our current revolutionary party.

I'd rather make it easier for newer players to read/nderstand the rules.
The title and its appostrophe were just bad english anyway. In section 3-2-2-0, replace the phrase 'The only players who may vote on a case are those who can vote on its parent case.' with 'The only players who may vote on a penalty are those who can vote on its parent case'.

Create a new setion 0-0-0 titled Paradox Resolution with the following ANTI_PARADOX delimited text

If ever the game should reach a state that is unplayable, or a situation exists where two rules are mutually exclusive and no precedence can be determined by normal means, then any player may submit a Paradox Declaration, which is a type of Referendum stating that such a state as mentioned above exists. As soon as such a Declaration is issued, other game play will pause until the Declaration has been resolved in accordance with this rule is such play was still possibly. The valid votes for a Paradox Declaration shall be YES or NO, and the judges shall be the Revolutionary Party at the time the Declaration was issued, or the previously extant Revolutionary Party if the game has corrupted in such a way that the makeup of the current Revolutionary party is not obvious. Should the outcome of the vote on the Paradox Declaration, be YES, then the following step will ensue in order.
a) The Revolutionary Party (or one of it's members) will distribute a Paradox Resolution, which is a type of Referendum with valid votes of YES or NO and valid judges being the judges of the preceding Paradox Declaration.
b) If the outcome of the Paradox Resolution is a vote of YES, then the details of the Resolution shall be enacted into the Macronomic Ruleset as stated, and this proceedure shall end.
c) If the outcome was NO, then proceed to step a. Normal game play now resumes under the fixed ruleset. This rule may not be repealed or amended except by the passage of a proposal on which no AGAINST or LOYAL votes were cast. This rule claims precedence over all other rules and denies any rule the ability to claim precedence over itself.
ANTI_PARADOX
There is still one flaw in the above in that it doesn't stop the RP from unilaterally declaring a paradox and thus altering the ruleset at whim through a paradox resolution, but that is in itself, the heart of the paradox of self-amendment. As long as any way exists to change the rules, and there is no such thing as a completely inviolate rule, then there will always exsit the possibility for such unilateral usurpation of authority. My hope is that this proposal will get passed, and the RP will not abuse the potential hole here, and that eventually perhaps a better mechanism might replace (by unanimous vote) some or all of the provisions here.

I will note that this proposal doesn't really do much other than effectively third the penalty for a failing proposal unless the hidden voting proposal passes. However, that in and of itself isn't a horrible thing. I would hope that the two together would encourage people to think through their proposals, but still have a way to get rid of them if they really need to for some reason.

Penalties are a subclass of referenda. The accountant for penalties is the Secretary of Justice. Penalties are created and change states along with their parent cases. The only players who may vote on a case are those who can vote on its parent case. Possible votes are a loss of LOYALTY, expulsion, the loss of some number of objects. Instead of the inactive state, a penalty becomes either accepted or rejected, as specified by its parent. When a penalty becomes accepted, if a majority of those able to vote on it voted the same way, then they appropriate Secretaries should carry out the penalty.

This is going to reorganize the players section a bit and add a small bit to it. The added bit is to give new players 1 of each commodity so that they can at least make one proposal to help them get started. It also seperates the actions of what happens when players leave the game and join the game and join the game for the first time into discrete sections so that they can be modified more cleanly in the future. I apologize in advance for how long this is.

Amend Section 2-0: Players to read as delimited by PLAYERS
PLAYERS
The Secretary of Friendship is responsible for tracking who the players are, and which are members of the Revolutionary Party as well as the email address and real names associated with each player.

Each player in the game has exactly one real name, a set of aliases, and possibly multiple email addresses associated with that name.

Any real person may only have a single player in the game at any given time.

Create a section 2-0-0 titled "Joining the game" with the following JOINING delimited text.
JOINING
A Player joins the game by privately notifying the Secretary of Friendship of their intent to join, their real name and an alias (which defaults to their real name).

If the joining player's alias is not already in use by another player, then the Secretary of Friendship shall publically inform all players that the new player has joined, their name, their real name and their email address.

A player is a new player if no player with that email address has previously been a player. [Yes, this is abusable by multiple email addresses, but let's assume people will be honest as there is no real way to insure this]

A player joining the game shall have a Loyalty score of 0.

When a player joins Macronomic, if there are fewer than 100 acres of farmland being managed by all other players, 10 acres of farmland are placed under the management of the joining player.

When a new player joins Macronomic, 1 commodity of each type is placed under the management of the joining player.

When a new player joins MacroNomic the Secretary of the University assignes them a random, non-teaching professor, unless there are no non-teaching professors or the player requested a specific professor. If the joining player requested a specific professor, and that professor is non-teaching, then that professor will be assigned to the student.

Create a section 2-0-1 "Leaving the game" with the following LEAVING delimited text

A player may leave the game by making a public notice that they are leaving or as specified by the rules.

When a player leaves the game, all acres of farmland and Proposal Mines they managed become unmanaged, and all Proposal Commodities they managed become managed by the SoCC.

If the leaving player is SoCC, then the Proposal Commodities are placed under the management of the new SoCC.

Amend Section 2-1-0 (Expulsion) to replace the phrase 'cease to be a player of Macronomic' with the phrase 'leave the game.'

Amend Section 5 (Education) to remove the following MOVED delimited text from the second paragraph. It's been moved to the Joining the game rule which is where it seemed to belong.

There are three Sovereign Republics in MacroNomic. They are MacroNomic, MicroNomic, and Pnomic. Each Sovereign Republic has a liaison to Internomic. They are the Secretary of Love, the Assistant Secretary for Micronomc Foreign Affairs, and the Seargent of the Occupying Force in Command of Foreign Matters. If a player other than the SoCC is ever the liaison for more than one Republic then the position listed last in this rule is immediately transfered to the SoCC. If a Republic is not a voting member of Internomic then its liaison should take the neccessary steps to make it one.

When an Internomic proposal is made, the Secretary of Love will create a INP and privately inform the RP of it. The liaisons for each Sovereign Republic should then vote as specified by the INP. If any Republic is selected to judge an Internomic CFJ then the liason from that Republic will create an INCFJ and privately inform the RP of it. That liason should inform Internomic of the decision of the CFJ, as decided by the INCFJ, and should write reasoning to support it. A player may submit a proposal to Internomic by privately informing the liaison of any of the Republics of the proposal they would like to make.

A member of the Revolutionary Party with at least 50 Trotsky points may go into Voluntary Exile. A player in Voluntary Exile may not perform Trotsky actions, regardless of what rule 2-2-0 says. When a member of the Revolutionary Party goes into Voluntary Exile, e leaves the Revolutionary Party and the Secretary of the Proletariat becomes a member of the Revolutionary Party. Regardless of any other rules, a player in Voluntary Exile may not become the Secretary of the Proletariat or a member of the Revolutionary Party, and e is not counted when determining the eligibility of other players for the Revolutionary Party.

A player may return from Voluntary Exile at any time by publicly announcing eir intent to do so, at which time they lose 50 Trotsky points. When a player wins all players in Voluntary Exile lose 50 Trotsky points and leave Voluntary Exile as soon as the game is paused. If a player in Voluntary Exile ever has fewer than 50 Trotsky points then e immediately leaves Voluntary Exile and loses all eir Trotsky points.

For the purposes of the game, MacroNomic experienced a time-warp, which brought it from July 25, 1998 to August 1, 1998. In that period, no actions occured, and no MacroNmoic clocks or calendars progressed at all. After stumbling out of the time-warp a week later, the people of MacroNomic realized what had happened, and all clocks and calendars were updated one week accordingly; however, for the purposes of the rules only an infinitessimal amount of time passed, and so no bonuses or penalties were recieved by any parties. This bizzare phenomenon has been known to occur when many influential players in a Nomic need to go on vacation all at once, as was the case this time. No known reason for this exists, but some fringe scientists think that they can reliably reproduce the strange occurance. However, it has also been noted that these scientists are considered "eccentric" in the same way the sun is considered "warm". No panic concerning the time-warp is neccesary, as everything shall proceed in the most logical manner.

The Secretary of Foreign Trade is MacroNomic's Customs Officer. E should accept all non-conditional trade offers. E should publicly announce when MacroNomic receives a conditional trade offer if the conditional portion includes only exportable objects, otherwise e should reject it. Any player may publicly offer to account for a publicly announced trade. If that player holds enough objects to pay the conditional portion, then the trade happens.

A player of MacroNomic may also offer a trade to another nomic. E does so by personally informing the Secretary of Foreign Trade of the trade. If the player holds enough objects to handle eir side of the trade then the Secretary of Foreign Trade should offer the trade on behalf of MacroNomic. If the trade is accepted then it happens, and is accounted for by the offering player.

When a trade happens the accounting player stops holding everything which MacroNomic will cease to own after the trade. A Foreign Good is created for everything MacroNomic gets from the trade for which MacroNomic is not the Nomic of Origin, and the accounting player holds those objects. All objects for which MacroNomic is the Nomic of Origin become owned by MacroNomic and are held by the accounting player. MacroNomic ceases to own everything given away by the trade.

Postemptive proposals are more common, they're for things which include sweeping changes to the ruleset, like "replace all...". You want to be able to get new ones as well. They should be used sparingly, but if properly used, will be very effective without creating extra work for the SoT.

Amend Section 3-2-2-0 to read as follows, delimited by MOREPUNISHMENT:
MOREPUNISHIMENT
Penalties are a subclass of referenda. The accountant for penalties is the Secretary of Justice. Penalties are created and change states along with their parent trials. The only players who may vote on a penalty are those who can vote on its parent trial. Possible votes are any specification of a loss of LOYALTY, a loss of Objects, public ridicule, expulsion, and the loss of voting rights on one or more proposals. Instead of the inactive state, a penalty becomes either accepted or rejected, as specified by its parent. When a penalty becomes accepted, if a majority of those able to vote on it voted the same way, then they appropriate Secretaries should carry out the penalty. If a majority did not vote the same way, the player to whom the penalty applies may chose from the votes.
MOREPUNISHIMENT

This allows judges to take away property in a case, as well as allowing for public ridicule (the least of all of the possible punishments, for very minor crimes). It also fixes a bug where if the judges all disagreed on the punishment, the criminal would get away scot free. Now, they merely get to chose from those choices the judges made.
